Speed ​​up renovation and reconstruction projects of old apartment buildings

(CLO) The Standing Committee of Nam Dinh Provincial Party Committee has just issued Official Dispatch No. 1613-CV/TU on the implementation of the Housing Law 2023, Decree No. 98/2024/ND-CP of the Government on accelerating projects to renovate and rebuild old apartment buildings, ensuring the safety of people's lives and property.

According to the Official Dispatch, dated September 16, 2024, the Ministry of Construction issued Document No. 5297/BXD-QLN on the implementation of the Housing Law 2023, Decree No. 98/2024/ND-CP of the Government on renovation and reconstruction of apartment buildings. To ensure the safety of life and property of people living in old state-owned apartment buildings in Nam Dinh city and promote projects to renovate and rebuild old apartment buildings; The Standing Committee of Nam Dinh Provincial Party Committee requests the Party Committee of the Provincial People's Committee to lead and direct:

Organize to thoroughly grasp and strictly implement the Housing Law No. 27/2023/QH15 of the National Assembly (effective from August 1, 2024); Directive No. 34-CT/TW, dated May 24, 2024 of the Central Party Secretariat on strengthening the Party's leadership over social housing development in the new situation; Decree No. 98/2024/ND-CP, dated July 25, 2024 of the Government detailing a number of articles of the Housing Law on renovation and reconstruction of apartment buildings; Plan No. 162-KH/TU, dated October 3, 2024 of the Central Party Committee's Standing Committee on implementing Directive No. 34-CT/TW.

Have a plan to promptly relocate people from old, dangerous, degraded apartment buildings that must be demolished according to regulations; arrange temporary accommodation for households that must be relocated to ensure the safety of people's lives and property; at the same time, organize training and widely disseminate information to all levels, sectors and people living in areas with old apartment buildings that need to be renovated and rebuilt to create consensus and widespread participation of the people, as a basis for quickly and conveniently implementing mechanisms and policies on renovation and reconstruction of apartment buildings according to the provisions of the Housing Law 2023 and Decree No. 98/2024/ND-CP of the Government.

Early implementation of the development and approval of plans for renovation and reconstruction of apartment buildings that must be demolished for renovation and reconstruction; at the same time, organize the development and approval of 1/500 scale planning of areas with apartment buildings that need to be renovated and reconstructed according to regulations to serve as a basis for accelerating the implementation of renovation and reconstruction projects of old apartment buildings according to the provisions of the 2023 Housing Law and Decree No. 98/2024/ND-CP of the Government.

Speed ​​up the implementation progress of the Bai Vien social housing project in My Xa ward, Nam Dinh city, ensuring compliance with current State laws and the time as directed by the Prime Minister.

The Provincial Party Standing Committee requested the Party Executive Committee of the Provincial People's Committee to promptly direct the implementation.

Previously, in April 2022, the People's Committee of Nam Dinh province issued Plan No. 38/KH-UBND on renovating old apartment buildings in the province. Accordingly, the locality will prioritize demolition to renovate and rebuild dangerous and severely damaged apartment buildings.

Accordingly, the renovation and reconstruction of old apartment buildings, phase 2021-2025 will invest in the construction of 1,200 houses, equivalent to about 72,000 m2 of floor space, to resettle owners who are renting in old apartment buildings in Nam Dinh City. Phase 2026-2030 will continue to organize detailed planning, appraisal and approval for the renovation and construction of the remaining 25 apartment buildings in the area.
