As a unit responsible for training and conducting electronic warfare reconnaissance, and regularly performing electronic security tasks for major events of the Military Region, Battalion 97 always faces high demands and intense workloads. This requires officers and soldiers to possess strong political resolve, excellent professional skills, and a high sense of responsibility. Based on this practical experience, the Battalion Party Committee has concretized the directives of the Standing Committee of the Military Region 4 Party Committee on building "Four-Good Party Branches" and "Four-Good Grassroots Party Committees" through many practical solutions. Among these, the "Party Member Setting a Five-Person Example" model is identified as a key focus, encompassing: being proactive in awareness, proactive in action, proactive in discipline, proactive in overcoming shortcomings, and proactive in assisting the masses.

The model is implemented synchronously from the Battalion Party Committee to the subordinate Party branches, closely linked to the unit's central political tasks. Accordingly, each officer and Party member must truly be the core element in all tasks; their words must match their actions, and they must lead by example for the masses to follow. Captain Tran Van Kiem, Station Chief of Station 2, shared: “The unit's work is unique in that it frequently performs tasks under stressful conditions, requiring very high security and accuracy. Therefore, officers and Party members must always be exemplary in their demeanor, punctuality, work discipline, and sense of responsibility in each task. When Party members lead by example and do their work seriously, the soldiers will voluntarily follow suit, creating unity throughout the station team.”

Not only does the model promote exemplary conduct in performing professional duties, but it also contributes to strengthening the spirit of unity and solidarity throughout the unit. The Battalion Party Committee regularly improves the comprehensive leadership capacity of Party committees and branches at all levels; all important policies and decisions are discussed democratically and agreed upon before implementation. Lieutenant Tran Quang Hao, Deputy Station Chief of Station 1, said: “What we feel most clearly from the model is the significantly increased sense of responsibility among officers and Party members. For difficult, new, or arduous tasks, officers and Party members always volunteer to take the lead. This creates trust and motivation for the soldiers to work with peace of mind and remain committed to the unit.”

Along with performing professional duties, the Battalion Party Committee has always identified the building of a standardized system and the management of discipline as a key task. Every officer and Party member must truly be a role model in adhering to regulations, maintaining discipline, and complying with the unit's rules. Thanks to the serious and coordinated implementation of various solutions, the unit's discipline compliance has always been maintained. To deepen the model, the Battalion Party Committee also linked the implementation of the "Party Member Setting a Good Example" model with specific, practical models. A prominent example is the "Party Member Leading - Model Radio Station Team" model, which assigns Party members to directly supervise, mentor, and closely monitor the ideological situation and training results of the troops. As a result, the quality of management, discipline compliance, and training results at the radio station team level have significantly improved.

In addition to focusing on professional duties, the Battalion Party Committee also pays special attention to the material and spiritual well-being of the soldiers. Monthly, Party committees at all levels directly meet with and encourage soldiers facing difficulties, new recruits, and those exhibiting ideological issues requiring attention, in order to promptly understand and resolve them. These sincere and close meetings not only help officers grasp the soldiers' ideological situation but also contribute to building a united and democratic environment within the unit. Captain Ta Quang Hoi, Secretary of the Party Committee and Political Commissar of the Battalion, affirmed: “The ‘Party Member Setting a Good Example’ model has created positive changes in the awareness and actions of officers and Party members. The pioneering and exemplary role is more clearly demonstrated, contributing to improving the quality of leadership of Party committees and branches; building a spirit of unity, cohesion, and high determination throughout the unit.” Implementing the "Party members setting a good example" model has significantly contributed to the Party Committee of Battalion 97's outstanding performance for many consecutive years, earning the Battalion the title of "Unit of Victory".

The "Party Member Exemplary Model of Five Priorities" of the Party Committee of Battalion 97 is creating a strong ripple effect, becoming a typical model for agencies and units in the 4th Military Region Staff to study and learn from, contributing to creating motivation to encourage officers and soldiers to compete in training and dedication; building a clean and strong Party organization, and a comprehensively strong unit that is "exemplary and outstanding," meeting the requirements of the mission in the new situation.
