Hanoi Party Committee clearly identifies limitations to overcome

In addition to the quite comprehensive results in many fields in the 2020-2025 term, at the 18th Hanoi Party Congress, the City Party Executive Committee frankly pointed out a number of limitations and shortcomings in the past period, thereby proposing drastic solutions to focus on effectively overcoming them.

The Presidium chaired the opening session of the Hanoi City Party Congress on the morning of October 16.

According to the assessment of the Hanoi City Party Committee, in the 2020-2025 term, Party building and organization work has been focused on, with many new points; the quality of Party organizations, cadres and Party members has been constantly improved.

Inspection and supervision work has been strengthened, contributing to improving discipline within the Party. Internal affairs and judicial reform have been promoted; the work of preventing and combating corruption, waste and negativity has been focused on.

The Party's leadership method has been innovated in both thinking and action, resolutely focusing on solving big, new, difficult and complicated problems, creating a foundation for building a clean and strong Party organization. The effectiveness and efficiency of management and administration of authorities at all levels have been improved, associated with piloting management according to the urban government model and deploying the 2-level local government model, which has initially operated stably and effectively.

The content and methods of operation of the Fatherland Front, socio- political organizations and mass associations have been innovated, contributing to preserving and promoting the role of the great national unity bloc in carrying out political tasks.

The City Party Committee has led and directed the successful control of the Covid-19 pandemic; promptly responded to and overcame the consequences of Typhoon Yagi; restored and promoted socio -economic development; and at the same time, researched and proposed the Central Government to issue many important policies, decisions and projects, which are decisive to the sustainable development of the Capital.

The capital's economy overcame difficulties, achieving an average growth rate of 6.57%, 1.1 times higher than the national average; Hanoi's GRDP proportion accounted for 12.6% compared to the national average. The city's annual budget revenue always exceeded the estimate, 1.8 times higher than the 2016-2020 period, accounting for about 25% of the country's total budget revenue. The economic structure shifted positively, the proportion of services in the economic structure gradually increased; Hanoi's domestic revenue accounted for 95% of the budget proportion, greater than 32% of the country's total domestic revenue.

In addition to the achieved results, the City Party Executive Committee also frankly pointed out the limitations and shortcomings in the past term.

That is, the work of building the Party and the political system still has aspects that do not meet the requirements. The economic growth rate and the attraction of resources for development are not yet commensurate with the potential, strengths and role of the driving force and leader of the development of the Capital.

The development, application of science, technology and innovation is still limited and not commensurate with the position.

Along with that, the work of planning, land management, infrastructure development, construction and urban management has many aspects that do not meet the requirements of developing a civilized and modern capital.

The development of cultural industry and the building of a cultured, elegant and civilized lifestyle have not met expectations. State management of fire prevention and fighting, especially in densely populated areas, still has many limitations and shortcomings.

According to Deputy Secretary of the City Party Committee, Chairman of the City People's Committee Tran Sy Thanh, Standing Member of the City Party Committee, the members of the City Party Executive Committee assigned to be in charge of each sector, field, and area have a common responsibility for these limitations.

A few City Party Committee members have not actively participated in discussions and proposed solutions; their direction in their assigned fields and areas is not very effective, and reporting is not regular.

Some have not yet clearly promoted their leadership role, lack initiative and creativity in handling tasks; detection and proposal of solutions are still limited.

Besides objective reasons, the Hanoi Party Committee assessed that the leadership and direction of coordination between agencies, units and localities horizontally and vertically is sometimes not tight and ineffective.

The work of improving the leadership capacity and fighting strength of some Party committees and authorities and the awareness and responsibility of a number of cadres and Party members has not met requirements; there is still a fear of responsibility, avoidance, and shirking, affecting work progress and efficiency.

Some Party committees have not done a good job with personnel work and have not made appropriate arrangements. The quality of commune-level cadres in some places after being reorganized according to the 2-level local government model is still limited and does not meet requirements.

To overcome these limitations and shortcomings, the 17th City Party Executive Committee proposed that the 18th City Party Congress assign the 18th City Party Executive Committee to develop and promulgate a Plan to overcome these limitations and shortcomings immediately after the 18th City Party Congress, term 2025-2030.

In particular, the new Executive Committee needs to propose effective and feasible solutions; assign specific responsibilities to each sector and level; clearly define the responsibilities of Party committees, collective leadership and heads of agencies, localities and units in overcoming limitations and shortcomings; set out progress and assign specific responsible cadres to focus on leadership and direct drastic implementation.

Every year, the City Party Committee reviews and evaluates implementation results to supplement tasks and solutions suitable to reality, promptly completing the overcoming of limitations and shortcomings.
