Hue: Efforts to repair the dike system in the 'flood center' area of ​​Quang Dien

After prolonged floods, the Nho Lam - Nghia Lo dike through Quang Dien commune (Hue city) suffered serious landslides, cutting off traffic between villages of two old communes: Quang Phu and Quang Tho. The local authorities and people are urgently mobilizing forces and means to temporarily reinforce, ensuring safe travel for people before the circulation of storm No. 13 affects and serving the production of the upcoming Winter-Spring crop.

From early morning on November 6, dozens of people and local authorities of Quang Dien commune were present at the dike connecting Nam Phu (old Quang Phu) and Niem Pho (old Quang Tho) villages to repair and reinforce the dike. Taking advantage of the light rain, the commune's civil defense force urgently directed excavators and transported boulders and sandbags to fill the eroded dike and the collapsed road surface so that people could move back and forth soon. People in the two villages were equally enthusiastic. Some helped to fill the soil, others carried rocks and sandbags to support the forces. Excavators were also mobilized to dig up soil on the spot to build the dike, preventing the strong current from continuing to erode the dike. At nearly 9 a.m. the same day, motorbikes and people in the two villages were temporarily able to move again.

Over the past three days, Quang Dien commune has mobilized 1 excavator and 4 motor vehicles along with 50 people from the commune's civil defense force to temporarily reinforce the collapsed dike, ensuring completion on November 6. The rain continues while the water is high and flowing rapidly, making the recovery work difficult.

Chairman of the People's Committee of Quang Dien Commune Nguyen Anh Cau said that this is the only vital road to Niem Pho village. At the same time, due to the influence of storm No. 13, heavy rain is forecasted in the locality, and the village is at risk of being flooded again. Therefore, the local government is determined to quickly fix the situation so that people can travel and prepare necessities before the influence of storm No. 13, as well as rescue and rescue emergency cases during floods.

According to Mr. Nguyen Anh Cau, the recent floods have caused great damage to the Quang Dien commune, including the embankment system. On the Bo river, there have been many landslides on both banks. Some sections of the Rao Cung river, although they have been paved with stone, have still subsided. In particular, the intra-field canal system has been filled in and cracked, affecting the production of the upcoming winter-spring crop. Therefore, the People's Committee of the commune proposed that the city soon supplement funds to repair the landslides on the two rivers; at the same time, there is a plan to direct cooperatives to dredge and reinforce canals to ensure production in the upcoming winter-spring crop.

Mr. Tran Loc, resident of Niem Pho village (Quang Dien commune), shared that the village is one of the "flood centers" of Hue city. Up to now, many households are still living with floodwaters, while food is running out. During the peak days of the flood, the water rose to more than 1.2m, making it impossible for relief vehicles to reach. When the water began to recede, the dike - the only traffic route leading to the village - was eroded, causing misery for the people. However, thanks to the "helping hand in hand" spirit of the villagers and the timely repair of the dike on the night of November 4, the people received timely relief.

Currently, the Bo River water level is decreasing. The Quang Dien Commune authorities are also urgently looking for more radical solutions to ensure the safety of people living in the area as this place faces many challenges from natural disasters every year.

Mr. Nguyen Minh De, Head of Nam Phu village (Quang Dien commune) is worried that if the dike collapses, people's lives and property will be in danger. Therefore, people in the villages here are looking forward to the support of the Hue city government to fundamentally overcome the situation and stabilize their lives. In the long term, the villagers hope to be interested in building a concrete layer outside the dike to ensure its stability, because prolonged rain and floods can still cause erosion of the temporarily reinforced soil and rock layer.

The Nho Lam - Nghia Lo dike is about 5 km long, with the meaning of protecting agriculture , ensuring traffic between the old Quang Phu commune and the old Quang Tho commune. The flood peak on the Bo River recently reached a historical level of 5.33m, causing a landslide on the dike section through Quang Dien commune with a length of about 10m, causing 5m of concrete road surface to collapse at noon on November 4. After the landslide, the commune's civil defense force mobilized forces with the people to fix it on November 4. Basically, on the morning of November 5, rudimentary vehicles, motorbikes and pedestrians were able to travel normally. However, the passing of relief convoys caused the dike section to continue to erode and subside.

According to Mr. Le Van Binh, Deputy Head of the Hue City Irrigation and Climate Change Sub-Department, the Hue City dike system stretches 181 km along the Tam Giang - Cau Hai lagoon. The recent historic floods have caused the degradation and damage of irrigation works and dikes, including the Nho Lam - Nghia Lo dike. In the face of this situation, the Irrigation and Climate Change Sub-Department has also directed the locality and the transport sector to take urgent measures to ensure traffic for the people. Currently, the water level on the rivers is still high, so it is not possible to assess in detail the level of impact of natural disasters on irrigation works and dikes. After the water recedes, the Sub-Department will coordinate with units to inspect, evaluate, plan to overcome and handle the situation to ensure service for the upcoming Winter-Spring crop.
