Possessing numerous advantages in terms of location, topography, and water surface area, the Van Don Special Economic Zone is a locality with a large area. NTTS the largest in the province, of which the area for marine farming accounts for over 95% . In accordance with the province's marine aquaculture planning, Van Don has 23,821 hectares of aquaculture area (within 3 nautical miles). The total area is 12,385 hectares, from 3 to 6 nautical miles is 8,360 hectares, and beyond 6 nautical miles is 3,075 hectares ; the mollusk farming plan includes 33 zones with an area of 6,722.72 hectares; 5 marine fish farming zones with an area of 727.4 hectares; 37 zones for mollusk and marine fish farming with an area of 12,762.96 hectares; and 16 zones for mollusk, marine fish farming, and experiential tourism with an area of 3,607.92 hectares).
As of July 1st, the total number of aquaculture households within the 3-nautical-mile zone under the management authority of the special economic zone is 120. Currently, 108 out of 120 households have been licensed and allocated sea areas totaling 51.39 hectares, achieving a rate of 90%.
In addition, there are 120 organizations, businesses, and cooperatives engaged in aquaculture activities in the province, covering a total area of approximately 11,508 hectares under the authority of the Provincial People's Committee for allocation and leasing. To date, two cooperatives have been allocated sea areas totaling 68.1 hectares (Trung Nam Aquaculture Cooperative: 47.98 hectares; Thanh Tuan Aquaculture and Experiential Tourism Cooperative: 20.15 hectares); and five units have been granted licenses for marine aquaculture with a total area of 1,961.5 hectares, including: Van Don Trading Company Limited, Manh Duc Aquaculture Trade and Service Cooperative, Trong Vinh Aquaculture Trade and Service Cooperative; Bao Anh Aquaculture and Service Cooperative; and Thang Loi Aquaculture Cooperative (Bao Anh Aquaculture and Service Cooperative and Thang Loi Aquaculture Cooperative have completed their applications for sea area allocation and submitted them to the Provincial Public Administration Service Center for assessment and leasing of sea areas according to regulations).
Mr. Ngo Quoc Vuong, Head of the Agriculture and Environment Department of Van Don Special Economic Zone, said: To complete the handover of land and water areas, the unit is currently focusing on reviewing and comprehensively assessing the current situation, clearly identifying the area and location of aquaculture facilities to implement management measures in the future, especially for households wishing to switch from coastal fishing to aquaculture. We will continue to closely monitor the aquaculture activities of the people. We will prevent households that have not yet been allocated land and water areas for aquaculture from starting new farming operations, and prevent the emergence of new aquaculture facilities. This applies to organizations, businesses, and cooperatives. If there is a need to allocate sea areas under the jurisdiction of the Provincial People's Committee , the unit will coordinate with the professional departments of the Department of Agriculture and Environment to monitor and expedite the completion of licensing procedures and lease applications for aquaculture sea areas in accordance with regulations.
According to a report from the Department of Agriculture and Environment, the entire province has so far allocated sea areas for aquaculture. 1,298.67 hectares (total area where organizations and individuals have submitted or are currently submitting applications) has reached 46.95%. Of these, the Provincial People's Committee has jurisdiction over 9 organizations with a total area. 911.41 hectares, reaching 39.20% (Currently seeking opinions from 5 organizations regarding the area) 61.97 hectares ); the authority of the local governments is 663/667 household, total area 455.86 hectares, reaching 99.1% .
To expedite the licensing process, especially for areas under the jurisdiction of the Provincial People's Committee, the Department of Agriculture and Environment will conduct on-site inspections of the boundaries and locations proposed for licenses by 8 organizations requesting permits and allocation of sea areas for aquaculture; continue working with each locality to provide professional guidance and support, clearly defining timelines for completing each procedure and content related to environment, licensing, and allocation of sea areas. Simultaneously, it will continue to closely monitor the progress of obtaining investment approval for 20 aquaculture projects using sea areas exceeding 50 hectares.
Expediting the licensing process for marine aquaculture for households and cooperatives not only contributes to creating stable livelihoods for the people but also helps to gradually realize the strategy of developing the fisheries sector towards high technology, value chains, and integration with marine ecotourism. This also makes it easier for relevant agencies to inspect and monitor the use of marine areas to ensure compliance with regulations and avoid negative impacts on the environment and surrounding fishing communities.
