In 2023, economic diplomacy has made new developments in a comprehensive, substantive and effective direction.
Partnerships continue to be expanded and the framework of relations with 30 strategic partners and comprehensive partners is consolidated, upgraded and enhanced.
Since the beginning of 2023, Vietnam has upgraded its Comprehensive Strategic Partnership with four key partners including China, the United States, Japan, and Australia.
In 2024, facing the complicated developments of the world economy, the Ministry of Foreign Affairs proposed 5 key tasks of economic diplomacy, including: Resolutely implementing the commitments and agreements that have been reached to maximize the enhancement, upgrading and expansion of relations with partners; accelerating the promotion of renewing traditional growth drivers and effectively exploiting new growth drivers; promoting international economic integration and linkages, enhancing the country's position, ensuring the highest national and ethnic interests, balance and harmony in international behavior; improving the acumen and quality of the Government's research, advisory and socio-economic management work; strongly innovating in coordinating the implementation of economic diplomacy and increasing investment in resources for implementing economic diplomacy.
Speaking at the conference, leaders of ministries, sectors, localities, Ambassadors, and Heads of Vietnamese representative agencies abroad recommended that the Government consider and have new policy mechanisms to attract large, breakthrough investment projects such as AI technology and green technology; speed up the process of handling administrative procedures on investment; and have policies to support Vietnamese enterprises to participate in international exhibitions and invest abroad.
Research and expand visa exemptions, increase flight frequency, especially during tourist season to attract foreign visitors. At the same time, promptly remove difficulties and obstacles in import and export activities; strengthen training, improve the quality of labor resources, and meet the high-quality labor needs of businesses.

However, in the context of the 4.0 industrial revolution and Vietnam's increasingly deep integration into the world economy, in order for the country's economy to develop further, ministries, branches, localities, Ambassadors, and Heads of Vietnam's representative agencies abroad need to continue to be persistent and steadfast in implementing the foreign policy of the Party and State.
Innovate thinking, promote the pioneering role of foreign affairs and the initiative of Ambassadors and Heads of Vietnamese representative agencies abroad in implementing economic diplomacy. Along with that, overcome the disruption of the global supply chain, improve product quality; promote the development of green economy, digital economy, build product brands, and sustainable exports.
Strengthen coordination between ministries, branches and localities; between enterprises and the State and people on the basis of sharing and ensuring harmony of interests between parties.
Prime Minister Pham Minh Chinh requested the Ministry of Foreign Affairs and the Ministry of Industry and Trade to continue advising the Government on perfecting diplomatic policies and promoting economic diplomacy in the direction of diversifying markets, products, and supply chains. Building Vietnamese diplomacy is to take people and businesses as the center of service to propose tasks and solutions for developing appropriate economic diplomacy for the coming period.
