
Speaking at the opening of the conference, comrade Bui Van Thach - Deputy Chief of the Party Central Committee Office said that in the past time, Decision No. 27 dated August 10, 2021 of the Secretariat on the Program of applying information technology in the activities of Party agencies for the period 2021 - 2025 (referred to as Program 27) has always received attention from Party leaders and been implemented very early through the deployment of projects and programs of the Secretariat (such as Project 47, period 2001 - 2005; Project 06, period 2006 - 2012; Program 260, period 2015 - 2020); at the same time inheriting the results of the previous period.
After 3 years of implementing Program 27, the application of information technology in the activities of Party agencies has been promoted. Information systems and application software have been built, upgraded and put into use, enhancing connection and exchange of information and data on the network to ensure information safety and security, providing better and more effective support for staff work; information, serving the leadership, direction and operation of Party leadership agencies at all levels, contributing to innovation in leadership methods, working style and administrative reform in the Party.
The leadership and direction of information technology application has received great attention and focused implementation from the Central Party Office, central party agencies, provincial and municipal party committees.

Agencies and units have issued resolutions, projects, and programs on digital transformation in the activities of party agencies and mass organizations until 2025, with a vision to 2030; and plans for information technology application in the 2021-2025 period.
Agencies and units also approved investment policy reports for the 2021-2025 period and approved information technology application projects according to the Law on Public Investment. Develop regulations related to the field of information technology application to ensure information safety and security.
In particular, the Central Party Office has guided the development of a plan to implement Program 27; organized a Council to appraise plans of party agencies; appraised information technology projects and items of party agencies; issued and organized the implementation of regulations and instructions; organized information technology training; and inspected the application of information technology at party agencies.
On this occasion, delegates also discussed, analyzed, evaluated and highlighted existing problems and limitations; at the same time proposed many solutions to effectively implement Program 27 in the coming time.
