In Hung Xuan 1 village, Xuan Giao commune (Bao Thang district), the local working group conducted a census and inventory of assets and crops of people within the clearance area of the railway line. According to the announced route, the entire two-story house of Mr. Nguyen Hong Thai's family is located in the heart of the route, so it is subject to relocation. Mr. Thai shared: "My family has lived here for decades, and this house was newly built from 2016 to present. However, because this is a national key project, my family fully supports the relocation, only hoping that the State will support adequate compensation for site clearance and be arranged for suitable resettlement."

Ms. Nguyen Thi Hoa, Head of Hung Xuan 1 Village, said: "Through the meetings, people all agree with the State's policy and at the same time hope that the work of statistics, counting, site clearance, and resettlement will be quickly implemented to stabilize their lives soon."

As the locality with the longest route passing through, the most affected households with 224 households having to relocate their houses, 413 households with assets on land affected, Bao Thang district has mobilized a team of experienced staff, who have carried out site clearance for many previous key projects (Noi Bai-Lao Cai Expressway, Pho Moi-Bao Ha Road, Lang Giang Bridge) to prepare all documents and papers and study related regulations so that the site clearance process of the Lao Cai- Hanoi -Hai Phong Railway Project ensures the best interests of the people according to current regulations. At the same time, thoroughly answer people's suggestions and questions related to site clearance policies.

Vice Chairman of Bao Thang District People's Committee Do Ba Hung said: "To keep up with the progress, each commune will be divided into 6 to 7 teams. Although the work pressure is very high, with the spirit of "running and lining up at the same time", the working teams work all day off with the determination to complete the site clearance this August."

PEAK 90 DAYS AND NIGHTS TO COMPLETE

The Lao Cai-Hanoi -Hai Phong railway project through Lao Cai province is approximately 66.1km long, passing through Lao Cai city and the districts of Bao Thang, Bao Yen, and Van Ban. The total land area to be recovered is 652 hectares, 774 households and 104 production facilities will be relocated.

According to the Lao Cai Provincial Department of Construction, in order to create consensus in site clearance, the planning of resettlement sites is being carried out one step ahead so that when compensation is completed, people will have land to build new houses and stabilize their accommodation. To date, Lao Cai has measured 63/66.1km; completed the counting of 387 households and 15 production facilities. Currently, 16 resettlement projects are being implemented in districts and cities with a total investment of 293 billion VND, along with four projects on site leveling and technical infrastructure to serve the relocation of production facilities with an investment of 995 billion VND.

In order to achieve the goal of starting the project on December 19, 2025, under the direction of the Prime Minister, the Provincial People's Committee has launched a peak emulation movement "90 days and nights to complete site clearance for the Lao Cai-Hanoi-Hai Phong Railway Project through Lao Cai province". This is a widely deployed emulation campaign from the province to districts, communes, and people and businesses where the project passes through and is affected.

Secretary of the Provincial Party Committee, Chairman of the Lao Cai Provincial People's Committee Trinh Xuan Truong said: "To successfully carry out this peak emulation period, we require relevant sectors and localities to organize and implement tasks in parallel, resolutely not to let later tasks wait for earlier tasks. Party committees at all levels must uphold their sense of responsibility, clearly identify project site clearance as an important political task in the direction and operation; have the highest determination, be proactive, creative, dare to think, dare to do for the benefit of the nation, people and Lao Cai province. Agencies, units and localities focus on quickly implementing the construction of resettlement areas, ensuring that people have new housing that is at least equal to or better than their old housing."
