Combating child marriage and consanguineous marriage.

In order to prevent the negative consequences of child marriage and consanguineous marriage, local authorities and socio-political organizations in the province have implemented many propaganda and mobilization measures to change people's perceptions.

After the merger, Ba Be commune has 33 villages, but 18 of them are in mountainous areas, with a multidimensional poverty rate exceeding 43%. Many ethnic minority groups live together in the commune, including the Mong and Dao people. To reduce child marriage and consanguineous marriage, the local authorities are intensifying propaganda and mobilization efforts through conferences, meetings, public address systems, and social media.

Comrade Duong Van Van, Chief of the Office of the People's Council and People's Committee of Ba Be Commune, shared: The main reason leading to child marriage is the limited awareness of some people in the highlands. Therefore, we have determined that propaganda and mobilization work must be carried out regularly and over the long term with the involvement of all levels and political and social organizations to gradually change people's thinking.

Con Minh commune currently has nearly 90% ethnic minority population. The local authorities have implemented numerous solutions, emphasizing the dissemination and education of laws to the people, leveraging the role of influential individuals, and utilizing digital connectivity to prevent child marriage and consanguineous marriage. Since the beginning of the year, Con Minh has not recorded any cases related to these issues.

Since the beginning of the year, the province has recorded 25 cases of child marriage and 3 cases of consanguineous marriage. To reduce and prevent this situation, not only are local authorities making efforts, but also relevant agencies and the entire political system are working together with various solutions.

The Department of Ethnic Minorities and Religions, in coordination with the Department of Health and the People's Committees of communes and wards, maintained 14 pilot models in 14 localities with high rates of child marriage in the northern communes; organized 6 training conferences to improve the capacity of commune-level legal communicators. They also compiled, printed, and distributed 13,000 leaflets promoting the reduction of child marriage and consanguineous marriage in ethnic minority and mountainous areas...

In addition, with 587 community communication groups, 232 "Community Trusted Addresses," and 111 "Leaders of Change" clubs established by the Women's Union at all levels in the province, significant contributions have been made to achieving gender equality and addressing urgent issues for women and children. The Department of Education and Training, the Provincial Police, the Department of Justice, the Department of Health, and the Youth Union have also actively participated, creating a strong impact in community communication.

During the period 2021-2025, the entire province organized 83 communication conferences on reducing child marriage and consanguineous marriage, attracting more than 8,800 delegates including leaders and officials working on ethnic affairs; police officers; leaders of commune and ward People's Committees; Youth Union officials; Party branch secretaries, village heads, neighborhood group leaders, heads of Fatherland Front committees, and groups of disadvantaged ethnic minorities. The content focused on disseminating information about the Law on Marriage and Family, the Law on Children, the Law on Gender Equality; legal regulations related to child marriage and consanguineous marriage; and the harmful effects of child marriage and consanguineous marriage on human health and life.
