Nghe An Department of Health stated: Implementing Official Dispatch No. 5851/BYT-TCCB dated August 29, 2025 of the Ministry of Health , on September 5, 2025, Nghe An Provincial People's Committee issued Official Dispatch No. 9256/UBND-TH on rotation, transfer, and assignment of cadres to commune level.

In order to have a basis for developing a plan for rotation, transfer, and mobilization of additional human resources for the commune level to ensure the operation of the grassroots health system, the Department of Health requests the People's Committees of communes and wards to report on the current status of staff in charge of the health sector of the cultural and social departments; for communes and wards that do not have staff with medical expertise, propose the need for staff to strengthen work at the cultural and social departments.

Doctors come to examine people in disaster areas

The Department of Health requires medical centers to develop plans for human resource allocation for medical stations to be arranged according to the new commune and ward administrative units, ensuring that each station has at least 2 working doctors. In case the minimum number of doctors cannot be arranged according to regulations, propose the need for doctors to work in rotation at the station.

Nghe An Department of Health requested the People's Committees of communes, wards and medical centers to send documents reporting the current situation, proposing the need for staff to strengthen work at the cultural and social department; proposing the need for doctors to rotate work at the station to Nghe An Department of Health before September 17, 2025.

After conducting the review, Nghe An Department of Health will develop a plan for appropriate rotation, transfer, and mobilization of human resources, submit it to the Provincial People's Committee for comments, and direct medical units, officers, and employees to voluntarily register to work at health stations and cultural and social departments before implementing the mobilization.

Information from Nghe An Department of Health: At this time, the cultural and social departments of 130 People's Committees of communes and wards in the province have 942 staff; of which, there are 4 department heads, 3 deputy department heads and 12 staff with medical and pharmaceutical expertise. It is estimated that there is a need for about 120 more health workers to work at the cultural and social departments of 130 People's Committees of communes and wards.

On August 29, 2025, the Ministry of Health issued Document No. 5851/BYT-TCCB to the People's Committees of provinces and centrally run cities; Departments of Health of provinces and centrally run cities on rotation, transfer, and assignment of cadres to commune level.

The Ministry of Health recommends that the People's Committees of provinces and centrally run cities and the Departments of Health of provinces and centrally run cities have plans to rotate, transfer, and mobilize human resources from the Department of Health, hospitals and medical centers under the Department of Health, and related units under the People's Committees of provinces and cities to the commune level (including at least 1 medical specialist in the Department of Culture and Society and 1 doctor in the commune health station) to ensure that the operation of the grassroots health system is not interrupted, providing full professional and technical services to meet the model of the 2-level local government organization system.
