General Trinh Van Quyet, Secretary of the Party Central Committee, Director of the General Department of Politics of the Vietnam People's Army attended and delivered a speech.
Attending the Congress were comrades: Hau A Lenh, member of the Party Central Committee, Secretary of the Tuyen Quang Provincial Party Committee; leaders of the General Department of Politics, Ministry of Home Affairs, Ministry of Construction ; leaders of the Provincial Party Committee, People's Council, People's Committee of Tuyen Quang province and 191 outstanding party members, representing more than 2,200 party members in the entire Vi Xuyen commune Party Committee.
Opening the Congress, Secretary of the Party Committee of Vi Xuyen commune Dinh The Manh emphasized that Vi Xuyen entered the task of socio -economic development in the next 5 years with the aspiration to rise up, determination to innovate thinking, and develop quickly and sustainably.
After merging administrative units, the organizational structure was consolidated, fully and scientifically arranged, and operations initially became orderly. The development space was expanded, with many potentials and strengths, and created new momentum for attracting investment, developing infrastructure, commodity agriculture, tourism, urban areas, and digital transformation.
The congress has the theme: "Improving the leadership capacity of the Party Committee; developing high-quality human resources; building a team of cadres and party members with sufficient qualities, abilities, and prestige equal to the tasks; joining hands and determination to build the homeland of Vi Xuyen to develop strongly, comprehensively, and steadily in the era of prosperous development of the nation".
The Congress determined the general goal for the coming term as maintaining solidarity and unity; building a clean, strong and comprehensive Party and political system; continuing to improve the operational efficiency of agencies and organizations in conjunction with building a contingent of cadres, civil servants and public employees with sufficient qualities, capacity and prestige to match the tasks in the new development period.
Promote economic development associated with preserving and promoting traditional cultural values of ethnic groups; ensure national defense and security; exploit potential advantages for rapid and sustainable socio-economic development, improve the material and spiritual life of the people.
Some important goals by 2030 are: Striving to achieve a total product value of more than 1,480 billion VND; state budget revenue of 12 billion VND; average income per capita of more than 60 million VND/year; 100% of rural roads are paved; the poverty rate is reduced to below 1%; the annual party membership rate is 3% or more.
Speaking at the Congress, General Trinh Van Quyet praised and highly appreciated the achievements of the Party Committee, government and people of Vi Xuyen commune in the past term.
He suggested that Vi Xuyen should promote its revolutionary tradition and continue to make efforts to fulfill its goals and plans for the 2025-2030 term. The commune needs to affirm its role in the new development space. In particular, it must overcome difficulties, promote strengths, and take advantage of all potentials and opportunities to develop the economy quickly and sustainably.
Focus on building, adjusting, and supplementing systematic, scientific planning with a long-term vision, consistent with the overall planning of the province and the region. Build infrastructure, carry out urbanization associated with developing high-quality services, and form service areas to support agriculture.
Exploit and effectively promote potentials and advantages in economic and social development, especially potentials in historical tourism, high-tech agriculture, precious medicinal herbs, and border trade.
Pay attention to comprehensive development of cultural and social fields, improve the material and spiritual life of the people. Improve the quality of education, training, health care, environmental protection, build a civilized and model society.
Continue to thoroughly grasp and effectively implement Resolution 57 of the Politburo on breakthroughs in science, technology, innovation, creativity and national digital transformation. Effectively implement the Party's foreign policy, build a border of peace, friendship, stability, cooperation and development, contributing to firmly protecting national border sovereignty.
Do a good job of fostering national defense and security knowledge for the subjects; pay attention to creating a source of commune military command leaders with military university degrees and advanced political theory to meet the requirements of tasks in the new situation.
Actively coordinate with forces to handle arising and complicated situations regarding national defense, security, and non-traditional security issues right from the grassroots level. In addition, focus on leading the building of a clean and strong exemplary communal Party organization.
Maintain a stable political environment, a safe and healthy social environment; promote the pioneering and exemplary role of Party members; the spirit of innovation and creativity among all cadres and people to promote rapid and sustainable economic and social development.
Before and after attending the congress, in Vi Xuyen commune, General Trinh Van Quyet presented more than 50 gifts to families of policy beneficiaries, families of war invalids and martyrs. At the places he visited and presented gifts, General Trinh Van Quyet kindly asked about their health, and affirmed that the Party and State always show gratitude and care for families of policy beneficiaries, families of war invalids and martyrs who have made many contributions and sacrifices for the cause of building and defending the Fatherland.
He hopes that families will continue to promote revolutionary traditions, seriously implement the Party and State's guidelines and policies, actively participate in local movements, and be shining examples for people to learn from and follow.
