Removing administrative boundary barriers

Along with the whole country, Tuyen Quang province has completed the organization and operation of the apparatus according to the two-level local government model. This is a breakthrough in the organization of the apparatus, laying a solid foundation for the implementation of "non-territorial" solutions in receiving and resolving administrative procedures throughout the province.

Previously, people who wanted to carry out administrative procedures often had to go to their place of residence or the locality where they registered their household registration, causing a lot of inconvenience, wasting time and travel costs, especially in mountainous, remote and isolated communes. Now, when implementing "non-boundary", people and businesses can go to any provincial or commune-level Public Administration Service Center to submit their documents, without being limited by their place of residence or specific administrative area.

Notably, the Provincial Police have proactively arranged 36 points to receive applications for ID cards and electronic identification accounts in communes and wards. Thanks to that, people can carry out this procedure right at the nearest place. Ms. Hoang Thi Nhung, Tat Nga village, Meo Vac commune shared: "I am very satisfied when I can carry out the ID card procedure right at the commune. I don't have to go far like before, saving time and still receiving thoughtful and quick instructions."

Step by step standardize process, improve service quality

In fact, the implementation of “non-territorial” procedures in handling administrative procedures in Tuyen Quang is also facing many challenges, especially in terms of technical infrastructure and human resources. After the arrangement of administrative units, some remote communes still lack high-speed internet connection, equipment for digitizing records, high-configuration computers, etc. The staff and civil servants working at the Public Administration Service Center at the commune level have uneven qualifications, and are limited in accessing and proficiently using online public service software, etc.

Along with that, the connection to use the National Public Service Portal, the only portal to receive online records of individuals and organizations in the province, also causes the transmission line to be overloaded at times, causing delays in handling administrative procedures for people. The telecommunications infrastructure in some highland villages still does not have strong enough 4G and 5G coverage for people to be able to register and look up procedures online.

On the other hand, the uneven level of education and limited information technology skills of the people are major barriers. Many people do not have a level 2 electronic identification account or do not know how to perform operations on the National Public Service Portal. Many households do not have smart devices (smartphones, computers), or if they do, they are not using them effectively, so they still have to go to the place to ask the staff for step-by-step instructions.

The important factor to accelerate the "non-territorial" handling of administrative procedures is to promptly develop a list and standardize the procedures for administrative procedures to be performed regardless of administrative boundaries under the authority of receiving and handling at all levels in the province. In response to that urgent requirement, the Tuyen Quang Provincial Public Administration Service Center has proactively completed the review and advised and submitted to the Chairman of the Provincial People's Committee to issue a list of 2,063 administrative procedures to be received and handled regardless of administrative boundaries within the province at 126 Provincial and Commune Public Administration Service Centers. This is the foundation for building an interconnected electronic process between communes and communes, between communes and provincial specialized agencies to improve the efficiency of receiving and handling records for people and businesses regardless of administrative boundaries.

To ensure the smooth operation of handling "non-territorial" administrative procedures, Tuyen Quang province has focused on perfecting the organization, arranging and assigning staff and civil servants to suitable positions at the Public Administration Service Centers at all levels. Along with human resources, technical infrastructure at the Public Administration Service Centers at the commune level is also being gradually invested with computer systems, scanners, automatic numbering machines; connecting and integrating the Provincial Administrative Procedure Handling Information System with the National Population Database, specialized databases serving the handling of administrative procedures, minimizing the use of paperwork, saving time for people and businesses.

Recently, the Provincial People's Committee has announced the hotline number of the Public Service Information Center 0219.1022 to receive and promptly respond to feedback and recommendations related to administrative procedures, helping people to be quickly supported in the process of transitioning to a 2-level local government organization model. Along with that, the Department of Natural Resources and Environment and the Provincial Youth Union also organized many working groups and volunteer teams to support people and the government in deploying public administrative services, implementing administrative procedures...

According to comrade Nguyen Duc Manh, Deputy Director of Tuyen Quang Provincial Public Administration Service Center: The Center has advised the Provincial People's Committee to plan to organize 5 training courses in the direction of "holding hands, showing work" for more than 450 cadres, civil servants, and public employees specializing in information technology, controlling administrative procedures and performing the task of receiving and handling administrative procedures at provincial-level professional agencies and commune-level People's Committees in the whole province. Thereby, in order to complete the establishment of electronic administrative procedure procedures, working procedures, improve the qualifications of cadres, civil servants, and public employees, as well as contribute to improving the quality of service for individuals and organizations, ensuring smoothness in handling administrative procedures after the merger.

In the coming time, Tuyen Quang province will continue to review and standardize the structure of the online public service provision process. The goal in 2025 is that 100% of administrative procedures will be eligible for full-process online public service provision; 100% of administrative procedures will be implemented without administrative boundaries. This is a substantial shift from a management administration to a service administration, taking the satisfaction of people and businesses as a measure of effectiveness.
