Construction of National Highway 6 - Beltway 4 makes things difficult for people

Recently, the section of National Highway 6 running through Yen Nghia Ward, Hanoi (where the Ring Road 4 project is being urgently constructed) has always been in a state of dust; the road surface has been narrowed, vehicles move in a chaotic manner, posing many potential safety risks.

According to Mr. Bui Manh Khanh (Yen Nghia ward): People were informed that this is a national key project, contributing significantly to expanding the development space of the capital... but the construction process is directly affecting the lives and traffic safety of people in the area.

Mr. Khanh added that right at the intersection of National Highway 6 - Yen Nghia, a series of trucks carrying materials, excavators, and bulldozers were operating continuously. The barrier system was erected but not uniformly, some places were covered roughly, some places were completely open, making road users surprised when facing "bottlenecks".

Many sections of National Highway 6 have had half of the roadway narrowed to accommodate construction, while traffic from the inner city to Hoa Binh , Son La and vice versa remains very high. During rush hour, motorbikes and cars jostle, move slowly, and traffic conflicts occur constantly. Many times, the road is hundreds of meters long and congested.

Residents living near the area reported: Dust from the construction site rises up, covering doors and trees, especially on dry sunny days. Many trucks carrying dirt pass by without proper cover, causing materials to fall, making the road slippery when it rains.

“My house is only a few dozen meters from the construction site. Every time a truck passes by, dust flies up, and even closed windows cannot avoid it. The road is crowded, and construction vehicles move constantly, making it very dangerous for the elderly and children,” said Le Lan Anh, resident group 7, Yen Nghia ward.

In fact, in recent weeks, the Yen Nghia ward authorities have recorded a number of collisions between motorbikes and trucks entering and leaving the construction site. Warning signs were placed in front of the construction site gate, but many locations were obscured by temporarily parked vehicles or construction materials.

The most dangerous point is at the An Duong Vuong overpass – the intersection with the entrance to Yen Nghia Bus Station. This is an area with high traffic density, many passenger cars and buses coming and going, while the road surface suddenly narrows, making it difficult for drivers to handle.

Mr. Tran Minh Khoa, a motorbike taxi driver, shared: “There were times when I was going 40 km/h and suddenly encountered a section of road covered with rocks and dirt, braking suddenly was very dangerous. Many people on motorbikes fell because it was slippery or because they were avoiding trucks entering the construction site. We were really worried when we passed by here.”

Notably, at night, many construction sections lack lighting. Dim and poorly reflective signs make it difficult for pedestrians to see the temporary paths, making it easy to fall into potholes or hit the base of the barrier.

Although the investor and construction units have installed fences, signs, and temporary traffic diversions, reality shows that these measures have not kept up with the construction progress and increasing traffic density.

Local residents have pointed out a number of shortcomings such as: Traffic control is not yet arranged at the entrance and exit of the construction site during rush hour; Trucks continuously enter and exit, causing conflicts with motorbikes driving close to the edge of the barrier; The road surface has been dug up in many places but the temporary restoration has not been leveled, causing shaking and loss of control; Dust control irrigation is done infrequently and unevenly, causing fine dust to spread throughout the residential area and Highway 6.

The representative of Yen Nghia Ward People's Committee said that they have repeatedly requested the investor to strengthen traffic safety, install additional night warning lights, add traffic guidance forces, and request contractors to strictly implement regulations on covering vehicles transporting materials. Not denying the role of Ring Road 4 in the development of Hanoi , local people still want the project to be implemented quickly, while ensuring safety at residential intersections.

According to Decision No. 68/2025/QD-UBND, Hanoi People's Committee requires investors, contractors, relevant organizations and individuals to ensure environmental sanitation during the construction process.

Mr. Pham Van Cong, owner of a shop along Highway 6, shared: “We understand that this is a large-scale project, but we also hope that the construction units will coordinate better. Just arrange for traffic controllers during rush hours, carefully cover and clean the road surface more often, then many risks will be reduced.”

People also requested Hanoi City and Ha Dong District to increase surprise inspections and require contractors to sign safety assurance commitments. In the context of high-speed construction projects, close supervision and handling of violations are increasingly necessary, and a synchronous solution is needed to both carry out construction and ensure traffic safety.

To overcome the traffic safety situation on National Highway 6 through Yen Nghia, traffic experts said that it is necessary to implement a number of key solutions such as: More scientific traffic flow, adjusting temporary paths appropriately, avoiding creating "bottlenecks"; Using large, well-reflecting signs, adding warning lights at night, especially at curves or intersections; Arranging traffic controllers at construction site entrances during morning and afternoon rush hours; Increasing watering to prevent dust, cleaning up soil and rocks immediately after trucks spill them; Checking and strictly handling vehicles carrying materials without covers, violating speed limits or driving on the wrong side of the road; Speeding up construction progress, but must be accompanied by safety assurance procedures according to regulations of the Ministry of Construction and Hanoi People's Committee.

The National Highway 6 - Ring Road 4 project, when completed, will bring a new look to the western area of ​​Hanoi. However, during the construction phase, people's safety must still be put first. Only when technical measures, management measures and supervision measures are strictly implemented, can the road section through Yen Nghia ward minimize the risk of accidents and ensure smooth and safe traffic.
