Today, I, along with the comrades in the Provincial Party Standing Committee, leaders of the provincial departments and branches, are very happy and excited to attend the first Provincial Party Congress, term 2025 - 2030.

This is a political event of special significance for the Provincial Party Committee, affirming the role of the political nucleus, the center of solidarity and innovation in the Party's direct leadership method towards the highest State administrative agency of the province, contributing to innovation in development thinking, improving the effectiveness and efficiency of state management of the Provincial People's Committee as well as departments, branches and grassroots authorities in the province.

On behalf of the Provincial Party Committee Standing Committee, I would like to send my best regards and best wishes to the leaders, delegates, distinguished guests, and all 300 delegates, representing nearly 7,400 Party members in the entire Party Committee attending the congress. The Provincial People's Committee Party Committee was formed on the basis of inheriting and continuing the leadership of the Provincial People's Committee Party Committee and the previous affiliated Party Committees. This is an important favorable foundation, contributing to ensuring continuity, unity and effectiveness in leading the implementation of political tasks as well as Party building work of agencies under the provincial government.

The political report presented to the congress was carefully and seriously prepared, closely following reality, comprehensively and objectively assessing the results achieved. I basically agree and commend a number of outstanding results achieved in the 2020 - 2025 term:

Firstly: The Provincial People's Committee Party Committee and Party organizations within the Party Committee (both in the previous and current periods) have actively and proactively coordinated to effectively implement the work of advising on the promulgation, concretization and implementation of policies of the Central Government and the Provincial Party Committee.

Notably, advising the Provincial Party Committee to report on the 10-year implementation of Resolution No. 26, as a basis for submitting to the Politburo to issue Resolution No. 39 on building and developing Nghe An province to 2030, with a vision to 2045. Advising the National Assembly to issue resolutions on specific mechanisms and policies, aiming to expand the legal corridor and open a new development period with many great opportunities and fortunes for the province.

Advise on the development and drastic implementation of resolutions and projects on socio-economic development, national defense, security, and administrative reform. Advise on the summary of the term and coordinate the preparation of documents for the 20th Provincial Party Congress for the 2025-2030 term.

Second: The Party Committee has advised leadership, performed well the work of state management and effectively implemented the tasks of socio-economic development, ensuring national defense and security.

The economy maintained a fairly good growth momentum; the average annual growth rate (GRDP) is estimated at about 8.3 - 8.5%, higher than the national average. The economic scale ranked 10th nationwide (before the merger of provinces and cities), currently the GRDP scale ranks 19th out of 34 provinces and cities. Budget revenue and investment attraction increased sharply, in which FDI attraction was a prominent bright spot. Many key projects and works were deployed and put into effective operation.

The cultural and social fields have made remarkable progress, the material and spiritual life of the people has been constantly improved. The quality of comprehensive and key education continues to affirm its position in the leading group nationwide. The health system has achieved many new achievements, initially demonstrating its central role in the North Central region. Social security policies, especially policies to support the poor, people in difficult circumstances and policy subjects have been effectively implemented, with a profound humanitarian spirit of "leaving no one behind".

National defense and security are ensured, order and safety are maintained; foreign affairs activities are actively and effectively deployed.

Third: Party building work is focused on with many creative and effective methods, especially in building party organizations and improving the quality of party members, contributing to raising awareness, strengthening solidarity and unity within the Party. The leadership capacity and fighting strength of party organizations and party members are enhanced. Personnel work is deployed to ensure compliance with procedures and regulations. Inspection and supervision work is focused on, creating positive changes.

During the term, many activities were pioneered and organized by the Party Committee such as: Conferences, online Party cell activities; dialogues between the Provincial Party Standing Committee and cadres and Party members in provincial agencies and units; building 4 good Party committees, Party cells and Party members.

With a proactive spirit and scientific approach, the Provincial Party Committee has advised the Provincial Party Committee Standing Committee and the Provincial Party Executive Committee on the arrangement of specialized agencies and administrative units according to the Central's policy of streamlining the apparatus, ensuring timeliness, suitability, and creating consensus among cadres, party members and people. The units and localities after the arrangement are basically stable, gradually operating effectively.

After its establishment, the Party Committee quickly completed its organization, issued working regulations, clearly assigned responsibilities and tasks; operated in a disciplined manner, and led and directed smoothly and synchronously. The preparation work for the congress was carried out methodically and seriously; the documents submitted to the congress clearly demonstrated the results; identified the goals, directions and breakthroughs to enter a new stage of development with a strong spirit of innovation.

In the spirit of facing the truth, in addition to many achievements, the congress also needs to seriously identify the shortcomings and limitations. That is, some targets have not been completed, especially the GRDP and GRDP per capita targets; the consultation and implementation of some issued mechanisms and policies are still limited; the initiative and creativity in management and coordination in performing tasks in some areas have not met the requirements.

Administrative reform, improvement of the investment and business environment, and digital transformation have not really created a breakthrough driving force for growth and development. State management in some areas is still limited. There are still a number of cadres, party members, civil servants, and public employees who have not fully promoted their sense of responsibility, showing signs of avoidance, shirking, working half-heartedly, and lacking creative thinking.

The above issues need to be discussed, analyzed and clarified by the congress to find timely solutions in the coming period.

Dear congress! Dear comrades!

In the coming time, the world and regional situation is forecast to have complex and unpredictable changes. Non-traditional security issues, climate change, natural disasters, and epidemics continue to pose potential risks. The scientific and technological revolution, especially artificial intelligence and digital transformation, creates both opportunities and challenges. The country is entering a new stage of development with increasing demands for innovation in growth models, institutional improvement, improving the efficiency, effectiveness, and operational efficiency of the apparatus and the quality of cadres and civil servants, especially leaders and managers at all levels.

In that context, Nghe An province is demonstrating high political determination to successfully implement development goals by 2030; striving to effectively implement Resolution No. 39 of the Politburo on building and developing Nghe An province by 2030, with a vision to 2045 and the direction of General Secretary To Lam at the working session with the Provincial Party Committee Standing Committee, that is: Nghe An must become a modern locality in the new era, a convergence of progressive governance, social creativity, technological capacity and human aspirations; striving for a "double-digit" growth rate (GRDP); becoming a fairly developed province of the country, a national growth pole in the new era of development.

Faced with increasingly high demands and requirements of practice, the Provincial Party Committee and People's Committee need to continue to affirm its role as a political nucleus, a center of solidarity - unity - intelligence - creativity, a pioneer in innovation of thinking and leadership methods; be exemplary, take the lead in performing tasks, build an honest, serving, creative and active government; clearly define the orientation, position, role and unique contributions to the socio-economic development of the province.

In that spirit, I would like to suggest the following issues for the congress to continue discussing, clarifying, and considering resolutions:

Firstly: The Provincial Party Committee needs to focus on leading, advising and continuing to successfully implement the Resolution of the 19th Provincial Party Congress and the Resolution of the 20th Provincial Party Congress with the core spirit of "comprehensive innovation, breakthrough development"; institutionalize, synchronously and drastically deploy the issued specific mechanisms and policies, considering this a key political task and key to the driving force of development.

The Party Committee's responsibility is to turn strategic orientations in documents into concrete results in practice. To do that, the Party Committee must be the center of innovation, the source of breakthrough thinking. It must resolutely advise on transforming the growth model, promoting administrative reform, strongly improving the investment and business environment; creating and persistently organizing and effectively implementing mechanisms and policies strong enough to liberate all resources, remove "bottlenecks" in institutions, infrastructure and resources to create a new "wave" of development.

During that process, I propose: The Provincial People's Committee Party Committee must lead the administrative apparatus to "overcome itself, do not let the bottleneck of development be caused by itself". Overcoming oneself means overcoming the local, isolated, and authoritarian mindset between departments and branches; and breaking down the stagnation and barriers in coordination of work. Overcoming oneself means overcoming the fear of making mistakes, fear of responsibility, not daring to advise, not daring to decide on difficult and new issues.

We must clearly define and transform the state administrative apparatus from administrative management to creation and service, not management and distribution. Only when we can remove the "bottlenecks" from within our own thinking and actions, can we remove the "bottlenecks" for the development of the entire province.

Second: Focus on resolutely and synchronously implementing the four key Resolutions of the Politburo: Resolution No. 57 on breakthroughs in science and technology development, innovation and national digital transformation, Resolution No. 59 on international integration in the new situation, Resolution No. 66 on innovation in law-making and enforcement to meet the requirements of national development in the new era and Resolution No. 68 on private economic development.

To turn the policy into reality, the Provincial People's Committee Party Committee, with its direct leadership role in operating the administrative apparatus, must take the lead in taking action, leading the consultation and implementation of a transparent and effective legal system to liberate all resources, creating a truly equal and favorable business environment for all economic sectors to develop, in which the private economy develops rapidly.

At the same time, we must take the lead in developing and applying science and technology , transforming innovation into a strong internal growth driver. Based on that internal strength, the Party Committee needs to proactively advise and promote foreign affairs and international integration activities , attracting high-quality resources.

The synchronous implementation of these four pillar Resolutions will create a combined strength, which is the key for Nghe An to successfully carry out development breakthroughs.

  Third: Proactively and creatively advise on adjusting the provincial planning to suit the orientation and strategy associated with the management, organization, and rearrangement of the new development space. The rearrangement of administrative units is a revolution in the organization of the apparatus, requiring us to have a new planning mindset, going beyond the old administrative boundaries. The Provincial People's Committee Party Committee needs to lead, advise on reviewing, supplementing, and adjusting the provincial planning to be truly high-quality, with a long-term vision, multi-sectoral integration, ensuring connectivity, synchronization, modernity, and sustainability.

Forming value chains, industry clusters, and links between localities (both within and outside the province); linking with friends from other countries; effectively connecting industry, agriculture and services, between urban and rural areas, between plains and mountains. Planning must be one step ahead, a tool to orient, guide and manage development, not chasing after fragmented, spontaneous projects, especially in the context of implementing the current two-level local government.

In addition, the Party Committee needs to play a good advisory role in the smooth and effective operation of the two-level local government model, coordinating from the province to the grassroots level; promoting decentralization and assignment of tasks to ensure clear responsibilities and authorities, along with building control, guidance and support mechanisms; being proactive and synchronous, not allowing overlap and conflicts in policy implementation; creating a good environment for subordinates to be proactive, creative, dare to think, dare to do, dare to take responsibility, dare to break through, dare to sacrifice for the common interest.

Provincial Party Secretary Nguyen Duc Trung: The Provincial Party Committee needs to continue to affirm its role as the political nucleus, the center of solidarity - unity - intelligence - creativity, and a pioneer in innovation in thinking and leadership methods.

Fourth: Promote comprehensive digital transformation in all areas of work of the Party Committee, affirming the pioneering and leading role in implementing the province's digital government, operating on the principle of "One unified system - One single data - One seamless service".

Linking digital transformation with promoting administrative reform, improving the investment and business environment and enhancing the quality of service to people and businesses, with the spirit of taking people and businesses as the center and the subject of service; creating a transparent, effective, creative and serving administrative environment.

Recently, the Provincial Party Committee has led the Provincial People's Committee to clearly identify the goal of administrative reform, especially administrative procedures, including reducing 40% of time, 30% of administrative procedures and 30% of legal compliance costs. However, the implementation needs to be substantial and effective from the perspective that the province needs businesses, accompanies businesses, and businesses are an important driving force for the province's development. The strong, substantial and systematic implementation of digital transformation will create a fundamental change in the way of operation, contributing to improving the leadership capacity and operational effectiveness of the entire Party Committee in the new period.

In particular, regularly pay special attention to doing well the work of political, ideological and ethical education. Make each Party Committee, cadre and Party member grasp and deeply understand the Party's viewpoints and policies, especially the policies of innovation; overcome conservative and stagnant thinking; promptly correct and handle distorted perceptions and negative manifestations. Encourage and promote the spirit of innovation, proactive creativity, and dedication for the common good.

Improve the leadership capacity and fighting spirit of the Provincial People's Committee Party Committee and grassroots Party committees. To fulfill this requirement, it is necessary to uphold principles, strictly comply with Party regulations and rules, and take care to strengthen solidarity and the spirit of collaboration in the collective and in performing tasks. Promote the role of the political nucleus, ensure the direct and comprehensive leadership of the Party over the activities of the Provincial People's Committee and the system of specialized departments, branches, public service units, and state-owned enterprises.

Innovate and improve the quality of life associated with solving practical problems. Proactively grasp the ideological situation; promptly orient awareness and action, create high unity in will and political determination, build a solid foundation for the provincial government to operate effectively and efficiently and successfully achieve development goals in the first term.

Along with activities, it is necessary to pay attention to the work of inspection, supervision and enforcement of Party discipline associated with the assessment of the government's operational effectiveness; focus on inspecting and supervising the concretization and implementation of resolutions, conclusions and directions of the Central Committee, the Provincial Party Committee and the Provincial People's Committee; promptly rectify and strictly handle violations; consider this an important tool to ensure discipline and order in leadership and direction, and improve the strictness and effectiveness of the entire system.

Our country is entering a new stage of development, requiring cadres, party members and civil servants to have sufficient qualities, capacity, political mettle and innovative thinking, not only "virtuous and talented" but also "dedicated, capable, strong and enthusiastic", for the development of the province.

Party committees at all levels need to do a good job in planning, training, fostering, rotating, and using cadres, and building a practical training environment; attach importance to discovering and nurturing cadres with deep expertise and outstanding capacity, creating a source of successors for the entire province's political system. Encourage and have a mechanism to protect cadres who dare to think, dare to do, dare to take responsibility, and dare to make breakthroughs for the common good.

Building a culture of integrity - discipline - professionalism - dedication in public service, ensuring that all actions, styles and service attitudes of officials are directed towards the satisfaction of the people and businesses. At the same time, resolutely screening and replacing weak officials who do not meet requirements.

At today's congress, along with discussing and deciding on the directions, goals, tasks and main solutions for the 2025-2030 term, the congress is also responsible for contributing opinions to the draft documents submitted to the 20th Provincial Party Congress and the 14th National Congress of the Party.

This is an important opportunity for cadres and party members of the Party Committee to promote their sense of responsibility and collective intelligence, contribute practical ideas from practical work, to contribute to perfecting major policies and orientations in the new development stage of the province and the country.

Regarding the personnel work of the congress, implementing Directive No. 45 of the Politburo, the personnel of the Provincial People's Committee Party Executive Committee for the 2025-2030 term will be implemented after the 20th Provincial Party Congress.
