At the conference, Mr. Chau Ngoc Lieu, Head of the Transport and Port Management Department (Department of Construction), stated that the synchronized issuance of these documents demonstrates the determination of the Government and the Ministry of Transport (now the Ministry of Construction ) to tighten discipline, improve training quality, apply technology, and enhance transparency in management. This creates a legal basis for strictly handling violations and gradually building a safe and civilized traffic culture.

On behalf of the organizing committee, Mr. Ho Cong Tri, Deputy Head of the Transport and Port Management Department, disseminated the core content of Government Decree No. 160, dated December 18, 2024, regulating driver training and testing activities. This decree stipulates that driver training facilities can be businesses, cooperatives, or educational institutions. Notably, from January 1, 2025, driver training will include self-study and distance learning, as well as guided self-study.

Representatives from relevant agencies highlighted some key points of Circular No. 35, dated November 15, 2024, issued by the Ministry of Transport (now the Ministry of Construction), which regulates the training, examination, and issuance of driver's licenses; the issuance and use of international driving licenses; and the training, examination, and certification of knowledge in road traffic law. According to the new regulations, all categories of car driver's licenses require full theoretical training, either in-person or through distance learning and guided self-study.

The organizers also provided information on several penalties related to driver training as stipulated in Decree No. 168, dated December 26, 2024. Accordingly, driver training facilities and driving instructors will face severe penalties if they violate the regulations. For example, driving instructors who do not wear the "Driving Instructor" badge while teaching will be fined from 2 to 3 million VND. Driving training facilities that assign more students to practice driving on training vehicles than the prescribed number will be fined from 10 to 20 million VND.
At the conference, delegates discussed several new regulations. Representatives from relevant agencies answered questions and, through this, urged driving schools and testing centers to enhance their awareness and responsibility in implementation. Following the conference, training facilities that find any remaining issues can continue to submit their feedback for compilation and reporting to the competent authorities.
