Developing Hue into a distinctive city of the Southeast Asian region.

At the first Party Congress of the Hue City People's Committee, for the 2025-2030 term, 298 delegates representing over 9,000 Party members unanimously agreed on major orientations to build a clean and strong Party organization; improve the government's administrative capacity; and achieve sustainable socio -economic development.

Attending the Congress, on behalf of the Central Committee were: Mr. Vo Thai Nguyen , Member of the Central Inspection Committee; Mr. Ho Hai Dang, Deputy Director of the Central Inspection Committee; and Mr. Nguyen Ngoc Dung, Deputy Director of the Local Affairs Department II, Central Organization Committee. On behalf of the city were Mr. Pham Duc Tien, Standing Deputy Secretary of the City Party Committee; members of the City Party Committee Standing Committee; and former city leaders from various periods.

In the new term, the Party Committee aims to build a strong and exemplary Party Committee and grassroots Party organizations, while simultaneously improving the quality of cadres and Party members to meet the demands of the new situation. The goal is to transform Hue into a national-level city by 2030, characterized by its heritage and culture; a major center in Southeast Asia for tourism, specialized healthcare, science and technology, and high-quality education and training.

The Congress identified four strategic breakthroughs: perfecting policy mechanisms and improving the investment environment; developing science and technology and digital transformation; developing a green economy, modern industry, and high-quality tourism; and building a strong political system and a team of officials that meets new requirements.

In his directive speech, Standing Deputy Secretary of the Hue City Party Committee Pham Duc Tien emphasized: "We must innovate leadership methods, accelerate administrative reforms, improve the effectiveness of inspection and supervision; and build a team of cadres with dedication, vision, and responsibility."

Deputy Secretary of the City Party Committee, Secretary of the Party Committee, and Chairman of the People's Committee of Hue City, Nguyen Van Phuong, affirmed: "Immediately after the Congress, the Party Committee of the People's Committee of Hue City will promptly organize the implementation of the resolution into a specific and effective action program, bringing the resolution into life."

Entering the term new breakthrough

In Quang Dien commune – a locality established by merging Sia town and three communes: Quang Tho, Quang Phuoc, and Quang An – the First Party Congress was held in an atmosphere of enthusiasm and unity.

Nguyen Quang Tuan, Standing Vice Chairman of the Hue City People's Council, highly appreciated the stability and development of the locality after the merger, and at the same time requested: "Quang Dien has been united, and needs to be even more united; it has been unified, and needs to be even more unified to successfully achieve the goals and tasks set out in the 2025-2030 term. Quang Dien needs to realize the goal of building a commune that meets the standards of advanced new rural areas, aiming to become a ward before 2035."

The Quang Dien commune Party Congress set forth 10 main targets, 4 key programs, and 5 groups of breakthrough solutions. Mr. Le Ngoc Bao was elected Secretary of the Commune Party Committee; Mr. Le Van Khuyen as Permanent Deputy Secretary of the Commune Party Committee; and Mr. Nguyen Anh Cau as Deputy Secretary of the Commune Party Committee and Chairman of the Quang Dien Commune People's Committee.

As a newly formed coastal ward resulting from the merger of Hai Duong, Phu Hai, Phu Thuan communes and the former Thuan An ward, the Thuan An Ward Party Committee has identified the development of marine tourism and services as its key economic sector.

For the 2025-2030 term, the Congress emphasized: Promoting the development of marine tourism and services as a key economic sector based on effectively exploiting the potential and strengths of the ward; creating a favorable environment to attract investment and develop businesses and economic sectors; and strengthening the management of budget revenue and expenditure.

Ms. Nguyen Thi Ai Van, Chairwoman of the Vietnam Fatherland Front Committee of Hue City, commended the achievements made and outlined the direction: "Thuan An needs to prioritize investment in large-scale, modern infrastructure, creating a breakthrough in connecting the coastal and lagoon areas, and forming an eco-tourism axis across the sea."

The congress set goals to attract investment, develop businesses, improve the quality of tourism, and promote rapid and sustainable growth. Mr. Le Huu Ngoc was appointed to the position of Secretary of the Thuan An Ward Party Committee for the new term.

During the 2020-2025 term, Phu Bai ward achieved a total production value of over 146,000 billion VND, with an average growth rate of 12.5% ​​per year. Average per capita income increased from 44.3 million VND (2020) to 66.5 million VND (2024). The economic structure shifted positively towards industry – services – agriculture.

At the Congress, the Party Committee of the ward determined the motto: Building a clean Party, promoting the strength of the entire people, innovating and creating, mobilizing social resources to achieve breakthrough development.

The goals set by the Phu Bai Ward Party Committee for the next term are to strengthen the building of a clean and strong Party and political system; to promote the strength of the entire people; to accelerate innovation, mobilize all resources, achieve breakthroughs in socio-economic development, and maintain national defense and security; and to build Phu Bai Ward into a rapidly and sustainably developing ward, worthy of being a key ward in the southern part of Hue City.

The Head of the City Party Committee's Organization Department, Phan Xuan Toan, requested: "The Phu Bai Party Committee needs to link economic development with ensuring national defense and security. After the congress, the resolution needs to be concretized into a clear and feasible action plan."

Formed from the merger of three former localities (Phong Hoa, Phong Chuong, and Phong Binh), the Phong Dinh Ward Party Committee has set several important targets for the 2025-2030 term, including: recruiting 20-25 new party members; 100% of party organizations successfully completing their tasks; an average growth rate of over 10% per year; an average income increase of 92% by 2030 compared to 2025; and eliminating poverty.

Ms. Pham Thi Minh Hue, Head of the City Party Committee's Inspection Committee, emphasized: "Phong Dinh needs to innovate its leadership methods, shifting from an administrative model to digital governance; leveraging its geographical location and cultural identity for sustainable development."

At the congress, Mr. Hoang Van Thai was appointed to the position of Secretary of the Phong Dinh Ward Party Committee for the term 2025 - 2030.

Khe Tre commune was formed by merging Huong Phu, Huong Loc, Thuong Lo, and Khe Tre town. During the past term, the locality effectively utilized investment resources, creating a favorable environment for socio-economic development. The Congress identified 10 targets, 3 key programs, 3 breakthroughs, and 5 main groups of solutions.

According to the Standing Committee of the City Party Committee, Head of the City Party Committee's Internal Affairs Department, Dang Ngoc Tran requested: "Khe Tre commune should quickly consolidate its political apparatus according to the new model, maximizing its potential to become the center of the cluster of communes. To successfully achieve the goals and tasks set for the next term, Khe Tre needs to quickly stabilize the organizational structure within the political system and build unity and cohesion throughout the Party Committee. This is a top priority and has decisive significance!"

Ms. Le Thi Thu Huong has been appointed to the position of Secretary of the Party Committee of Khe Tre commune for the term 2025–2030.

Based on the important foundations laid at the 2025-2030 Party Congresses, a strong and sustainable transformation of the new administrative units can be expected, contributing to the rapid and comprehensive development of Hue City.
