After being reorganized on September 20, 2024, the 13th Central Inspection Commission has 21 members. Of which, 01 comrade is the Chairman; 09 comrades hold the position of Vice Chairmen and 11 comrades are members.
On September 20, 2024, the 10th Conference of the 13th Party Central Committee elected two additional members of the Central Inspection Commission, including: Comrade Ha Quoc Tri, Deputy Secretary of the Provincial Party Committee, Head of the 15th National Assembly Delegation of Khanh Hoa Province and Comrade Dinh Van Cuong, Head of Department of Areas I, Central Inspection Commission.
Previously, in Decision No. 1513-QDNS/TW, dated August 27, 2024, comrade Pham Duc Tien ceased to hold the position of member of the 13th Central Inspection Commission to be transferred and appointed to participate in the Executive Committee, the Standing Committee to hold the position of Deputy Secretary of the Thua Thien Hue Provincial Party Committee for the 2020-2025 term.
Thus, after being reorganized on September 20, 2024, the Central Inspection Commission has 21 members. DUTIES AND POWERS OF THE CENTRAL INSPECTION COMMITTEE
The Central Inspection Commission is a specialized inspection and supervision agency of the Central Executive Committee, performing tasks and powers as prescribed by the Party Charter; advising and assisting the Central Executive Committee, the Politburo, and the Secretariat in directing, guiding, and organizing the implementation of the Party's inspection, supervision, and disciplinary tasks, specifically:
1. Decide on the direction, tasks, and program of inspection and supervision work for the term and annually; organize theoretical research, review, and summarize the inspection, supervision, and discipline work of the Party; preside over and coordinate with relevant agencies to direct, provide professional guidance, and organize the implementation of regulations on propaganda and dissemination of the inspection, supervision, and discipline work of the Party.
2. Carry out the tasks prescribed by the Party Charter regarding Party inspection, supervision and discipline:
2.1. Inspect party members when there are signs of violating party member standards, committee member standards and in performing party member duties and committee member duties.
2.2. Inspect lower-level party organizations when there are signs of violations in implementing the Political Platform, Party Statutes, resolutions, directives of the Party, organizational principles of the Party, and laws of the State.
2.3. Supervise lower-level party organizations and party members (including cadres under the management of the Politburo and Secretariat) on the implementation of the Party's guidelines, policies, resolutions, directives, regulations, conclusions, and decisions of the Central Executive Committee, Politburo, Secretariat, and the laws of the State.
2.4. Resolving complaints against lower-level party organizations and party members who are officials under the management of the Politburo and Secretariat.
2.5. Resolve party disciplinary complaints according to authority.
2.6. Inspect the implementation of the Party's inspection, supervision and disciplinary tasks for lower-level Party committees and inspection committees. Inspect the finances of the Central Party Office, Party committees and public service units directly under the Central Committee.
2.7. Decide on party organization discipline (when inspecting party levels) and party members according to authority.
2.8. Decide to suspend party activities and committee activities of lower-level committee members according to authority.
2.9. Decide to cancel according to authority or request, recommend the Party organization, competent authority to amend, supplement, abolish, withdraw documents that are contrary to Party regulations and State laws.
3. Advise and assist the Central Executive Committee, Politburo, and Secretariat:
3.1. Organize the implementation, inspection and supervision of the implementation of resolutions, directives, decisions, regulations, statutes and conclusions of the Central Executive Committee, Politburo and Secretariat on the inspection, supervision and discipline work of the Party.
3.2. Direct, guide, and organize the implementation of Party inspection, supervision, and discipline work and solutions to uphold the principles of Party organization and activities, first of all the principle of democratic centralism, ensure solidarity and unity within the Party, strengthen Party discipline, and proactively prevent violations of Party discipline by Party organizations and Party members.
3.3. Preside over and coordinate with the Central Party Office and Central Party Committees to advise, develop programs, plans and organize the implementation of the tasks of inspecting and supervising lower-level Party organizations and Party members in implementing the Political Platform, Party Statutes, resolutions, directives, regulations, conclusions and decisions of the Party (as prescribed in Article 30 of the Party Statutes).
3.4. Report on disciplinary cases, resolve denunciations and disciplinary complaints under the authority of the Central Executive Committee, Politburo and Secretariat for consideration and decision.
3.5. Organize, monitor, urge and inspect lower-level party organizations and relevant party members to implement regulations, conclusions, notices and decisions of the Central Executive Committee, Politburo and Secretariat on inspection, supervision and discipline work of the Party, and resolve denunciations and complaints about party discipline.
3.6. Directing and organizing the annual and term review and summary of the Party's inspection, supervision and discipline work.
3.7. Some issues related to personnel work under the management of the Politburo and Secretariat.
3.8. Coordinate with the Central Party Office (as the presiding agency), the Central Organizing Committee and relevant agencies to assist the Central Executive Committee in supervising the implementation of the Working Regulations of the Central Executive Committee, the Politburo and the Secretariat.
4. Carry out inspection and supervision tasks assigned by the Politburo and Secretariat.
5. Timely inspect and handle party organizations and party members when there are signs of violations in cases and lawsuits under the supervision and direction of the Central Steering Committee on Anti-Corruption.
6. Inspect and supervise the declaration and disclosure of assets and income of ministries under the management of the Politburo and Secretariat.
7. When conducting inspection and supervision work, to request party organizations and party members to report, provide information and documents; to request relevant party organizations to coordinate in the implementation of inspection and supervision work; to have the right to mobilize cadres and party members of other agencies and organizations when necessary. To request party organizations and party members to review decisions or actions that show signs of violating the Political Platform, Party Statutes, resolutions, directives, regulations, conclusions, decisions of the Party, and laws of the State or to report to competent authorities for consideration and decision.
8. Propose to the Politburo, the Secretariat or request competent organizations and individuals to enforce discipline, change the form of discipline and the Party, government, and unions against Party members.
9. Draft and issue documents within authority and submit to the Central Executive Committee, Politburo, and Secretariat for issuance of resolutions, directives, regulations, statutes, conclusions, and decisions on the Party's inspection, supervision, and disciplinary work.
10. Direct and guide Party committees, Party organizations, lower-level inspection committees and Party members to carry out the Party's inspection, supervision and disciplinary work.
11. Send officials of the Central Inspection Commission to attend meetings of Party committees, standing committees of Party committees, Party executive committees, Party delegations directly under the Central Committee and Party organizations, agencies and units to perform inspection and supervision tasks.
12. Based on the regulations on functions, tasks, powers, organizational structure, and approved staffing of the Central Inspection Commission, proactively arrange and organize the organization, structure, and regulate the working regime of the Central Inspection Commission; coordinate with the Central Organizing Committee to guide the organizational model of the lower-level inspection commission.
13. Annually and at the end of the term or when requested, suddenly report to the Central Executive Committee, the Politburo, and the Secretariat on the Party's inspection, supervision, and disciplinary work, on the activities of the Central Inspection Committee and inspection committees at all levels.
FUNCTIONS, TASKS, ORGANIZATION OF THE CENTRAL INSPECTION COMMITTEE- FUNCTIONS OF THE CENTRAL INSPECTION COMMITTEE
The Central Inspection Commission is an advisory body, assisting the Central Inspection Commission in performing its tasks and powers on inspection, supervision and disciplinary enforcement within the Party according to the provisions of the Party Charter and performing tasks assigned by the Central Executive Committee, the Politburo and the Secretariat; at the same time, it is a specialized and professional agency on inspection, supervision and disciplinary enforcement within the Party of the Central Committee.
II- DUTIES OF THE CENTRAL INSPECTION COMMITTEE
Advise and assist the Central Inspection Commission in performing the following tasks:
1. Prepare inspection and supervision programs and plans, reports, projects, inspection, supervision and party discipline cases for the Central Inspection Commission to review and decide according to its authority; inspect and control assets and income of cadres under the management of the Politburo and Secretariat.
2. Organize the implementation of the functions, tasks and powers of the Central Inspection Commission as prescribed in the Party Charter, the Working Regulations of the 13th Central Inspection Commission and the tasks assigned by the Party Central Executive Committee, the Politburo and the Secretariat; organize the implementation of the annual work programs and plans decided by the Central Inspection Commission.
3. Preside over and coordinate with the Central Party Office and Central Party Committees to advise, develop programs, plans and organize the implementation of inspection and supervision tasks for lower-level Party organizations and Party members in implementing the Political Platform, Party Statutes, resolutions, directives, regulations, conclusions and decisions of the Party (as prescribed in Article 30 of the Party Statutes).
4. Advise, direct, guide, inspect and supervise lower-level Party committees, Party organizations and Inspection Committees on inspection, supervision and discipline work within the Party; review conclusions, notices and decisions of lower-level Party committees, Party organizations and Inspection Committees on inspection, supervision and discipline work within the Party; participate in organizing training and fostering of officials in the Inspection sector.
5. Propose opinions to contribute to the general leadership and direction of the Central Executive Committee, Politburo, and Secretariat regarding the Party's inspection, supervision, and disciplinary work; participate in giving opinions on the appraisal of cases proposed for commendation by competent agencies.
6. Appraise projects of Party and State agencies, the Vietnam Fatherland Front and socio-political organizations on contents related to the inspection, supervision and discipline work of the Party; coordinate with the Central Party Office (as the presiding agency), the Central Organization Committee and relevant agencies to assist the Central Executive Committee in monitoring and supervising the implementation of the Working Regulations of the Central Executive Committee, the Politburo and the Secretariat.
7. Carry out international cooperation according to Central regulations.
8. Coordinate with the Central Organizing Committee in performing personnel work according to management decentralization; provide guidance on functions, tasks, and organizational structure of the inspection committees of provincial Party Committees, city Party Committees, and Party Committees directly under the Central Committee.
9. Propaganda, dissemination, research, preliminary and final review of the Party's inspection, supervision and discipline work.
10. Develop and organize the implementation of monthly work programs and plans, organize quarterly meetings, 6-month summaries; conduct annual summaries of the activities of the Central Inspection Commission.
11. Build the organization, staff and implement policies and regimes for officials and civil servants of the Central Inspection Commission.
12. Develop plans, programs, training contents, fostering, and professional training in inspection, supervision, and discipline work of the Party; coordinate with the Ho Chi Minh National Academy of Politics and relevant agencies to organize implementation. Organize examinations to promote inspection ranks for specialized cadres doing inspection and supervision work of the Party.
13. Develop annual operating budget estimates for the Committee and the Central Inspection Commission and organize implementation according to approved budgets to ensure compliance with prescribed policies and regulations.
14. Ensure facilities, techniques, and equipment serving the work of the Central Inspection Commission and its agencies.
15. Research and apply information technology to the inspection, supervision and discipline work of the Party and other professional activities of the Central Inspection Commission and its agencies.

1- Leaders of the Central Inspection Commission
- The leadership of the Central Inspection Commission includes: the Head and Deputy Heads of the agency.
- The Chairman of the Central Inspection Commission is the Head of the agency; the Deputy Chairmen of the Central Inspection Commission are Deputy Heads of the agency; in which the Permanent Deputy Chairman is assigned to be the Permanent Deputy Head of the agency.

3- About staffing
- The staffing of the Central Inspection Commission is decided by the Politburo based on the proposals of the Central Inspection Commission and the Central Organizing Committee.
- When necessary, the Central Inspection Commission may mobilize a number of cadres to serve research work and perform inspection and supervision tasks within the Party.
