The government will invest in 5 major fisheries centers.

The plan clearly states that fishing ports and storm shelters for fishing vessels are an important part of the fisheries infrastructure and socio -economic infrastructure, identified as one of the three strategic breakthroughs requiring investment to serve efficient fisheries exploitation, socio-economic development, and ensure social welfare, while improving the material and spiritual lives of the people.

The overall objective by 2030 is to develop a system of fishing ports and storm shelters for fishing vessels to complete and modernize the infrastructure of the fisheries sector, meet the needs of fisheries logistics services, ensure food safety and hygiene, reduce post-harvest losses, ensure the safety of fishing vessels and fishermen, promote socio-economic development; improve the efficiency of fisheries management, strengthen international integration; adapt to climate change, protect the environment and marine ecosystems, and contribute to national defense and security.

The specific target by 2030 is for the fishing port system to ensure the handling of 2.98 million tons of seafood per year (including 100% of harvested seafood and a portion of aquaculture production); to ensure effective fisheries management, meet traceability requirements for harvested seafood, and prevent illegal fishing activities.

The system of storm shelters for fishing vessels ensures the safe mooring of over 83,600 fishing vessels during storms.

According to the plan, all Type I fishing ports in major fishing centers will be built with complete, modern infrastructure, including synchronized, modern, and 100% mechanized cargo handling lines.

The government will also improve the system of fishing ports and storm shelters for fishing vessels in a modern direction on the islands, especially in the Truong Sa and Hoang Sa island districts, contributing to protecting the environment, marine ecosystems and ensuring national defense and security...

According to the plan, the period 2021-2030 will see investment in five large, integrated fisheries centers within the system of fishing ports, storm shelters for fishing vessels, infrastructure, and fisheries logistics services in coastal areas.
