"If the people are skillful in mobilizing the masses, everything will be successful" - Uncle Ho's teaching still holds true today, especially in remote areas where people's lives are still difficult and socio -economic conditions are slow to develop. In these areas, mass mobilization is the driving force to create consensus and arouse internal strength for development.
Economy, border protection
Located in the border area of the Fatherland, bordering Cambodia, Ia Toi commune, Quang Ngai province has a particularly important position in the national defense posture. The vast terrain, scattered population, and limited economic conditions make the people's lives face many difficulties. In that context, the Party Committee and the commune government determined that mass mobilization work is a key task, at the same time a solution for socio-economic development, and a foundation to firmly protect national border sovereignty . Secretary of the Ia Toi commune Party Committee Thao Hong Son emphasized: "Cadres doing mass mobilization not only propagate but also have to listen to people, eat, live, and work with people to create trust. When people are in favor, all policies and guidelines will easily come into life."
From that orientation, the emulation movement of “skillful mass mobilization” in Ia Toi commune was strongly deployed in all fields. Many skillful mass mobilization models were built, typically the model of renovating mixed gardens, helping people change their production thinking, gradually rising up to develop the economy.
In Village 1, Ia Toi Commune, Nguyen Ba Luong is an example of perseverance to overcome difficulties and rise up. In 2016, with the determination to start a business, he spent all his savings of 106 million VND to buy 6 breeding cows. After 2 years, the herd grew to 14 cows, but when his family encountered financial difficulties, he was forced to sell them at a low price. Not discouraged, he switched to pig farming, but in the first year, he encountered an epidemic and lost all his capital. "There were times when I thought about giving up, but thanks to the encouragement and technical support from the commune officials and the Farmers' Association, I was determined to start again," Luong shared.
With favorable conditions for loans and technical guidance from the local authorities, Mr. Luong invested in building hygienic and strictly disease-proof barns. Up to now, his farm has 52 pigs, generating an annual income of about 300 million VND. He and his wife also opened a grocery store, with an average revenue of 200 million VND/year. Not only enriching himself, Mr. Luong is also willing to share his experiences and inspire many other households.
Mass mobilization work is also closely linked to the task of protecting border security. Through the National Border Guard Festival, dozens of households and individuals in the area voluntarily registered to participate in self-management of border lines and landmarks. Models such as "Self-management of security and order", "Drug-free commune", "All people protect national security" movement... have promoted practical effectiveness, contributing to maintaining political security, social order and safety. The militia and commune police regularly coordinate with border guards to patrol, promptly detect and prevent violations of the law, and at the same time increase legal propaganda for the people.
Thanks to creative, practical approaches and the consensus of the people, extended concrete roads and new economic models have emerged, the material and spiritual lives of the people have been increasingly improved, and the "people's hearts and minds" have become increasingly strong, contributing to protecting the territorial sovereignty of the Fatherland.
From "party members who stick with the people" to model new rural areas
In Dak Mar commune, Quang Ngai province, the story of building a new countryside does not start with large projects but with small actions, such as the way people themselves fix fences, clean paths, and tidy up gardens. In each of these actions, there is a clear mark of skillful mass mobilization work, with the leading force being the grassroots party members.
On the straight village road leading to the center of Village 4, party member Tran Phuc walked and pointed to the neat fences on both sides, happily saying: “When the road was concreted, we mobilized each household to beautify the landscape. Party members did it first, and the people saw it was good and followed suit. Our village is our home!”
Village 4 currently has 216 households with nearly 900 people. In recent years, 100% of the village roads have been concreted, and there are no longer muddy alleys. All households have solid houses, no more temporary or dilapidated houses. More than 95% of households actively improve the landscape, creating a uniform and clean appearance. Cultural life is also focused on with spacious cultural houses, orderly community activity spots, and a system of village rules and regulations that are strictly implemented.
The role of the village party cell is clearly demonstrated in the process of mobilizing and organizing implementation. With 17 party members currently active, Village 4 Party Cell has developed a thematic resolution on building a model residential area, clearly assigning roles to each union cadre. Each party member is "assigned" specific tasks, from mobilizing poor households to renovate their gardens to supporting households to renovate their houses. They not only propagate but also truly "do three together" - eat together, work together, and speak the voice of the people.
It has been 11 years since Dak Mar commune was recognized as meeting the new rural standards. To maintain and uphold the advanced new rural criteria, the Party Committee of the commune has focused on leadership, direction, promoting local internal strength, mobilizing the combined strength of the people to create a widespread emulation movement throughout the commune. Therefore, the commune still maintains the standard of 19/19 criteria for advanced new rural areas; notably, on January 22, 2025, it was officially recognized as a model New Rural commune with outstanding achievements in the cultural field.
Spread the movement of "skillful mass mobilization"
Ia Toi and Dak Mar communes are just two of many remote localities in the western region of Quang Ngai province that have been effectively implementing mass mobilization work. Many good models and creative methods have been widely replicated, such as: Mobilizing people to change the structure of crops and livestock, applying science and technology to production; building model residential areas, self-governing groups for security and order; preserving and promoting the traditional cultural identity of ethnic minorities...
Skillful mass mobilization work helps consolidate people's trust in the Party and strengthen the great national unity bloc. From there, patriotic emulation movements have been widely deployed, creating a vibrant atmosphere, promoting socio-economic development in difficult areas. Notably, promoting people's mastery through the motto "people know, people discuss, people do, people inspect" has created high consensus, turning the Party's policies and resolutions into concrete actions.
