Building Hue into a typical urban area of Southeast Asia

At the 1st Congress of the Hue City People's Committee Party Committee for the 2025-2030 term, 298 delegates representing more than 9,000 Party members reached a high consensus on major orientations to build a clean and strong Party organization (TSVM); improve the government's management capacity; and develop a sustainable socio -economy.

Attending the Congress, on the Central side were: Vo Thai Nguyen , member of the Central Inspection Commission; Ho Hai Dang, Deputy Director of the Central Inspection Commission; Nguyen Ngoc Dung, Deputy Director of the Local Department II, Central Organizing Committee. On the city side were Permanent Deputy Secretary of the City Party Committee Pham Duc Tien; members of the Standing Committee of the City Party Committee; former leaders of the city through the periods.

In the new term, the Party Committee aims to build a strong Party Committee and grassroots Party organizations, associated with improving the quality of cadres and Party members to meet the requirements of the new situation. The goal by 2030 is to turn Hue into a national-level urban area, characterized by heritage and culture; a major center of the Southeast Asian region for tourism, specialized healthcare, science - technology, and high-quality education and training.

The congress identified four strategic breakthroughs: Perfecting policy mechanisms, improving the investment environment; developing science and technology, digital transformation; developing green economy, modern industry, high-quality tourism; building a strong political system and a team of officials to meet new requirements.

Speaking at the direction, Permanent Deputy Secretary of Hue City Party Committee Pham Duc Tien emphasized: "It is necessary to innovate leadership methods, promote administrative reform, improve the effectiveness of inspection and supervision; build a team of dedicated - capable - responsible cadres".

Deputy Secretary of the City Party Committee, Secretary of the Party Committee, Chairman of the People's Committee of Hue City Nguyen Van Phuong affirmed: "Immediately after the Congress, the City Party Committee will urgently organize the implementation of the resolution into a specific and effective action program, bringing the resolution into life".

Entering the term new breakthrough

In Quang Dien commune - a locality established on the basis of merging Sia town and three communes: Quang Tho, Quang Phuoc, Quang An - the 1st Party Congress was held in an exciting and united atmosphere.

Member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the Hue City People's Council Nguyen Quang Tuan highly appreciated the stability and development of the locality after the merger, and at the same time requested: "Quang Dien has been united, needs to be more united; has been united, needs to be more united to successfully implement the goals and tasks set out in the 2025 - 2030 term. Quang Dien needs to realize the goal of building a commune that meets advanced new rural standards, aiming to become a ward before 2035".

The Quang Dien Commune Congress set out 10 main targets, 4 key programs and 5 groups of breakthrough solutions. Mr. Le Ngoc Bao holds the position of Secretary of the Commune Party Committee; Mr. Le Van Khuyen, Permanent Deputy Secretary of the Commune Party Committee; Mr. Nguyen Anh Cau, Deputy Secretary of the Party Committee, Chairman of the People's Committee of Quang Dien Commune.

As a newly formed coastal ward from the merger of Hai Duong, Phu Hai, Phu Thuan communes and the old Thuan An ward, Thuan An Ward Party Committee identified developing tourism - marine services as the key economic sector.

In the 2025-2030 term, the Congress emphasized: Promoting the development of services and marine tourism into a key economic sector on the basis of exploiting the potential and strengths of the ward; creating a favorable environment to attract investment and develop businesses and economic sectors; strengthening the management of budget revenue and expenditure.

Member of the Standing Committee of the City Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of Hue City Nguyen Thi Ai Van praised the achieved results and at the same time directed: "Thuan An needs to prioritize investment in large-scale, modern infrastructure, creating a breakthrough in connecting sea and lagoon areas, forming an eco-tourism axis across the sea".

The congress aims to attract investment, develop businesses, improve tourism quality, and promote rapid and sustainable growth. Mr. Le Huu Ngoc was appointed to hold the position of Secretary of the Thuan An Ward Party Committee for the new term.

During the 2020 - 2025 term, Phu Bai ward achieved a total production value of more than 146,000 billion VND, with an average growth rate of 12.5%/year. Average income per capita increased from 44.3 million VND (in 2020) to 66.5 million VND (in 2024). The economic structure shifted positively towards industry - services - agriculture.

At the Congress, the Ward Party Committee determined the motto: Building a clean Party, promoting the strength of the entire people, innovating and mobilizing social resources for breakthrough development.

The goal set by the Phu Bai Ward Party Committee in the coming term is to strengthen the building of a clean and strong Party and political system; promote the strength of the entire people; promote innovation, mobilize all resources, make breakthroughs in socio-economic development, maintain national defense and security; build Phu Bai Ward to develop rapidly and sustainably, worthy of being a key ward in the South of Hue City.

Member of the Standing Committee of the City Party Committee, Head of the Organization Committee of the City Party Committee Phan Xuan Toan requested: "The Phu Bai Party Committee needs to link economic development with ensuring national defense and security. After the congress, it is necessary to concretize the resolution into a clear and feasible action plan."

Merged from 3 old localities (Phong Hoa, Phong Chuong, Phong Binh), for the 2025 - 2030 term, Phong Dinh Ward Party Committee set many important targets such as: Admitting 20 - 25 new party members; 100% of party organizations completing their tasks well; average growth rate of over 10%/year; average income by 2030 increased by 92% compared to 2025; no more poor households.

Member of the Standing Committee of the City Party Committee, Head of the City Party Committee's Inspection Commission Pham Thi Minh Hue emphasized: "Phong Dinh needs to innovate its leadership methods, shift from an administrative model to digital governance; take advantage of its geographical location and cultural identity for sustainable development."

At the congress, Mr. Hoang Van Thai was appointed to hold the position of Secretary of Phong Dinh Ward Party Committee for the 2025 - 2030 term.

Khe Tre commune was merged from Huong Phu, Huong Loc, Thuong Lo and Khe Tre town. During the past term, the locality has effectively promoted investment resources, creating a favorable environment for socio-economic development. The congress identified 10 targets, 3 key programs, 3 breakthroughs and 5 main groups of solutions.

Member of the Standing Committee of the City Party Committee, Head of the City Party Committee's Internal Affairs Committee Dang Ngoc Tran requested: "Khe Tre Commune must soon complete its political apparatus according to the new model, exploiting its full potential to become the center of the commune cluster. To successfully implement the goals and tasks set out in the coming term, Khe Tre needs to quickly stabilize the organizational apparatus in the political system, build solidarity and unity within the entire Party Committee. This is the top priority and has decisive significance"!

Ms. Le Thi Thu Huong was appointed to hold the position of Secretary of the Khe Tre Commune Party Committee for the 2025-2030 term.

From the important foundations at the Congresses for the 2025-2030 term, we can expect a strong and sustainable transformation of the new administrative units, contributing to the rapid and comprehensive development of Hue City.
