Possessing many advantages in terms of location, terrain, and water surface area, Van Don special economic zone is a locality with an area of NTTS largest province, in which marine farming area accounts for over 95% . Implementing the province's marine aquaculture planning, Van Don has 23,821 hectares of aquaculture (area within 3 nautical miles). is 12,385ha, from 3 to 6 nautical miles is 8,360ha, beyond 6 nautical miles is 3,075ha ; mollusk farming planning has 33 areas with an area of 6,722.72ha; 5 marine fish farming areas with an area of 727.4ha; 37 mollusk and marine fish farming areas with an area of 12,762.96ha and 16 mollusk and marine fish farming areas, experiential tourism with an area of 3,607.92ha).
As of July 1, the total number of aquaculture households in the 3-nautical mile sea area under the management authority of the special zone was 120. Currently, 108/120 households have been licensed, with a total sea area of 51.39 hectares, reaching a rate of 90%.
In addition, there are 120 organizations, enterprises and cooperatives operating in aquaculture in the area, with a total area of about 11,508 hectares under the authority of the Provincial People's Committee to assign and lease. Up to now, 2 cooperatives have been assigned sea areas with an area of 68.1 hectares (Trung Nam Aquaculture Cooperative 47.98 hectares; Thanh Tuan Aquaculture and Experiential Tourism Cooperative 20.15 hectares); 5 units have been granted licenses for aquaculture at sea with a total area of 1,961.5 hectares, including: Van Don Trading Company Limited, Manh Duc Aquaculture Trading and Service Cooperative, Trong Vinh Aquaculture Trading and Service Cooperative; Bao Anh Aquaculture and Aquaculture Service Cooperative; Thang Loi Aquaculture Cooperative (Bao Anh Aquaculture and Aquaculture Service Cooperative and Thang Loi Aquaculture Cooperative have completed the application for sea area assignment and submitted it to the Provincial Public Administration Service Center for appraisal of sea area lease according to regulations).
Mr. Ngo Quoc Vuong, Head of the Department of Agriculture and Environment of Van Don Special Zone, said: To complete the sea handover, the unit is currently focusing on reviewing and assessing the overall status, clearly identifying the area and location of marine farming facilities to have management measures in the coming time, especially for households that need to convert from coastal fishing to aquaculture. Continue to control the aquaculture situation of the people well. Do not let households that have not been allocated land and water for aquaculture to plant new breeds, do not let new farming facilities arise. For organizations, enterprises, and cooperatives If there is a need to transfer sea areas under the authority of the Provincial People's Committee , the unit will coordinate with the professional departments of the Department of Agriculture and Environment to monitor and urge the completion of licensing procedures and lease of sea areas for aquaculture according to regulations.
According to the report of the Department of Agriculture and Environment, up to now, the whole province has organized the allocation of sea areas for aquaculture. 1,298.67ha (total area of organizations and individuals with needs that have completed and are completing documents) reached 46.95%. In which, the authority of the Provincial People's Committee is 9 organizations with a total area of 911.41ha, reaching 39.20% (consulting 5 organizations with area) 61.97ha ); local authorities are 663/667 household, total area 455.86 hectares, reaching 99.1% .
To speed up the licensing process, especially for areas under the authority of the Provincial People's Committee, in the coming time, the Department of Agriculture and Environment will conduct field inspections of the boundaries and locations of the proposed licenses of 8 organizations requesting licenses and assigning sea areas for aquaculture; continue to work with each locality to provide professional guidance, clearly defining the timelines for completing each procedure, environmental content, licensing, and sea area assignment. Along with that, continue to closely follow the progress of requesting investment policies for 20 aquaculture projects using sea areas of over 50 hectares.
Accelerating the licensing process for marine aquaculture for households and cooperatives not only contributes to creating stable livelihoods for people, but also helps to gradually realize the strategy of developing the aquaculture industry towards high technology, value chains and associated with marine ecotourism. This also helps functional sectors to be more convenient in inspecting and supervising the use of marine areas to ensure compliance with regulations, without causing negative impacts on the environment and surrounding fishing communities.
