The Farmers’ Association of Binh Phuoc Province has had many solutions to help farmers develop production, increase the number of well-off households, and reduce the number of poor households. Credit from the Bank for Social Policies and capital from the Farmers’ Support Fund have been and will play an important role in helping farmers escape poverty and become rich legitimately.


Improve family economy , develop local economy

Typically, in 2023, the Farmers Support Fund of Binh Phuoc province disbursed loans to 10 farming households in Tan Thanh commune, Bu Dop district, to implement the model of growing mulberry and raising silkworms. The amount of VND 500 million was disbursed to 10 households (VND 50 million/household) for a period of 36 months.

According to Mr. Huynh Phi Long - Chairman of Tan Thanh Commune Farmers' Association: "In the first year, after deducting investment costs, each household borrowing capital will earn a profit of 80 million VND/household. In the second year, it will be 220 million VND/household. And, in the third year, it will be 280 million VND/household. Total income, after 3 years of implementing the silkworm raising project, after deducting costs, each household earns an average profit of about 590 million VND.

Tan Thanh Commune is a border commune of Bu Dop District, with a natural area of ​​3,878.17 hectares. Of which, there are 2,745 hectares of agricultural land. This commune has strengths in cultivation and animal husbandry. Currently, the model of growing mulberry and raising silkworms for cocoons is being implemented very well by farmers in Tan Thanh Commune.

"Cocoon prices are stable for traders, consumer demand tends to increase. The model of growing mulberry and raising silkworms is highly feasible.

"The Farmers Support Fund's lending to farmers not only helps farmers escape poverty, but also contributes to developing household economies, creating jobs for many workers, contributing to socio-economic development, hunger eradication and poverty reduction in the locality," said Mr. Long.

For Mr. Ngo Van Anh (residing in Trung Loi quarter, Chon Thanh town), borrowing capital from the Social Policy Bank for a project to raise cows at home is equally feasible. In 2020, Mr. Anh borrowed 15 million VND from the Social Policy Bank of Chon Thanh town to buy 4 cows to raise.

He is diligent, working hard every day to raise and care for 4 cows; thanks to that, the 4 cows grow well, the raising work is favorable, the economy is stable. Within a year, Mr. Anh has repaid the principal and interest to the bank. In 2021, his family continued to borrow 45 million VND from the preferential program capital of the Town's Social Policy Bank.

With more resources, he boldly built more barns and invested in 6,000 square meters of land to raise cows. Up to now, the herd has reproduced, multiplied to 15 cows and is growing well. Mr. Anh's family's monthly income is stable, averaging 150 million VND/year.

Not only Mr. Ngo Van Anh's household, but dozens of households - especially poor and near-poor households in Chon Thanh town - have been "supported" by the Bank for Social Policies, given opportunities to develop production, escape poverty, and become rich legitimately...

Capital is the savior, Bank and Farmers' Association join hands

According to many farmers in Chon Thanh town, loans from the Social Policy Bank have preferential interest rates, simple procedures, and quick settlement. People also pay interest through the Savings and Loan Group, helping to reduce time and travel costs.

In addition to prioritizing loan capital, the Social Policy Bank always coordinates with the government and organizations of Chon Thanh town (including the Farmers' Association of Chon Thanh town) to regularly urge, inspect, and guide borrowers to use preferential capital effectively, develop the economy, and stabilize their lives.

Mrs. Thi Vai's family (living in Can Le hamlet, Loc Khanh commune, Loc Ninh district), due to the impact of the Covid-19 epidemic, has been unable to do business for several months. Mrs. Vai's husband and children do not have stable jobs.

Fortunately, Resolution 11 of the Government was issued. Resolution 11 advocates implementing the Socio-Economic Recovery and Development Program, lending capital to people to invest in production and livestock farming to develop the economy after the pandemic. In 2023, Ms. Thi Vai's family received a loan of 80 million VND from the district's Social Policy Bank. With this amount, Ms. Vai bought 6 cows to develop the family economy.

Thanks to this source of capital, her family has been able to ease their difficulties and their economy has gradually recovered. Up to now, the herd of cows has 8 cows and their life has gradually stabilized. Or like the family of Mrs. Pham Thi Thanh, who lives in the same hamlet as Mrs. Thi Vai, also received support from the People's Credit Fund with a loan of 50 million VND.

After borrowing money, Ms. Thanh bought fertilizer to take care of her rubber garden before the 2022 rainy season. Thanks to that, the rubber garden has grown rapidly and the harvest has been stable; Ms. Thanh's family has overcome difficulties after the Covid-19 pandemic.

Ms. Phan Thi Tam - Director of the Social Policy Bank of Loc Ninh district - said: "We believe that capital for lending to people is a way to help them overcome difficulties; and banks and support funds are a support for farmers. Therefore, we actively review policy subjects with capital needs, balance and arrange enough resources to meet them.

Propaganda and support interest rates of 2%/year in 2022 and 2023 for loans with lending interest rates above 6%/year at banks. At the same time, do a good job of checking before, during and after lending so that state resources reach the right beneficiaries.

In Dong Phu district, there are many farmers who, although they do not borrow much money. But the loan at the right time, to the right person, has become a lifeline to help them overcome difficulties and storms... For example, Ms. Ta Mong Dieu Thi Hanh (residing in Den Den hamlet, Tan Phu town, Dong Phu district) - said:

"I received a loan of 40 million VND from the Dong Phu District Social Policy Bank, from the job creation support fund, to invest in taking care of rubber trees. With the capital, I bought fertilizer and pesticides to take care of my family's 1 hectare of rubber. Thanks to the loan with preferential interest rates, my family has overcome difficulties and stabilized our lives after being affected by the Covid-19 pandemic." Not to mention, thanks to the above loan, Ms. Hanh did not have to borrow money at high interest rates from outside.

Ms. Nguyen Thi Thuy An in Loc Phu commune, Loc Ninh district is one of the households that have just escaped poverty and effectively used preferential loans. Unable to hide her joy, Ms. An confided: She was able to borrow 20 million VND for near-poor households in 2015 to invest in goat farming and pepper planting. In 2019, her family escaped poverty and paid the debt on time according to regulations.

However, deep down, An was always afraid; because after paying off the debt, there was not much capital left for reproduction. If unfortunately there was a risk in raising livestock, it was easy to fall back into poverty. At that time, An's family was considered for a loan from the program for newly escaped poverty households, with an amount of 40 million VND. With the capital, she renovated and expanded the goat barn. With the integrated economic model, raising livestock combined with growing pepper, the family had a stable income of more than 100 million VND/year.

Ms. Nguyen Thi Hoa - Head of the Savings and Loan Group of Den Den Hamlet, Tan Phu Town, Dong Phu District - said; "Currently, there are 47 members in the group who still have outstanding debts, with an amount of 2,727 million VND. Of which, the job creation support fund has the highest outstanding debt of nearly 1,500 million VND. Thanks to this fund, many unemployed farmers in the hamlet have been able to borrow capital to invest in production development, create jobs and increase family income."

Loan capital is evaluated by the Savings and Loan Group in a public, democratic, and appropriate manner, with the supervision of the Veterans Association of the town and the hamlet chief. Therefore, borrowers use the loan capital for the right purpose and effectively. Preferential credit capital also helps prevent and repel usury in the area.

Ms. Tran Thi Hong - Member of the Standing Committee, Director of the Farmers Support Fund, under the Farmers' Association of Binh Phuoc province - said: "As one of the four socio-political organizations (Farmers' Association, Women's Association, Veterans' Association and Youth Union) entrusted with the source of social credit capital, the Farmers' Association has coordinated with the Bank for Social Policies to perform well the entrusted lending work.

The Farmers' Association acts as a bridge, transferring preferential credit capital to poor households, near-poor households and other policy beneficiaries who need to borrow capital to develop production, increase income, improve life, and actively contribute to the economic development goals of the locality."
