Promoting the implementation of Project 06 of the Government, towards building a digital government

Implementing the Government's Project 06 on developing population data applications, electronic identification and authentication to serve digital transformation in the 2022-2025 period, with a vision to 2030, the province synchronously deployed many solutions and mobilized the participation of the entire political system.

Identifying population data as the core foundation in building digital government, the Provincial People's Committee directed departments, branches and localities to focus on restructuring business processes, simplifying records and administrative procedures; enhancing the provision of online public services on the National Public Service Portal and the Provincial Public Service Information System. Along with simplifying processes, agencies and units in the province actively reviewed and shortened the time to process administrative procedures; promoted the reception and return of results via public postal services and online public service portals. The principle of "no requirement to re-declare existing information" was strictly implemented, contributing to reducing time and costs for people and businesses in the process of implementing administrative procedures.

The work of integrating and sharing data among sectors and levels in the province has been carried out synchronously and effectively. The information system for handling administrative procedures has been deployed uniformly and connected to 100% of state agencies from the provincial to the communal level, ensuring smooth connection. Project 06 working groups from the provincial to the grassroots level maintain regular meetings, monitor progress, promptly remove difficulties, contributing to accelerating administrative reform and the comprehensive digital transformation process at the local level.

During the implementation of Project 06, the Provincial Police force plays a core role, proactively coordinating with departments, branches and localities to review and update population data into the National Database; at the same time, guiding people to register and activate electronic identification accounts, using the VNeID application in performing administrative procedures. From April 21 to June 9, 2025, the Provincial Police will implement a 50-day peak plan to receive and activate electronic identification accounts for people. The goal is that from July 1, 2025, people will use identification accounts when performing public services according to the provisions of Decree No. 69/2024/ND-CP. This is an important task in the process of building e-government, digital government and digital society in Cao Bang . As of May 14, 2025, the province has received over 633,000 applications for chip-based citizen identification cards, activating over 318,000 electronic identification accounts, reaching 91.1% of the target. The use of identification accounts and VNeID applications is increasingly becoming an essential tool in electronic transactions, helping people access public services more quickly and conveniently.

The effectiveness of Project 06 is clearly demonstrated through application models in the fields of health, social security and digital finance, contributing to improving the quality of service to the people, especially in the fields of labor, meritorious people and social security. Currently, 100% of medical examination and treatment facilities in the area have deployed the model of using citizen identification cards and applying VNeID to replace paper health insurance cards. The rate of synchronization of personal identification numbers with the social insurance database reached 99.8%, with more than 1 million medical examination and treatment lookups using citizen identification cards at 184 medical facilities. This model helps reduce procedures, save time for patients and improve the management efficiency of medical facilities. The province promotes the model of paying social allowances without using cash, associated with providing social security accounts for people. As of May 14, 2025, the whole province had 1,017 social protection beneficiaries and meritorious people receiving monthly allowances through bank accounts. The payment rate through accounts reached 80.75%, with a total disbursed amount of more than 3.32 billion VND. The gradual transition from manual payments to non-cash payments not only helps reduce the burden on the administrative apparatus, increase transparency, but also promotes financial inclusion and contributes to building a digital economy in the locality.

In order to raise awareness and create consensus in the community, from April 15 to May 14, 2025, the Provincial Police coordinated with central and local press agencies to publish 12 news and propaganda articles on online public services and Project 06/CP. The communication content was also widely spread through the Provincial Police Electronic Information Portal and Cao Bang Security Television fanpage, attracting more than 176,700 accesses, 65,300 visits and nearly 110,000 followers, contributing to raising public awareness about the practical benefits of electronic identification and online public services. The province maximized the effectiveness of many diverse and flexible forms of communication such as television, radio, social networks to direct propaganda sessions in villages and residential groups to help bring information closer to people in both urban and remote areas.

With an increasingly complete data platform, an effectively operating digital public service system and positive consensus from the community, Cao Bang province is gradually realizing the goal of building a dynamic and modern digital government. This is an important driving force to promote administrative reform, modernize the civil service and improve the quality of service to the people.
