One of the common goals of the Agricultural Extension Development Strategy to 2030, with a vision to 2050, is to promote the application of information technology and digital transformation in agricultural extension; to build a professional and innovative agricultural extension system that meets the requirements of agricultural development, farmers, and rural areas.

On the morning of February 18th, Deputy Prime Minister Tran Hong Ha chaired a meeting to hear reports and provide feedback on the agricultural extension development strategy until 2030, with a vision to 2050 (Agricultural Extension Strategy).

The Deputy Prime Minister stated that the Agricultural Extension Strategy has sufficient political , legal, and practical basis, and is essential in the context of new tasks and new situations for agricultural economic activities.

The strategy needs to clearly define the perspective and position of current agricultural extension work, what it will inherit and what it will innovate; the scope of implementation; comprehensive, inclusive, and effective goals for agriculture, farmers, and rural areas; and especially, it must propose some core, vital, and breakthrough solutions for agricultural extension work, linked to specific tasks and projects; and innovate the model and methods of operation of the agricultural extension system to ensure efficiency and effectiveness.

The overall objective of the Strategy is to vigorously innovate the organizational structure and operation of agricultural extension, strengthen decentralization, ensure a streamlined, efficient, effective, and effective apparatus suitable for each type of production and locality; develop and improve the effectiveness of coordination between state-run agricultural extension and enterprise-run agricultural extension, community-run agricultural extension, and along the value chain; promote the application of information technology and digital transformation in agricultural extension; and build a professional and innovative agricultural extension system that meets the requirements of agricultural development, farmers, and rural areas.

By 2030, 90% of communes nationwide will have community agricultural extension organizations; over 50% of agricultural extension technical documents will be digitized, visualized, and updated on the national agricultural extension database; approximately 100,000 farmers will receive training, workshops, and technology transfer; and 70% of agricultural extension models and projects will be built and developed along sustainable production and consumption chains, bringing economic benefits and efficiency to participants and the community.

The Deputy Prime Minister emphasized the important role of agricultural extension for farmers in producing distinctive and diverse agricultural products, ensuring food security.

The strategy must be clear and coherent in defining the position, function, and tasks of agricultural extension work in order to contribute most effectively to the implementation of strategies and objectives related to agriculture, farmers, and rural areas.

Agricultural extension services must work with farmers to transform traditional production methods into organic, modern, and smart farming; connect production and trade chains; improve quality, productivity, and food safety; develop commodity zones and agricultural product brands to supply domestic and international markets with the highest quality; build models linked to the development strategies of each region, national agricultural products, agricultural tourism, and urban agriculture;…

In addition, the Agricultural Extension Strategy needs to include mechanisms and policies to mobilize agricultural schools and research institutes to participate in research, technology transfer, and human resource training for agricultural extension work, as well as for farmers; a risk prevention fund in agricultural production;…
