General Phan Van Giang: 'I still reply to documents at 12 midnight'

According to General Phan Van Giang, when amending and supplementing a number of articles of the Constitution, the Ministry of National Defense also amended 128 documents, so the drafting agencies had to work day and night.

On the morning of May 26, speaking at the Conference to collect opinions on the draft Resolution of the National Assembly on amending and supplementing a number of articles of the 2013 Constitution, General Phan Van Giang, Minister of National Defense , asked delegates to focus on discussing many important contents.

According to General Phan Van Giang, when the amended Constitution takes effect from July 1, a two-level local government will be implemented. Therefore, the military force has also been adjusted. When the district level is no longer available, the district military command and the border guard force will be merged into the provincial military command.

This raises a series of issues that must be addressed to perfect the legal system to ensure consistency and constitutionality, especially perfecting laws in the military and defense fields.

General Phan Van Giang said that to comply with the amended Constitution, the Ministry of National Defense needs to amend 128 different types of documents, including amending 11 laws, 38 decrees of the Government, 6 decisions of the Prime Minister and 73 circulars of the Minister of National Defense.

"The number is huge, so the agencies have to work day and night to carry out this work. Personally, at around 11-12 pm, when I receive a document from the Government or the Central Committee requesting an immediate response, I still respond. I request that the agencies assigned to preside over the process of drafting the revised document and urgently complete the dossier," the general emphasized.

It is necessary to add the function of "controlling state power" to the Fatherland Front.

Speaking at the conference, Major General Dang Sy Loc, Director of the Academy of Politics (Ministry of National Defense), expressed that amending and supplementing a number of articles of the Constitution is an important step, demonstrating the innovation and creativity of our Party, State and people.

Regarding Article 9 of the draft resolution on amending and supplementing regulations on the Vietnam Fatherland Front, Mr. Loc proposed adding the phrase "controlling state power according to the provisions of law" for this organization.

Accordingly, the Vietnam Fatherland Front is a part of the political system of the Socialist Republic of Vietnam, led by the Communist Party of Vietnam; is the political basis of the people's government; gathers and promotes the strength of great national unity; expresses the will, aspirations and promotes the people's right to mastery; represents and protects the legitimate rights and interests of the people.

Implement democracy, enhance social consensus; supervise social criticism; "control state power according to the provisions of law"; reflect people's opinions and recommendations to state agencies; participate in Party and State building, people's foreign affairs activities, contributing to building and defending the Fatherland.

According to Major General Loc, there is a full political, legal and practical basis to add the function of controlling state power to the Vietnam Fatherland Front.

"The Vietnam Fatherland Front conducts social supervision and criticism of the activities of state agencies. Now, adding the right to control state power is to expand democracy and make accurate and correct decisions that need to be resolved, creating favorable conditions for the country's development in the new era," said Major General Loc.
