According to the Plan, the City People's Committee sets a target of increasing the ratio of land for traffic to urban construction land from 0.25 - 0.3% (total land area for traffic in 2023 will reach 10.65% of urban construction land).
Strive to reduce traffic accidents by 5% to 10% annually in all three criteria (number of accidents, number of deaths, number of injuries), and strive to prevent particularly serious traffic accidents from occurring.
Public passenger transport ensures quality and effective service; strives to achieve the target of 21.5 - 23% of public passenger transport in 2023.
Every year, handle 8 to 10 points of frequent traffic congestion, limit the emergence of new traffic congestion points, prevent traffic congestion lasting more than 30 minutes, and promptly eliminate black spots of traffic accidents.
The city's core task is to build and perfect institutions, mechanisms, legal policies and regulations related to ensuring traffic order and safety in order to promptly and effectively apply the achievements of the Fourth Industrial Revolution into practice.
At the same time, integrate the goal of ensuring traffic order and safety into sectoral planning, land use planning, urban and rural construction and specialized planning on transportation. Strictly manage the planning implementation process, ensure the construction of new or renovated industrial parks, urban areas, commercial centers, schools, hospitals... in accordance with the capacity of traffic infrastructure and public transportation.
Ensuring the progress and quality of key traffic infrastructure investment projects; organizing traffic scientifically and reasonably; maintaining and repairing traffic infrastructure associated with reviewing and thoroughly handling black spots and potential traffic accident spots; eliminating illegally opened paths across railways; preventing and handling encroachment on road, railway and inland waterway traffic safety corridors; illegal encroachment on roadsides and sidewalks that obstruct traffic and pose a risk to traffic safety...
Restructuring transport to increase market share of railway and inland waterway transport, gradually reducing dependence on roads; speeding up investment progress, developing public transport systems in urban and inter-provincial areas associated with limiting the use of personal motor vehicles in the city.
Regarding solutions, Hanoi City builds policy mechanisms and completes the system of legal documents in the field of transportation. Actively and proactively review to promptly propose to the City People's Committee to build, amend and supplement the system of legal documents on ensuring traffic safety and order to suit the actual situation, in order to improve the effectiveness of state management of the field of transportation in the city.
Review, develop and complete plans and plans to organize the implementation of the Hanoi City transport development plan in accordance with the reality and conditions of socio -economic development, ensuring national defense and security of the capital in conjunction with the transport planning of the whole country and the capital region.
