The view of investment in education and training (GD&DT) is investment in people and aims to create conditions for education to go ahead, effectively serving socio -economic development. In addition to improving the quality of teaching and learning, the education sector always focuses on ensuring the team of teachers and educational managers. Therefore, over the years, the sector has always focused on building and implementing plans and training plans to foster the team of teachers to meet the requirements and tasks in the innovation period.
According to statistics, from the 2021-2022 school year to the end of the 2024-2025 school year, the province has recruited nearly 4,900 additional teachers at all levels. In early June 2025, the Standing Committee of the Thanh Hoa Provincial Party Committee issued a conclusion on the policy of signing labor contracts to work as teachers according to Decree No. 111/2022/ND-CP (Contract 111) for the 2025-2026 school year, with a number of 3,840 people. Of which, 960 are in preschool; 1,152 are in primary school; 1,422 are in secondary school and 306 are in high school. The term for signing teacher contracts according to Decree No. 111 in the province is 12 months (a whole year) instead of 9 months as in previous years. This new policy helps teachers stabilize their jobs, feel secure in their work, and stick with their profession for a long time.
Along with new recruitment, the sector pays special attention to training to improve the qualifications and professional skills of the teaching staff. From 2021 to the end of 2024, the Department of Education and Training has advised and assigned more than 1,400 cadres, civil servants and public employees to participate in training to improve their qualifications and meet the standards of leadership and management positions, training to meet the standards of civil servant ranks and public employee ranks; organized training to improve the standards of nearly 800 teachers and managers. At the same time, it organized professional training for thousands of managers and teachers according to the plan of the Ministry of Education and Training . In addition, the province has also assigned Hong Duc University and Thanh Hoa University of Culture, Sports and Tourism to train a total of 3,400 teachers. Of which, 1,347 people will be recruited in 2021; 1,533 people in 2022; 200 people in 2023 and 320 people in 2024.
According to the assessment of the Department of Education and Training, through professional training courses, the professional qualifications of the teaching staff have been continuously improved, and the rate of managers and teachers meeting and exceeding standards has increased. Out of a total of more than 54,000 managers, teachers and staff in the sector, the rate of managers and teachers with standard qualifications or higher is 98.36%. Of which, the rate of teachers with standard qualifications or higher in preschools is 98.6%; primary schools are 97.3%, secondary schools are 97.7% and high schools are 100%. The rate of managers and teachers in the sector with qualifications above the standards according to the 2019 Education Law is 33.72%. According to Acting Director of the Department of Education and Training Ta Hong Luu, along with improving professional qualifications, the sector also pays special attention to political, ideological and ethical education for teachers in order to build a team of teachers who are not only strong in professional expertise but also have a spirit of solidarity, enthusiasm, love for the profession, attachment and dedication to the cause of "growing people" of the homeland and country.
The attention of the functional sector and the efforts of each teacher and staff have made an important contribution to the goal of improving the quality of teaching and learning in educational institutions in the province. Evidence shows that in recent years, Thanh Hoa has been continuously in the top of the national education in terms of results of national and international excellent student competitions in cultural subjects. For example, in the 2024 national excellent high school student competition, Thanh Hoa students won 84 prizes, reaching a rate of 93.3%, ranking first nationwide in terms of winning rate. Also in this competition in 2025, Thanh Hoa students won 77 prizes, of which 10/10 students competing in Mathematics won prizes and up to 2 first prizes. In regional and international Olympic competitions, from 2021 to present, Thanh Hoa students have won 9 medals, including 5 silver medals and 4 bronze medals. In addition, the whole sector has maintained solid results in universal education at all levels. The quality of education in mountainous areas has also seen a marked improvement, with many students winning first prizes at the provincial level in cultural subjects.
However, according to the assessment of the Department of Education and Training, in addition to the achieved results, the building of the teaching staff still has difficulties and obstacles that need to be resolved soon. For example, the shortage of teachers has not been completely resolved. A number of teachers still work based on experience, not really innovating methods. The rate of English teachers meeting foreign language proficiency standards according to the 6-level competency framework for Vietnam is only 55.7%. In particular, the whole sector still has 888 teachers with substandard qualifications, accounting for 1.64%. These limitations and inadequacies require the education and training sector to have more effective and "long-term" solutions. Along with that is the attention and care of party committees and authorities at all levels. In particular, each teacher needs to continue to strive to overcome all difficulties, be dedicated to the profession, and aim for the goal of fundamental and comprehensive innovation in education.
