Ward 3 Bao Loc was established on the basis of merging 3 administrative units including Loc Tien ward, Loc Chau commune and Dai Lao commune (old Bao Loc city), with a natural area of 108.98 ^km2 and a population of 54,445 people.

The first Congress of the Party Committee of Ward 3, Bao Loc was successfully held, marking the beginning of a new development period, bringing with it the confidence, expectations and high political determination of the entire Party Committee, Government and local people.

For Ward 3 Bao Loc, although facing many difficulties and challenges, the merger of 3 administrative units is bringing a majestic appearance to the locality. This is a great opportunity for Ward 3 Bao Loc to overcome difficulties, promote existing advantages and strengths to build a ward that develops quickly and sustainably.

To do so, the local Party Committee and government must soon focus on implementing the Resolution of the Ward Party Congress into life. Each cadre, party member, civil servant, public employee and especially the local leader must be truly close to the people to listen to the thoughts and aspirations of the people.

The Central Government's policies and guidelines on building a two-level administrative apparatus, with cadres and leaders increasingly close to the people to better serve the people. It can be affirmed that this is a breakthrough in the organization of the political system, demonstrating the Party's high determination in establishing a modern, honest, streamlined and people-oriented administrative institution, trusted and supported by the people.

Therefore, the Party Committee and the Government of Ward 3 Bao Loc need to seize this great opportunity to proactively change from the state of "running and lining up" to "straight lines, clear paths, unanimously moving forward" to reach the same goal as General Secretary To Lam said. From there, build Ward 3 Bao Loc to develop quickly and sustainably, as the consistent goal set by the first Party Congress of the Ward.

Mr. Dao Trong Luc, Principal of Phan Chu Trinh Secondary School: Focus on building a happy, safe, friendly and creative school

The Happy, Safe, Friendly and Creative School model, inspired by UNESCO's "Happy School" model, has been deployed by the Ministry of Education and Training since 2019 and quickly spread across the country.

In the province, in recent times, the Department of Education and Training of Lam Dong province has actively deployed this model to schools in the area, aiming to build a safe and friendly educational environment.

Currently, Phan Chu Trinh Secondary School is effectively implementing the Happy, Safe, Friendly and Creative School model. From there, building a teaching and learning environment that is student-centered, with the core values of “love, safety and respect” all for the future of our beloved students.

According to the two-level government model, all levels of education from kindergarten, primary school and secondary school are under the direct management of the commune-level government. Therefore, we hope that the Party Committee and local government will continue to pay attention and invest in education, especially focusing on building, developing and replicating the Happy, safe, friendly and creative School model.

Thereby, contributing to changing teachers' awareness, improving the relationship between schools, parents and students; making an important contribution to the education sector of Lam Dong province to constantly innovate and develop, towards the goal of building truly happy schools - where students are loved, respected and developed comprehensively.

Ms. Pham Thi Nam, Secretary of the Party Cell of Residential Group 8B, Ward 3, Bao Loc: It is necessary to focus on developing Party members who are religious.

After merging 3 localities, currently, Ward 3 Bao Loc has more than 35,780 Catholics, accounting for 65.73% of the local population.

Over the years, parishioners have always believed in the Party's policies and guidelines and absolutely complied with the State's policies and laws, in line with the motto "Living a good life and following good religion", "Respecting God and loving the country".

In the spirit of the Party's comprehensive leadership, the work of developing Party members is a particularly important political task of the locality. From there, it contributes to Ward 3 Bao Loc achieving important achievements in socio-economic development in the 2025-2030 term, ensuring national defense and security and bringing a prosperous and happy life to the people.

To effectively develop party members, immediately after the Congress, the Party Committee of Ward 3, Bao Loc needs to develop a thematic resolution associated with the model of developing party members who are religious. Strengthen propaganda work, thoroughly grasp the guiding viewpoints on the work of developing party members in the new situation; focus on training and educating the elite masses; thoroughly grasp and organize the implementation of the Party Charter, directives and resolutions of the Party on the work of developing party members for religious people.

In that spirit, help outstanding religious people realize that joining the Party is to contribute more to society and to their own religion; at the same time, contribute to strengthening the leadership role and fighting strength of the Party organization at the grassroots level to join hands to contribute ideas to build Ward 3 Bao Loc to develop comprehensively and sustainably throughout the term.

Mr. K'Huan, Secretary of the Party Cell of Da Nghich village: Close to the grassroots to listen to the thoughts and aspirations of the people

Da Nghich village is the only locality in Ward 3, Bao Loc with a large number of ethnic minorities living there. Currently, the whole village has 310 households, with more than 1,290 people of Ma and K'Ho ethnic groups.

The ethnic minorities here live on agriculture with main crops such as coffee, tea and fruit trees. With the attention, investment and facilitation of the Party and the State, the material and spiritual life of the people of Da Nghich village has been constantly improved and enhanced. Currently, the whole village has only 1 poor household and 13 near-poor households.

Mr. K' Huan said that ethnic minority people in Da Nghich village always believe in the policies of the Party, the State and Ward 3 of Bao Loc and have made appropriate contributions to the overall development of the locality.

Although life for some people is still difficult, faith in the Party's leadership is still a strong spiritual support for ethnic minorities in general and the Ma and K'Ho people in Da Nghich in particular.

We believe that the local Party Committee and government will continue to pay attention to the grassroots level, close to the people to listen to their thoughts and aspirations. From there, we will continue to implement many correct and effective ethnic policies, bringing a prosperous and happy life to ethnic minorities on the new development path of the locality.
