
Care and concern
In early May 2026, at the Hai Duong Mental Health Rehabilitation Center, doctors and nurses diligently examined and inquired about each patient. Currently, the center is caring for and nurturing 460 patients, including 66 cases of war invalids, sick soldiers, relatives of martyrs, and victims of Agent Orange from Hai Phong city.
For many, this is not simply a place for treatment, but also a second home. Mr. Tran Xuan Liep (born in 1957), a disabled veteran of category 3/4, from Phu Thai commune, is one of those who have been at the center since its establishment. Mr. Liep said: “Here, we are cared for attentively by the doctors, nurses, and staff as if we were family. From meals and sleep to treatment and rehabilitation, everything is carefully attended to. For me and many other disabled veterans, the center is truly a second home, where we can feel secure in our treatment, stabilize our health, and live happily and healthily every day.”
Speaking to reporters, Mr. Pham Xuan Tuan, Director of the Hai Duong Mental Health Rehabilitation Center, said: "Patients who are war veterans and their relatives always receive special attention from the center. We believe this is not only a professional responsibility but also an expression of gratitude to those who have sacrificed and contributed to the country. Every staff member, doctor, and nurse strives to provide care with both responsibility and compassion."
The center has been equipped with a comprehensive system of facilities, effectively meeting the requirements for examination, treatment, and rehabilitation. In addition to medication, the unit strengthens behavioral rehabilitation therapies and organizes appropriate occupational therapy to help patients improve their health and enhance their reintegration into society.
Recently, 66 war invalids, sick soldiers, and relatives of meritorious individuals from Hai Phong, currently being cared for at the Hai Duong Mental Health Rehabilitation Center, received gifts from General Secretary and President To Lam. Each gift was worth 5 million VND, totaling 330 million VND.
Also commemorating the 51st anniversary of the Liberation of Southern Vietnam and the reunification of the country (April 30, 1975 – April 30, 2026), Hai Phong organized many meaningful activities to express gratitude. Within the city, 40 individuals received gifts from the Prime Minister , including 39 living Vietnamese Heroic Mothers and one historical witness who directly participated in the Spring 1975 General Offensive and Uprising. Each gift was worth 6.1 million VND, totaling 244 million VND.
Caring for families of policy beneficiaries and those who have rendered meritorious services to the revolution is not only done during major holidays, but is also carried out regularly. During the Lunar New Year of the Year of the Horse (2016), Hai Phong spent over 535.3 billion VND to give gifts to 97,332 people who have rendered meritorious services to the revolution and relatives of martyrs throughout the city. In addition, a series of free medical examinations, medication distribution, and health consultations for those who have rendered meritorious services were organized widely.
Building a loving and caring home.

Hai Phong is implementing sustainable policies to improve living conditions for families receiving preferential treatment and those who have rendered meritorious services to the revolution. The City People's Committee recently issued Plan No. 126/KH-UBND on supporting the elimination of temporary and dilapidated houses for children of resistance fighters affected by chemical toxins. According to the review, the entire city has 149 households eligible for support, including 90 households for construction and 59 households for repairs. The support level is 100 million VND per household for construction and 50 million VND per household for repairs. The total requested funding from the Central "For the Poor" Fund is over 7.17 billion VND.
Chairman of the Association of Victims of Agent Orange/Dioxin in Hai Phong City, Dang Xuan Vien, said: "This is a very humane policy, helping many families overcome difficulties. For the children of Agent Orange victims, a sturdy house is not only a place to live but also a foundation for stabilizing their lives." To ensure progress, Hai Phong assigned specific tasks to each unit. The City Military Command is in charge of mobilizing forces to support construction. The Department of Internal Affairs reviews and assesses the beneficiaries. The Department of Construction provides technical guidance. The Vietnam Fatherland Front Committee of Hai Phong City receives and allocates resources, and localities directly supervise implementation. Director of the Department of Internal Affairs, Sai Thi Yen, said: "Showing gratitude to those who have rendered meritorious services is an ongoing effort. The city will continue to mobilize all resources to better care for the material and spiritual lives of those who have rendered meritorious services and their families."
Remembering the sacrifices and contributions of previous generations, Hai Phong is taking better care of war veterans and their families through concrete actions. This is also how the city continues its revolutionary tradition: not just recalling the past, but expressing gratitude through responsibility and actions today.
