(gialai.gov.vn) - On the afternoon of September 24, in Hanoi, Prime Minister Pham Minh Chinh - Head of the Government's Steering Committee on science, technology, innovation, digital transformation and Project 06 chaired the 4th meeting of the Steering Committee. The meeting was connected online from the Government headquarters to 34 provinces and centrally-run cities. Also attending were Deputy Prime Minister Nguyen Chi Dung - Deputy Head of the Steering Committee; leaders of central ministries and branches. Attending the meeting at the Gia Lai province bridge were comrades: Pham Anh Tuan - Chairman of the Provincial People's Committee, Head of the Provincial People's Committee's Steering Committee on science, technology, innovation, administrative reform, digital transformation and Project 06; Lam Hai Giang - Vice Chairman of the Provincial People's Committee, Standing Deputy Head of the Provincial People's Committee's Steering Committee; Deputy Heads and members of the Steering Committee of the Provincial People's Committee.

According to the report of the Ministry of Science and Technology on the implementation of the Government's Action Program to implement Resolution 57-NQ/TW and the Conclusion Notice of the Central Steering Committee, in 2025, a total of 679 tasks were assigned to 56 agencies (including 22 ministries, ministerial-level agencies, and agencies directly under the Government, and 34 provinces and centrally-administered cities). As of September 23, 2025, 270 tasks had been completed; 382 tasks were in progress, and 27 tasks were overdue or behind schedule. Specifically, in the period from July 20, 2025 (after the 3rd meeting of the Government Steering Committee) to September 23, 2025, ministries, sectors, and localities were assigned 73 tasks, of which 50 have been completed.

Regarding the implementation of Plan No. 02-KH/BCĐTW of the Central Steering Committee, a total of 70 tasks were assigned to 56 ministries, sectors, and localities. As of September 23, 2025, 45 tasks had been completed. Between July 20, 2025, and September 23, 2025, ministries, sectors, and localities were assigned 12 tasks, of which 10 have been completed.

Regarding the implementation of the 16 criteria at the commune level, the monitoring and evaluation results in 34 localities generally show positive outcomes. As of September 23, 2025, most criteria have been completed at a high rate.

Regarding the implementation of Project 06, according to the Ministry of Public Security 's report, to date, ministries and agencies have reduced and simplified 1,027 out of 1,084 administrative procedures and citizen documents related to population management in 296 legal documents (reaching 95%) and 45 out of 108 procedures related to criminal record certificates (reaching 42%). At the same time, the decentralization of 490 out of 699 administrative procedures in 101 legal documents has been completed.

The rate of digitization of records and results of administrative procedures reached 39.27% ​​in ministries and agencies and 37.83% in localities. The National Public Service Portal has connected and integrated with 151 information systems and databases of agencies and units; 4,788 administrative procedures have been integrated and provided as online public services. Ministries and agencies have provided 58 out of 75 essential public services as required by Project 06. 30 out of 34 provinces and cities are implementing local Smart City Monitoring and Operating Centers (IOCs).

According to a report by the Ministry of Interior, the process of receiving and resolving administrative procedures under the two-tiered local government model is gradually stabilizing. Between July 1st, 2025 and September 10th, 2025, a total of over 6.6 million online applications were received in 34 localities, with a timely processing rate of 91%. Over 3 million online payment transactions were also conducted, totaling 1.7 trillion VND.

At the meeting, delegates focused on discussing, analyzing, and evaluating the achievements, identifying shortcomings, limitations, and obstacles that need to be addressed, and proposing solutions to promote the development of science, technology, innovation, digital transformation, and the effective implementation of Project 06 in the coming period.

Concluding the meeting, Prime Minister Pham Minh Chinh commended and acknowledged the efforts and achievements of ministries, sectors, and localities in implementing the tasks of national science and technology development, innovation, and digital transformation in the past period. The Prime Minister clearly stated the guiding principle for future action: “Accelerate breakthroughs; be proactive and effective; be timely and synchronized; ensure interconnectedness; ensure information security and benefit the people.”

Regarding key tasks for the coming period, the Prime Minister requested that unfulfilled goals be completed; completed goals must be improved for greater efficiency and quality; and administrative procedures must be streamlined through a digital environment. The government at all three levels, from central to local, must operate smoothly, synchronously, and efficiently.

The Prime Minister requested that the heads of ministries, sectors, and localities focus on decisively directing and prioritizing the timely and adequate allocation of resources to complete the tasks as directed by General Secretary To Lam, the Central Steering Committee, and the Government Steering Committee, ensuring progress and quality.

The Prime Minister requested that ministries, sectors, and localities focus on completing their respective databases no later than the fourth quarter of 2025, adhering to the principle of "accurate, complete, clean, and relevant," and ensuring unified use from the central to the local level. The goal is to perfect a transparent and development-oriented institutional framework to serve the people.

At the same time, it is necessary to effectively promote the role of working groups assisting the Government's Steering Committee in establishing working groups to supervise, guide, inspect, and summarize difficulties and obstacles arising during the implementation process, and promptly report to the Government and the Prime Minister for definitive resolution.

Strictly and effectively implement decentralization, delegation of power, and delineation of authority; operate the two-tiered local government system synchronously and efficiently. Simultaneously, comprehensively and synchronously implement the overall program for state administrative reform for the period 2021-2030. Complete the infrastructure for seamless, modern, and shared use, especially at the commune, ward, and special zone levels. Allocate sufficient human resources for the implementation of digital transformation; promote the "Digital Literacy Movement"; and ensure the security and safety of information and data at all times and in all places.
