Assessment of the current situation after 5 years of implementing the Library Law

(CPV) - Deputy Minister of Culture, Sports and Tourism (MCST) Trinh Thi Thuy has just signed Decision No. 2682/QD-BVHTTDL on organizing the Conference to review 5 years of implementing the Library Law, which will take place in November 2024 in Da Lat city, Lam Dong province.

The conference was held to assess the current status of the implementation of the Library Law and its guiding documents of ministries, branches and localities; to summarize and evaluate the results achieved, the advantages, obstacles, difficulties and shortcomings that need to be resolved in the process of implementing the Library Law; to share and exchange experiences in the practical implementation of the Library Law in ministries, branches, localities and related organizations and individuals; and to propose issues that need to be amended, supplemented or new contents not yet included in the regulations and solutions to enhance the effectiveness and efficiency of the Library Law.

The Ministry of Culture, Sports and Tourism requires that the organization of the Conference must be carefully prepared, economical and effective; ensuring close coordination of relevant units according to the set Plan; Developing the Conference content to ensure scientific and practicality, correctly assessing the actual situation and proposing solutions for implementation in the coming time; Inviting leaders and managers of state management agencies, librarians, experts and scientists to participate in writing papers, preparing opinions for exchange, discussion and contribution to the quality of the Conference.

According to the plan, the Conference will focus on the following main contents: Reviewing the 5-year implementation of the Library Law; Reviewing, collecting and editing documents in the system of relevant domestic and foreign legal documents. Along with that, building thematic contents according to groups of fields: managing, consolidating and developing the library system/network; Innovating library activities and developing reading culture associated with building a cultural environment at the grassroots level, serving people to read by themselves and learn for life; Implementing decentralization in library management; Effective library operation model; International cooperation in the library sector; Identifying advantages, obstacles, difficulties and shortcomings that need to be removed in the process of implementing the Library Law; Solutions to perfect institutions and improve the quality, efficiency and effectiveness of the Library Law; Socialization in library activities and developing reading culture.../.
