This is an important milestone, opening a new development period with the aspiration to make Hanoi grow strongly, affirming its position as the political center, the heart of the whole country, worthy of being the capital of a thousand years of culture, heroic, civilized, modern, contributing to pioneering with the whole country to realize the development goals until 2030 and vision 2045.

The mark of courage, intelligence and comprehensive development

Looking back over the past five years, in the context of complicated and unpredictable developments in the world and in the country, especially the unprecedented impact of COVID-19, the Party Committee, government and people of the Capital have promoted the spirit of solidarity, courage and intelligence, overcome all difficulties and challenges, and successfully implemented the Resolution of the 17th National Congress.

The city has basically achieved and exceeded its targets, including 4 targets completed 1-2 years early. The capital's economy continues to grow well, averaging 6.57%/year, 1.1 times higher than the country's overall growth rate. The scale of GRDP in 2025 is estimated at 63 billion USD, GRDP per capita is about 7,200 USD. Notably, in the context of the global economy facing many challenges, Hanoi is emerging as an impressive bright spot on Vietnam's map of attracting foreign direct investment (FDI). Since 1986, Hanoi has always maintained its position as one of the leading localities in the country in attracting FDI. The total accumulated FDI capital reached about 61.5 billion USD, with 7,710 valid projects, making Hanoi the second largest in the country.

According to Deputy Director of Hanoi Department of Finance Le Trung Hieu, the city's success in attracting FDI capital comes from a combination of many factors. First of all, it is the strong belief of international corporations in the business environment and sustainable development potential of Hanoi. The favorable business investment environment is thanks to the city government's efforts to improve administrative procedures, transparency of regulations and investment incentive policies.

The work of building and rectifying the Party and the political system is given special attention and implemented resolutely, considered a key task. Hanoi is a leading exemplary locality in the country in streamlining the apparatus, operating effectively and efficiently; completing the pilot model of urban government and arranging commune-level administrative units on the largest scale. The cultural and social fields have made remarkable progress, social security is guaranteed. The Human Development Index (HDI) in 2024 will reach 0.829, the highest in the country. In 2024, Hanoi will have no more poor households according to the city's multidimensional standards and will complete the elimination of temporary and dilapidated houses. National defense and security will be maintained, social order and safety will be ensured, and the position and prestige of the capital will be increasingly enhanced.

Building a "Cultured - Civilized - Modern" Capital

On the eve of the 18th Congress of the City Party Committee, Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong said that the City Party Congress is of special importance to the development of Hanoi in the new historical period of the Capital and the country. This Congress is different from the previous ones in that never before have political, legal, planning and trending conditions converged to create favorable conditions for Hanoi's development like this time.

Politically, there is Resolution No. 15-NQ/TU dated May 5, 2022 of the Politburo on the direction and tasks for the development of Hanoi Capital to 2030, with a vision to 2045. Based on Resolution No. 15-NQ/TU, the Government submitted to the National Assembly for approval the Law on the Capital (amended), creating institutional conditions for Hanoi to develop. At the same time, after submitting to the National Assembly for comments and based on Conclusion No. 08-KL/TU of the Politburo, the Government issued the Master Plan for the construction of Hanoi Capital to 2030, with a vision to 2050 and the Adjustment of the Master Plan for the construction of Hanoi Capital to 2045, with a vision to 2065.

In recent times, the Central Government has focused on removing obstacles and difficulties and unlocking resources. Hanoi has a clearer understanding of development resources, including intellectual resources and human resources.

Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong added that in the process of drafting the congress documents, the Party Committee had directed the comparison and cross-checking of data with other capitals in the region and Asia, to clearly determine how Hanoi must strive and strive to be on par with them. Therefore, among the targets stated in the document, there are new targets, included for the first time, such as the happiness target.

Another difference and very new point is that this term, the City Party Committee immediately builds an action program, a work program to implement the Resolution and can issue it right after the Congress. This time, the City Party Committee only issues 2 work programs. Of which, the first program includes 62 tasks, projects, and plans focusing on building the Party and the political system. The second work program includes 122 tasks, projects, projects, and implementation plans, especially identifying 18 groups of works and projects that must be started and completed during the term with a total investment of about 5 million billion VND, of which the budget resources account for about 20%, the rest will be resources from society.

“This is a very important issue. When setting this goal, it means that Hanoi must be truly attractive. And the attractiveness must not only be domestic, but also international,” emphasized Nguyen Van Phong, Standing Deputy Secretary of the Hanoi Party Committee.

With a thousand-year tradition of civilization and heroism, the spirit of "Hanoi for the whole country, with the whole country", the 18th Congress of the Hanoi Party Committee is expected to be a Congress of "Solidarity - Democracy - Discipline - Breakthrough - Development". The correct and strategic decisions of the Congress will be the compass for the Party Committee, government and people of the Capital to join hands, unanimously, unleash all potentials, and realize the aspiration to build a prosperous, happy, civilized and modern Capital.

By 2030, Hanoi strives to be a "Cultured - Civilized - Modern" Capital, a green, smart city, a place where cultural quintessence converges, deeply integrated internationally, has high competitiveness, and has a development level on par with the capitals of developed countries in the region; is the center and driving force for the development of the Red River Delta and the Northern region, a growth pole with a leading role in the country's economy, with influence in the region; is a major economic and financial center; a leading center of culture, education and training, healthcare, science, technology and innovation; stable politics and society, a peaceful city, happy people. By 2045, Hanoi will be a globally connected city, with a high standard of living and quality of life, GRDP/person reaching over 36,000 USD as proposed in the draft documents of the Congress.
