Promote decentralization and delegation of power in draft laws and resolutions submitted to the National Assembly under the direction of the Prime Minister.

On July 7, Deputy Minister of Culture, Sports and Tourism Trinh Thi Thuy signed Document No. 3288/BVHTTDL-PC to send to heads of agencies and units under the Ministry on promoting decentralization and delegation of power in draft laws and resolutions submitted to the National Assembly under the direction of Prime Minister Pham Minh Chinh.

Accordingly, implementing the direction of Prime Minister Pham Minh Chinh in Official Dispatch No. 5791/VPCP-TCCV dated June 24, 2025 of the Government Office on promoting decentralization and delegation of power in draft laws and resolutions submitted to the National Assembly, the Ministry of Culture, Sports and Tourism requests heads of agencies and units under the Ministry to study and advise on decentralization, delegation of power, reduction of administrative procedures and digital transformation in draft laws and resolutions submitted to the National Assembly, focusing on the draft Law on Press (amended) submitted to the National Assembly for consideration and approval at the 10th session; the draft Law on amending and supplementing a number of articles of the Law on Publishing, the draft Law on amending and supplementing a number of articles of the Law on Physical Training and Sports, the Law on Tourism, the Law on Libraries, the Law on Cultural Heritage and other draft laws and resolutions (if any) expected to be developed and submitted to the National Assembly in 2026.

The Ministry of Culture, Sports and Tourism requests that heads of agencies and units, based on their assigned functions and tasks, strictly implement the above content.

In Official Dispatch No. 5791/VPCP-TCCV, it is stated that in order for draft laws and resolutions submitted to the National Assembly to ensure effectiveness and efficiency after being approved, Prime Minister Pham Minh Chinh requests: Deputy Prime Ministers assigned to be in charge of fields, Ministers, and Heads of ministerial-level agencies to focus on directing decentralization, delegation of authority, reduction of administrative procedures, and digital transformation in draft laws and resolutions submitted to the National Assembly.
