Speed ​​up the arrangement and processing of national defense houses and land

On the morning of November 21, in Hanoi, Steering Committee 167/Ministry of National Defense held a conference to accelerate the implementation of Decree No. 03/2025/ND-CP dated January 1, 2025 of the Government on rearranging and handling public assets such as defense houses and land in direct and online forms to 20 points in the entire army.

After the Government issued Decree No. 03/2025/ND-CP regulating the rearrangement and handling of public assets such as houses and land, replacing Decree No. 167/2017/ND-CP and Decree No. 67/2021/ND-CP, the Barracks Department directly issued seven documents guiding the implementation and urging the acceleration of progress throughout the army.

Steering Committee 167/ Ministry of National Defense worked with Steering Committee 167 of Military Regions 1, 3, 5, 7, 9; Military Commands of Thai Nguyen, Hung Yen, Quang Ngai, Tay Ninh, Ca Mau, An Giang provinces and units stationed in the area; issued 5 documents to urge, guide, and unify a number of contents to implement the rearrangement and handling of public assets such as defense houses and land and coordinate to resolve difficulties and problems.

Major General Ha Nhu Loi, Deputy Director of the General Department of Logistics and Technology, Deputy Head of the Standing Committee of Steering Committee 167 of the Ministry of National Defense chaired the conference.

According to Decision No. 47/QD-TTg dated May 9, 2025 of the Prime Minister approving the National Defense Land Planning for the 2021-2030 period, with a vision to 2050, the entire army manages a total of 12,796 housing and land facilities.

There are 19 plans in 19 provinces and cities submitted by Military Regions to the Ministry of National Defense for approval, with a total of 2,133 facilities and a total land area of ​​21,273 hectares; the number of submitted plans reached 19/34, equal to 55.88% of the plan.

The remaining 15 plans in 15 provinces have not yet been approved by the Military Regions and the Hanoi Capital Command, with a total of 4,786 facilities and a total land area of ​​58,071 hectares, accounting for 44.12% of the plan.

The total number of family areas currently managed by the entire army includes 352 areas, with an area of ​​about 722.3 hectares, with 30,241 households, managed by 31 agencies and units under the Ministry of National Defense. Of which, there are 313 areas, with an area of ​​550.5 hectares and 26,557 households, that meet the conditions for handover and do not have to rearrange or handle public assets such as houses and land according to Point b, Clause 3, Article 3 of Decree No. 03/2025/ND-CP. There are 21 areas, with an area of ​​60.5 hectares and 1,998 households, that must be rearranged and handled public assets such as houses and land according to Point a, Clause 1, Article 13 of Decree No. 03/2025/ND-CP. Not meeting the handover conditions according to Clause 1, Article 15 of Decree No. 03/2025/ND-CP are 18 areas, with an area of ​​111.4 hectares and 1,686 households.

At the conference, agencies and units reported on the implementation results of Decree No. 3 of the Government and pointed out difficulties and obstacles in the implementation process. Representatives of the Barracks Department answered and clarified the issues that needed to be resolved.

Concluding the conference, Major General Ha Nhu Loi highly appreciated the sense of responsibility and the enthusiastic contributions of the units. At the same time, he requested the agencies and units to complete the review, arrangement and handling of national defense houses and land on schedule; urgently complete the dossier, fully summarize the remaining plans according to the prescribed time frame; proactively coordinate closely with localities, promptly report and propose solutions to remove difficulties and problems that arise. Absolutely do not let the backlog last for a long time, affecting the effectiveness of task implementation.
