Dak Lak proposes to inspect the payment of preferential allowances for teachers

TPO – During the inspection process, Dak Lak Province Inspectorate discovered that many localities paid preferential allowances to teachers not in accordance with regulations. Some localities paid more than 5.6 billion VND incorrectly.

Dak Lak Provincial Inspectorate has just reported and proposed a direction for handling the payment of preferential allowances for teachers in the area.

Previously, Dak Lak Provincial Inspectorate discovered that Buon Ho town paid preferential allowances to teachers teaching at a number of schools (from June 2021 to July 2024) not in accordance with the instructions in Joint Circular No. 01/2006 dated January 23, 2006 of the Inter-Ministry (Education and Training, Home Affairs, Finance).

The content of the above joint circular guides the implementation of Decision No. 244/2005 of the Prime Minister on preferential allowances for teachers directly teaching in publiceducational institutions.

According to the guidance of Joint Circular No. 01/2006, the preferential allowance payment level for teachers is as follows: Teachers teaching at kindergartens and primary schools located in mountainous areas are entitled to a preferential allowance of 50%; teachers in plains, cities and towns are entitled to a preferential allowance of 35%.

Teachers at junior high schools and high schools located in mountainous areas are entitled to a preferential allowance of 35%; teachers in plains, cities and towns are entitled to a preferential allowance of 30%.

According to Decision No. 861/QD-TTg of the Prime Minister (effective from June 4, 2021) on approving the list of communes in Region III, Region II, Region I in ethnic minority and mountainous areas, period 2021-2025, Buon Ho town has only 8/12 communes in ethnic minority and mountainous areas (reduced by 4 communes compared to Decision No. 582/QD-TTg dated April 28, 2017 of the Prime Minister).

However, from June 2021 to December 31, 2023, the People's Committee of Buon Ho town still paid preferential allowances at the level in mountainous areas to all teachers teaching at schools located in the area (12/12 communes according to Decision No. 582/QD-TTg dated April 28, 2017 of the Prime Minister) in violation of regulations, causing a loss of the state budget of more than 5.6 billion VND.

Therefore, the Provincial Inspectorate reported and requested the Chairman of the Dak Lak Provincial People's Committee to agree on the recovery of the entire amount of money that the People's Committee of Buon Ho town paid in violation of the above regulations.

In addition to Buon Ho town, through a survey, Dak Lak Provincial Inspectorate found that some districts are also paying allowances according to the preferential mountainous area level to all teachers teaching at schools located in the area (including communes, wards and towns not located in mountainous areas), which is not in accordance with regulations.

Therefore, Dak Lak Provincial Inspectorate proposed that the Chairman of the Provincial People's Committee agree in principle to allow the Provincial Inspectorate to conduct a thematic inspection on the payment of preferential allowances for teachers, period 2021-2024.
