Announcing a natural disaster emergency on three national highways

TPO - After the severe impact of storm No. 11 and prolonged rain and floods, the Ministry of Construction has declared a natural disaster emergency to urgently repair damage to traffic infrastructure on National Highway 3, Ho Chi Minh Road (section through Thai Nguyen) and National Highway 6 (section through Dien Bien).

According to the Ministry of Construction , National Highway 3 (QL3), Ho Chi Minh Road (section through Thai Nguyen) and QL6 (section through Dien Bien) under the management of Road Management Area I, suffered serious damage due to storm No. 11 and floods on October 6-8. Many infrastructure locations were eroded and collapsed, posing a serious risk to traffic safety.

Specifically, on National Highway 3 through Thai Nguyen, damaged points were recorded at Km130+950, ​​Km131+050, Km198+700, Km200+905 and Km202+040. On Ho Chi Minh Road through Thai Nguyen, damaged points were at Km100+900 and Km102+790. National Highway 6 through Dien Bien had a serious landslide at Km436+020.

These locations are identified as directly threatening the safety of people's lives and vehicles.

Faced with that situation, the Ministry of Construction requested relevant agencies and units to urgently deploy disaster recovery work in accordance with legal regulations on disaster prevention, control and response in the road sector.

The Vietnam Road Administration and Road Management Area I were assigned to preside over the organization of review, assessment of the extent of damage, propose repair solutions and issue an Emergency Construction Order to immediately handle landslides, ensuring smooth and safe traffic.

After completing the remedial work, the Vietnam Road Administration is responsible for reporting to the Ministry of Construction as a basis for consideration and announcement of the end of the emergency situation.

In the announcement decision, the Ministry of Construction stated: The Director of the Vietnam Road Administration and the Director of Road Management Area I are responsible to the Minister of Construction for all contents related to damage reports and the remedial handling process.

In addition, the Thai Nguyen Department of Construction (formerly the Bac Kan Department of Transport) - the investor of the project "Repairing the roadbed and surface and handling unsafe traffic points on National Highway 3, section Km129+428 - Km131+171; Km131+900 - Km133+881; Km135+723 - Km140+500" - is required to carry out the construction warranty and handle damages arising within the scope of the project.

It is known that although the above-mentioned project has been handed over and put into operation, it is still under warranty, so the Thai Nguyen Department of Construction must proactively implement remedial measures according to its authority.

To ensure quick and effective response, the Ministry of Construction assigned the Department of Transport and Traffic Safety to urge and guide units to deploy tasks, ensure traffic safety and maintain smooth flow of affected routes during the recovery period.

Previously, due to the consecutive heavy damage from three storms No. 9, 10 and 11, the Vietnam Road Administration reported to the Ministry of Construction, proposing support of more than 636 billion VND to overcome the consequences on national highways that have been decentralized to local management. This fund is expected to be used for landslide treatment items, roadbed reinforcement, drainage system restoration and traffic safety signs, helping to ensure safe traffic before the rainy and stormy season at the end of the year.
