Accordingly, implementing the Prime Minister 's urgent dispatch No. 149/CD-TTg dated August 28, 2025 on giving gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2, the Provincial People's Committee requested the Department of Finance, Department of Home Affairs, State Bank Branch Region 11, Provincial Police and People's Committees of communes and wards to closely coordinate, immediately deploy the review of gift recipients and transfer the gifts to people by appropriate measures (bank transfer or directly) as soon as possible, completed before National Day September 2, 2025. The gift level is 100,000 VND/person.

Specifically, the Department of Finance shall preside over and coordinate with relevant agencies to urgently advise the Provincial People's Committee to arrange funds for implementation. The State Bank Branch Region 11 and the State Treasury Region XIV shall coordinate and direct relevant units and commercial banks, especially commercial banks where the State Treasury opens accounts, to ensure the payment and cash systems, meeting the requirements of giving gifts to people in a timely and smooth manner, without missing anyone and without duplication.
Previously, on August 28, 2025, the Prime Minister issued Official Dispatch No. 149/CD-TTg on giving gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2; the gift level is 100,000 VND/person for all people to celebrate Independence Day. The total cost of gift giving is 10,700,242,800,000 VND.
The Ministry of Finance, the Ministry of Public Security , and the People's Committees of provinces and cities assigned to supplement the above funds are responsible for the completeness and accuracy of the content, data of the reports and proposals; manage, use, and settle the additional funds in accordance with the provisions of the State Budget Law and the Government's Resolution on giving gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2; organize the giving of gifts to people in a timely, public, transparent, and appropriate manner, without loss, waste, or negativity.
