Originally from a disadvantaged household, Ms. Tran Thi Hang, from To Da 2 residential group, Huong Thuy ward, was able to access capital from the Social Policy Bank's poverty alleviation loan program, allowing her to invest in machinery to support her family's economic development. After becoming a member of the group, her economic situation improved, and she joined the women's association of the residential group and was elected as the head of the savings and loan group. From then on, she had many opportunities to become involved in policy credit activities.
Ms. Hang shared, "Having started from a disadvantaged background and received support from policy-based credit, I understand the significance of policy-based credit programs. When participating in the group's activities and witnessing members becoming increasingly stable, with many households rising from initial hardship to prosperity and building exemplary economic models, I feel even more attached to and dedicated to policy-based credit activities."
Having served as the head of a savings and loan group for 18 years, Ms. Tran Thi Hang's group currently manages over 3.1 billion VND in outstanding loans from 54 members. Sharing her insights on effective loan management, Ms. Hang affirmed that close relationships with each member are the foundation for the group's success. Through this close interaction, the group leader easily understands the difficulties and advantages of each borrower, guiding them towards suitable credit programs and helping them overcome difficulties, thus preventing them from resorting to high-interest loans or illegal lending.
Coming from a disadvantaged background herself, having borrowed policy credit to develop her economy, and then becoming involved in women's association work and policy credit activities, Ms. Phan Thi Lien, Head of the Savings and Loan Group in Phu Bai Ward, shares the same view: "Closeness and connection with each member helps to maximize the effectiveness of policy credit funds."
According to Ms. Phan Thi Lien, the group's activities are not simply about guiding loan application procedures, but about ensuring members use the capital for the right purposes and maximize its effectiveness. To achieve this, the group leader must closely monitor each member, remind borrowers about their capital utilization plans, and encourage members to develop economic models that suit their strengths and capabilities.
Enhancing the capacity of team leaders
The reality of credit management at the Huong Thuy Branch of the Social Policy Bank shows that the effectiveness of policy credit comes not only from preferential capital sources, but also from the dedication of the savings and loan group leaders. They not only act as a bridge to bring capital to policy beneficiaries but also contribute to "building" a strong capital base at the grassroots level.
Through the delegation of lending activities to four social organizations in the three wards of Phu Bai, Huong Thuy, and Thanh Thuy, the Huong Thuy Branch of the Social Policy Bank is managing 182 savings and loan groups. Thanks to these extended "arms," in 2025, the branch's lending volume reached 235 billion VND, an increase of 70 billion VND compared to the same period last year, with nearly 3,000 poor households and other policy beneficiaries receiving loans.
Ms. Bui Thi Le Tinh, Director of the Huong Thuy Branch of the Social Policy Bank, affirmed that savings and loan groups are not only a bridge bringing policy credit funds closer to beneficiaries but also a "filter" ensuring that funds reach the right recipients and minimizing credit risks. To maximize the effectiveness of these groups, the branch also strengthens coordination with local authorities and associations to focus on consolidating, strengthening, and improving the quality of the groups' operations, and enhancing training to improve the capacity and professional quality of group staff. Simultaneously, the branch also promotes inspection and supervision, linking the responsibility of the groups to credit quality to promote the role of credit at the grassroots level.
