Attending the working session on behalf of Gia Lai province were Mr. Duong Mah Tiep – Vice Chairman of the Provincial People's Committee; the Director and Deputy Directors of the Provincial Branch of the Vietnam Bank for Social Policies; members of the Provincial Steering Committee for the National Target Program; members of the Board of Representatives of the Provincial Bank for Social Policies; and representatives from relevant agencies, units, and localities.

According to the report on the implementation results of National Target Programs in Gia Lai province, as of November 27, 2025, the National Target Program for socio -economic development in ethnic minority and mountainous areas has implemented and disbursed VND 555.21 billion, reaching 35.4% of the plan. To date, the poverty rate among ethnic minority households compared to the total number of ethnic minority households has decreased by 5.6% compared to 2024; the percentage of communes with paved or concrete roads to the commune center has reached 100%; the percentage of households using the national power grid and other suitable legal power sources has reached 99.62%; the percentage of 5-year-old kindergarten students attending school has reached 100%; the percentage of ethnic minority people participating in health insurance has reached 85.2% (formerly Gia Lai), 68.43% (formerly Binh Dinh). The percentage of villages with community centers reached 97.8%; the percentage of working-age people receiving vocational training suitable to the needs and conditions of ethnic minorities reached 49.7%...
Regarding the National Target Program for Sustainable Poverty Reduction, the province is currently implementing and disbursing 134.48 billion VND, reaching 22.2% of the plan. According to the review results at the end of 2024, Gia Lai province has 28,369 poor households, accounting for 3.38%; 44,230 near-poor households, accounting for 5.27%; 23,262 poor households belonging to ethnic minorities, accounting for 12.95% of the total number of ethnic minority households; and 4,464 poor households in communes of former poor districts, accounting for 19.55%. The projected poverty reduction plan for 2025 is to reduce the number of poor households in the province to 18,965, representing a decrease of 1.14% per year compared to 2024. There are still 15,941 poor households among ethnic minorities, accounting for 8.72%, a decrease of 4.23% compared to 2024.

The head of the Department of Finance reported on the results of implementing national target programs in Gia Lai province.
Regarding the National Target Program for New Rural Development, the province has disbursed 486.34 billion VND, reaching 58.8% of the plan. To date, after review, 110 communes in the province have implemented the new rural development program. Of these: 47/110 communes meet the criteria for new rural development standards, achieving a rate of 42.7%; and 3/47 communes meet the criteria for advanced new rural development standards, achieving a rate of 6.4%.
During the meeting, Gia Lai province proposed several points, including: requesting the Government to promptly issue a Decision approving the investment policy for the next phase of the National Target Program; early allocation of annual capital, assigning capital plans at the beginning of the year so that localities can proactively develop plans, allocate and organize implementation; considering adjusting and increasing loan amounts, extending loan terms and adding some beneficiaries of social policy credit to align with the objectives of the National Target Programs…
The members of the working group also exchanged views and clarified several issues related to the disbursement progress, the results of implementing each National Target Program, and the difficulties and obstacles faced by localities in the implementation process.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Duong Mah Tiep expressed his gratitude to the delegation for visiting, inspecting, and monitoring the situation and results of the implementation of national target programs in the province. Regarding the contributions of the delegation at the meeting, Gia Lai province fully acknowledges and incorporates them, providing a basis for timely and coordinated implementation of tasks in the locality.

Deputy General Director of Vietnam Social Policy Bank Huynh Minh Thuan delivered the concluding remarks.
In his concluding remarks, Deputy General Director of the Vietnam Bank for Social Policies (VBSP) Huynh Minh Thuan acknowledged the achievements of Gia Lai province in implementing national target programs in the past period. Mr. Huynh Minh Thuan requested the Gia Lai Provincial Steering Committee for National Target Programs to review and finalize the report based on the feedback received during the meeting, so that the working group can compile and report to the Central Steering Committee. He also requested relevant agencies of ministries, sectors, and the VBSP to coordinate with Gia Lai province to review difficulties and obstacles and pay attention to the province's proposals and recommendations to promptly resolve issues during the implementation of national target programs.
The Deputy General Director of the Vietnam Social Policy Bank requested Gia Lai province to review the loan needs of people affected by storms and floods. Based on this, the working group will compile the information and coordinate with ministries, departments, and agencies to review, adjust, and supplement loan sources using contingency funds or propose to the Government to supplement capital to promptly support the people; prioritizing poor and near-poor households, ethnic minorities, remote areas, and disadvantaged regions.
