Dak Lak Province issues Digital Transformation Plan for 2026

DNVN - On December 24th, the People's Committee of Dak Lak province issued Plan No. 0155/KH-UBND on Digital Transformation of Dak Lak province in 2026. The plan sets ambitious goals for Digital Government, Digital Economy, and Digital Society.

The plan was developed to concretize Resolution No. 57-NQ/TW of the Politburo and Resolution No. 71/NQ-CP dated April 1, 2025 of the Government on breakthroughs in science, technology development and national digital transformation.

The province's overall goal is to strengthen leadership and guidance, ensuring that citizens and businesses are the beneficiaries of the digital transformation's achievements, in the spirit of "leaving no one behind".

Key objectives for 2026

The plan sets specific targets across three main pillars of digital transformation.

Regarding digital government , Dak Lak province aims to improve the efficiency and effectiveness of its government apparatus with impressive indicators. 100% of eligible online public services are provided through multiple channels, including mobile devices. 100% of work files at the provincial and commune levels are processed electronically (except for confidential files) and use personal digital signatures.

100% of administrative procedure resolution results are digitized; 100% of reporting systems serving the direction and management of the Provincial People's Committee are connected to the Government Reporting Information System.

Striving to achieve a minimum citizen satisfaction rate of 95% with the digital government...

Regarding the digital economy , Dak Lak strives to increase the proportion of the digital economy to 20% of its GRDP. Within each sector and field, the proportion of the digital economy should reach at least 12%.

Notably, the province aims for 100% of businesses to use electronic invoices and strives for over 55% of small and medium-sized enterprises to use digital platforms.

In the context of a digital society , digital services will be widely available to people's lives.

Universal 4G/5G mobile network coverage; 100% of villages, hamlets, and residential clusters (with electricity grid) are covered by mobile broadband; 100% of households have access to fiber optic internet.

100% of medical facilities accept electronic health records on VNeID; 100% of schools apply digital technology and cashless payment methods.

The percentage of people aged 15 and above with bank accounts has reached over 85%...

Tasks and solutions for implementation

To realize the above objectives, Plan No. 0155/KH-UBND has set out specific groups of tasks and solutions.

Regarding tasks , continue implementing resolutions of the Central and provincial authorities; promote interconnected digital transformation and meet the requirements of organizational restructuring. Review and update regulations and rules on the management and operation of the province's digital platform and database. Develop policies to attract digital talent, support start-up businesses, and regulations on data connectivity and sharing.

Develop digital infrastructure and data by expanding 4G/5G networks and popularizing smartphones among the population. Integrate sensors and digital technologies (IoT) into essential infrastructures such as transportation, electricity, water, and urban areas. Deploy wide area networks (WANs) and shared platforms on dedicated data transmission networks.

Regarding data, maintain a shared database and connect it to the national database via the province's Data Sharing Integration Platform. Deploy a National Data Aggregation and Analysis Platform (NDAP) to support management, administration, and open data development. Develop a virtual assistant to support officials, civil servants, and citizens.

In addition, measures need to be implemented to ensure information system security, protect sensitive data, and safeguard privacy…

In addition, the province also focuses on the task of training human resources and conducting awareness campaigns to improve understanding of digital transformation.

Regarding solutions , the province is strengthening leadership, guidance, and management in implementing digital transformation goals and tasks at the unit and local levels.

Strengthen communication efforts, raise awareness, and provide digital skills training for officials, citizens, and businesses.

Ensure the necessary financial and human resources are available to successfully achieve digital transformation goals.

Strengthening research and cooperation to master and effectively apply science and technology to life...

The Provincial People's Committee assigns the Department of Science and Technology the responsibility of presiding over the implementation, monitoring, and supervision of this Plan. The Department will also be the focal point for compiling periodic reports on results and advising on the evaluation and ranking of the Digital Transformation Index (DTI) of state agencies in the province.

Departments, agencies, and the People's Committees of communes and wards are responsible for developing detailed plans for their respective units and reporting on the results of implementation periodically every quarter...
