The Resolution of the Thanh Liem District Party Congress for the 2020-2025 term sets out 17 targets, including 2 targets on Party building and 15 targets on socio -economic development. Over the past 4 years, the Thanh Liem District Party Committee has focused on leading and directing the effective implementation of socio-economic development tasks. It is estimated that by the end of 2024, the district will complete 14/15 socio-economic targets set out in the resolution of the Party Congress.
Among the socio-economic targets that Thanh Liem District Party Committee has completed and exceeded up to this point, the most impressive are a number of targets on state budget revenue from the local economy; development of industrial and handicraft production; agricultural, forestry and fishery production; number of communes meeting advanced new rural standards (NTM) and model NTM. According to the aggregated data, the state budget revenue from the local economy is estimated to reach 1,819 billion VND in 2024, achieving an average increase of 30.6%/year (3 times higher than the average increase set by the resolution of the district Party Congress). The value of industrial and handicraft production is estimated to reach 32,138 billion VND by the end of 2024, the whole district, an increase of 17.6%/year (the target set by the congress is an average of 15.1%/year). It is expected that by the end of 2024, the total number of communes meeting advanced NTM and model NTM standards will be 10 communes (the target of the congress resolution by 2025 is from 5 communes or more).
Achieving the above outstanding results, the Thanh Liem District Party Committee has focused on leading and directing all levels and sectors from the district to the grassroots to deploy and effectively organize the implementation of programs, plans, projects, etc. In developing industrial production - the driving force for socio-economic growth, the district pays special attention to strengthening the management of land funds for industrial development, improving the quality of operations of industrial parks and clusters (ICs) in the area. On the basis of continuing to maintain the operation of 2 filled ICs (Thanh Hai 16.5ha, Thanh Luu 5.2ha), the district plans to establish 2 new ICs in the period of 2021-2030, including Thanh Liem I IC with an area of 70ha (in Thanh Tam, Thanh Nguyen, Thanh Huong); Thanh Liem II IC with an area of 75ha (in Liem Tuc). In addition to the 2 industrial parks whose planning has been approved by the Prime Minister (Thanh Liem Industrial Park with an area of 293 hectares, occupancy rate of 98.14% with 37 invested enterprises; Thanh Binh II Industrial Park, phase I with an area of 226.6 hectares, total investment capital of 2,610,423 billion VND, in Thanh Nguyen, Thanh Hai), Thanh Liem is oriented to establish Thanh Binh I Industrial Park with an area of 690 hectares. Currently, there are 219 operating enterprises in the district, playing an important role in economic development and generating budget revenue, creating jobs for about 22,000 workers; thereby increasing the proportion of industry and construction in the district's economic structure to 72.09%.
Along with industrial production, the district continues to focus on promoting the transformation of agricultural structure, encouraging localities and farming households to produce agricultural products in the direction of commodities, applying science and technology, and introducing machinery into production, harvesting, and processing. The area, productivity, and annual food output in the district always ensure to meet and exceed the plan; the rate of commodity rice and quality rice reaches over 45% of the cultivated area. The whole district has converted 54.68 hectares of ineffective rice land to other crops and aquaculture. Thanks to that, the production value of the whole industry has continuously increased.
Trade and service activities in the area have improved significantly, developing in terms of quantity, scale and service quality. The wholesale and retail store system has developed widely, covering communes and towns, goods are increasingly diverse and abundant, creating favorable conditions for people to trade goods. In particular, the rural market system in the area has received increasing attention for investment, upgrading and repair. In the district, there are currently 18 class III markets, 1 Dien May Xanh store, 1 Vinmart convenience store (in Tan Thanh town) and 3,200 wholesale and retail stores... The proportion of the trade and service sector in Thanh Liem currently accounts for 23.66% of the economic structure.
In addition to positive results, the implementation of socio-economic development targets in Thanh Liem is still limited in state management in a number of areas: planning, construction, land, traffic safety corridors, religion, social order and safety... Agricultural production efficiency is not high, the quality of some models and projects is still low. Resolving a number of backlogs and problems in site clearance, environmental sanitation, and waste collection has not been implemented well at times; environmental pollution, especially in the Tay Day area, has caused public outrage. The implementation of clean water use from centralized clean water supply plants is still facing difficulties and problems, estimated to reach only 90% by the end of 2024 (not reaching the target set by the congress resolution). Resolving petitions, opinions, and recommendations from voters and people is still slow. Propaganda, legal education, and raising awareness for people have not been very effective at times...
Focusing on leadership and direction to ensure the completion and over-fulfillment of socio-economic targets in accordance with the spirit of the Resolution of the District Party Congress, from now until the end of the term, the Thanh Liem District Party Committee determines and closely follows the province's orientation, the goals and targets of the 5-year socio-economic development plan 2021-2025 to lead and direct the implementation of synchronous and effective solutions, suitable to the characteristics and situation of the district; ensuring unity in implementation.
Promote the development of industry and handicrafts in association with environmental protection. Strive for the average increase in industrial and handicraft production value of 17.9%/year. Carry out well the task of attracting investment in industrial parks and industrial clusters in the area. Carry out well the adjusted planning of the district area until 2030, with a vision to 2050; adjust the planning of communes and towns; do well the work of orientation and management of land funds along the dynamic routes, advantageous land funds along the DT495B route associated with the Investment Project to build a route connecting National Highway 1 with the Cau Gie - Ninh Binh Expressway via the Liem Son intersection, T4 road, T1 road to develop trade and services.
Continue to implement the transformation of crop structure, aquaculture on rice land; build value chain linkage models, build brands for some key products such as Thanh Huong guava production area, safe vegetable area, riverside alluvial land in Thanh Tan, Thanh Thuy, Thanh Hai communes... apply organic production processes, VietGAP, Globalgap... Speed up the implementation of clean water projects in the area; improve the quality of new rural construction. Strengthen and focus on land, mineral and environmental management, do a good job of site clearance, serve socio-economic development. Continue to effectively implement the Project to improve the quality and effectiveness of management, cultural and sports institutions; take care of people's health, maintain and improve the quality of universal education; effectively implement social security policies; ensure national defense and security; Promote administrative reform, improve capacity and responsibility in performing public duties of cadres, civil servants and public employees serving people and businesses.
