Clever mass mobilization creates breakthroughs in planning implementation

Planning goes first, paving the way

Sharing about this issue, Chairman of Thanh Xuan District People's Committee Vo Dang Dung said that good planning is the key to good projects; planning is a tool for State management, a means of supervision for the people... Therefore, over the past many years, Thanh Xuan District has made efforts and determination with many methods and solutions to speed up the construction progress of key projects that have been approved for planning in the area.

Of which, by July 31, 2024, the district had issued 145 decisions to enforce land recovery to implement the project of renovating and expanding Nguyen Tuan street according to the planning and the project of restoring and embellishing the historical relic of Go Dong Thay.

In addition, Thanh Xuan district has also issued 31 decisions on compulsory inventory and 24 decisions on compulsory inventory enforcement for the Thanh Xuan district funeral home project. In addition, the district government has also issued 681 notices of land recovery from organizations, households and individuals for the Ring Road 2.5 construction investment project (section from National Highway 6 to Dam Hong).

According to the Chairman of Thanh Xuan District People's Committee, the district will continue to carry out many important tasks to develop the local socio -economic situation. Specifically, the district will focus on implementing key projects including: Ring Road 2.5 section from Nguyen Trai (National Highway 6) to Dam Hong; renovation and expansion project according to the planning of Nguyen Tuan street; Phung Khoang new urban area construction project; road to cluster 3 of Thanh Xuan Nam ward...

In particular, identified as one of the key inner-city districts of Hanoi , Thanh Xuan district has implemented many programs and projects to upgrade and improve infrastructure. Among them, there are some key roads of the district. However, the implementation of programs and projects has encountered many difficulties in land acquisition, site clearance, resettlement arrangement and job creation.

Regarding the difficulties in site clearance for the renovation and expansion project according to the planning of Nguyen Tuan Street, Chairman of Thanh Xuan Trung Ward People's Committee Nguyen Manh Dat said that as of October 11, 2024, there are still some households that have not received money and handed over the site to implement the project. The reason for this delay is that the households do not have documents proving their eligibility for land use right certificates.

Mr. Nguyen Manh Dat added that the land origin of these households was due to a number of agencies having decisions to assign to officers and employees of the kiosks. However, these decisions clearly stated: these plots of land are not allowed to be bought, sold, or transferred and must be returned to the State when it is necessary to recover them for project implementation. To resolve difficulties and obstacles of the project and ensure the rights of households whose land is recovered, the Ward People's Committee compiled cases of difficulties and problems and reported them to the District People's Committee. Next, the Thanh Xuan District People's Committee reported and proposed to the City People's Committee to have policies for households.

Take traffic as leverage

Director of Thanh Xuan District Construction Investment Project Management Board Dinh Van Hai said that implementing planning projects in the area, including the transport sector, Thanh Xuan District has focused on investing in key and arterial roads and streets. At the same time, with the orientation of "transportation goes first, paving the way", creating a solid foundation for sustainable development, the district continues to focus on investing in developing transport infrastructure associated with urban beautification, overcoming traffic congestion with many projects, including the project to upgrade and expand Nguyen Tuan Street.

The project to renovate and expand Nguyen Tuan Street according to the planning was approved by Thanh Xuan District People's Committee in 2018 with a total investment of nearly 400 billion VND. The project is renovated and expanded from the starting point of Nguyen Trai Street intersection, the end point to Lane 162 Nguyen Tuan, with a length of 720m and expanded on the existing road. The route will have a cross-section of 21m, a 15m wide roadway and 3m wide sidewalks.

On September 23, 2024, Thanh Xuan District People's Committee approved the plan to organize compulsory land recovery and site clearance according to Decision No. 2527/QD-UBND on organizing compulsory land recovery in cases of non-compliance with handing over the site for project implementation (the enforcement time is expected to take place on October 14 and 15, 2024).

However, determining the site clearance work to serve the expansion project according to the planning of Nguyen Tuan Street is one of the key political tasks of the Party Committee, government, and political system of Thanh Xuan district. In that spirit, the District People's Committee has assigned relevant units to continue to implement propaganda and mobilization work so that households and individuals agree to hand over the site before the enforcement time.

Thanks to promoting the role and creatively applying mass mobilization work, always being persistent, flexible, gentle and skillful in propaganda and mobilization, the working groups of Thanh Xuan Trung ward and the political system of residential area No. 12 have visited each family, met directly to propagate and mobilize; grasped the thoughts and aspirations, listened to the recommendations of households, and proposed solutions to ensure the rights of the people.

From there, consensus was created among the people, the "bottleneck" of the key project of renovating and expanding Nguyen Tuan Street according to the planning was resolved smoothly. Especially with the support of the people, by October 14, the Thanh Xuan District Land Reclamation Enforcement Board and Thanh Xuan Trung Ward People's Committee did not have to organize land reclamation enforcement as planned. 100% of organizations and individuals agreed to hand over the site to the District Construction Investment Project Management Board to implement the project.

According to Mr. Dinh Van Hai, as soon as the site is cleared, the Thanh Xuan District Investment and Construction Project Management Board will direct contractors to speed up construction work to bring the project to completion on time. After completion, the project to widen Nguyen Tuan Street according to the plan, the road will have a new look, more spacious, clean, beautiful, civilized, as well as solve the problem of traffic congestion, connecting with the main roads Nguyen Trai, Le Van Luong..., at the same time, this is also one of the important projects of Thanh Xuan District to welcome the Party Congress at all levels.

 

In the coming time, Thanh Xuan district will continue to promote and expand the model of skillful mass mobilization to contribute to speeding up the implementation of key infrastructure projects connecting Thanh Xuan district with other districts and counties in the capital. It is expected that the synchronization of the infrastructure system, including traffic infrastructure, will continue to promote investment attraction, urban development and be a lever to create a breakthrough in the socio-economic development of Thanh Xuan district in particular and Hanoi in general.
