According to the report of the Traffic Construction Investment Management Board of Tuyen Quang Province (the project investor), the entire route has handed over 69.68/69.7 km, reaching 99.98% of the site to the contractor. However, there are still 30 households with land issues that need to be focused on and resolved to hand over to the contractor for construction.
As of August 25, the total construction value of the project reached VND 2,035,165 billion, reaching more than 43% of the contract value. Resettlement land has been allocated to 471/479 households in 24 resettlement areas, the resettlement areas have basically completed the technical infrastructure system...
Heavy rain greatly affects project progress
In package 20, the section from Km 23-Km 43 constructed by SIB Trading and Service Company Limited, the work volume has only reached 38% of the contract. The main reason is that due to heavy rain, the unit cannot carry out the earth filling, while there is still a shortage of about 80,000-90,000 m3 of earth filling.
Mr. Tran Huy Nam, Deputy Site Commander, said that in the past two months, the unit has only been able to construct for about 10 days each month due to unfavorable weather. Currently, the unit has mobilized 11 excavators, 12 rollers, six bulldozers, along with 74 officers, technicians, operators and workers; taking advantage of favorable weather to continuously construct from early morning until 11 pm. For the remaining volume of soil, the unit has been provided with a quarry in Khuon Then village, Hung Duc commune, ensuring enough volume to meet the construction schedule. "We are committed to continuing to mobilize more machinery, equipment and workers, and at the same time develop a plan to organize urgent construction when the weather is favorable to ensure the project's progress," Mr. Tran Huy Nam emphasized.
In package No. 19, the section from Km 10+415 to Km 23+00 constructed by Truong Son Construction Corporation, the unit mobilized nearly 120 machines, equipment, and vehicles of all kinds such as excavators, rollers, bulldozers, trucks, and more than 50 workers, divided into five construction teams to speed up the project's progress.
Mr. Nguyen Thanh My, Deputy Site Manager, said that the work volume has reached more than 80%. However, there are still difficulties because two households have not yet handed over the site due to disputes. The unit is closely coordinating with local authorities and investors to promptly resolve difficulties and create favorable conditions for construction. “In favorable weather conditions, without rain, we organize construction in “3 shifts, 4 teams”, working from 4:30 am to nearly 12 pm. Even during holidays, the unit mobilizes all machinery and human resources, and works throughout the holidays to ensure the committed progress,” Mr. Nguyen Thanh My affirmed.
According to the Management Board of Construction Package 24, the package has organized 22 construction teams with 65 machines and equipment, more than 200 officers, engineers and workers to organize construction at all 20 bridge construction sites that have been handed over. The main construction items that the unit is implementing are: Completed 547/571 bored piles, has been and is implementing 74/81 piers, completed casting 256/391 beams of all kinds, and completed 19/57 bridge spans. It is expected that in September 2025, the QL37 overpass, Ngoi La bridge, Km 48 bridge, Duc Ninh bridge, Ngoi Lu bridge, Ham Yen bridge, Bach Xa intersection overpass, etc. will be completed.
Mr. Le Duc Tranh, Director of the Management Board of Construction Package 24, Deo Ca Group, said: The investor has handed over 100% of the site to the construction unit. However, the recent heavy rain has affected the project's construction progress, especially in early July, floodwaters from upstream have also caused difficulties for the construction process. As soon as the water receded, the Management Board of the Package directly worked with the contractors, developed a detailed progress plan and urged implementation, organized weekly progress checks and proposed timely solutions to ensure the proposed plan.
Construction "3 shifts, 4 crews" urgently compensates for progress
According to Mr. Nguyen Thien Tuyen, Director of the Provincial Traffic Construction Investment Project Management Board, since April, heavy rains have been occurring in the province, causing many packages to be unable to excavate and fill roadbeds, greatly affecting the progress and failing to meet the set plan. With the determination to complete the entire project in 2025 in accordance with the direction of the Prime Minister , the project investor has strengthened coordination with the sectors and People's Committees of the communes where the project passes through, resolving difficulties and problems. Along with that, the contractor has been directed to focus resources and implement construction in "3 shifts, 4 shifts" to make up for the slow progress due to recent unfavorable weather and problems with site clearance.
To ensure progress, in the coming time, the project investor will resolutely direct contractors to focus all resources to complete the 64.5 km construction before December 19 with the following main milestones: Roadbed, underpass, culverts and works on the route completed before September 30; foundation, asphalt concrete road surface completed before November 30; traffic safety system, lighting and auxiliary items completed before December 15...
At the working session to inspect and review the obstacles and difficulties of key transport projects held on August 24, Deputy Prime Minister Bui Thanh Son emphasized that the volume of construction of projects, including the Tuyen Quang-Ha Giang expressway project, from now until the end of the year is very large. He requested the province to renew its thinking, promote the strength of the entire political system, uphold the responsibility of the heads of Party committees and authorities, focus on drastic direction, and take focused and key actions. Increase equipment and human resources to complete the project by December 19, 2025. The construction must ensure technical and aesthetic standards, meeting the requirements of sustainable development. Regarding the implementation of phase 2 of the project, Tuyen Quang province needs to urgently carry out procedures, not to affect the progress of phase 1.
