Speeding up site clearance - The "key" to disbursement

Public investment is determined to lead private investment, activating all resources for economic development. Identifying this as a key task, many localities are making efforts to promote project progress, finding solutions to remove bottlenecks to speed up disbursement in the coming months.

The Nhat Le 3 Bridge and National Coastal Road project passing through Quang Binh province is 86 km long. The total investment is 3,500 billion VND, of which the central budget is 2,700 billion VND. Currently, the project has been allocated 1,700 billion VND by the central government to be disbursed until the end of this year.

However, because of the speeding up of the construction progress, the province had already disbursed this capital by the end of last year. In order for the project to reach its goal of finishing 1 year earlier, the province is also proposing additional capital to continue implementing the remaining items. In projects with good disbursement progress like this, flexible policy mechanisms are needed to ensure smooth flow of public investment capital.

According to Mr. Vu Quang Chien, Deputy Director of the Quang Binh Province Traffic Construction Investment Project Management Board, all 8/8 bid packages have been simultaneously deployed to take advantage of the dry season, ensuring completion in 2025.

Up to this point, Quang Binh province has disbursed 22.6% of this year's public investment capital, higher than the national average. To complete the disbursement task as directed by the Prime Minister , the province has simultaneously implemented many solutions. Among them is assigning responsibility to heads of agencies, units and investors if disbursement is slow or low.

Considering cutting and transferring capital from projects with slow disbursement to projects with good disbursement progress to promote public investment disbursement is the spirit that has been directed by the Government and the Prime Minister over the past time. This will contribute to solving the situation of "projects waiting for capital" or "capital waiting for projects", avoiding budget waste and effectively contributing to the overall disbursement results of the whole country.
