On September 30, 2024, the Government issued Decree No. 119/2024 on electronic payments in road traffic. According to the Ministry of Construction , this Decree provides many new regulations to improve the efficiency of the non-stop electronic toll collection system, diversify payment methods, facilitate vehicle owners, increase competitiveness for service providers, and at the same time be consistent with the current policy of cashless payments.
The Ministry of Construction also cited the conclusion of General Secretary To Lam - Head of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation at the second meeting; Action Program issued by the Government to implement Resolution No. 57 (dated December 22, 2024 of the Politburo ) on breakthroughs in science, technology, innovation and national digital transformation.
In order to implement the above instructions, the Ministry of Construction requests the People's Committees of provinces and cities to urgently direct the implementation of non-stop toll collection at bus stations and urban parking lots according to the provisions of Decree 119/2024. At the same time, localities need to evaluate the implementation effectiveness, serving traffic management and promoting urban civilization.
Provinces and cities need to periodically report on the implementation status, difficulties and problems before the 25th of each month; report on the summary and evaluation of effectiveness before November 30, 2025.
The non-stop electronic toll collection system has been applied at national highway and expressway toll stations since 2015, with more than 6.7 million vehicles having been tagged. This is considered an important premise for expanding the smart payment model to the urban transport sector.
In 2025, the Ministry of Construction will continue to implement the non-stop toll collection model at bus stations and parking lots in the inner city - an area that still has many shortcomings in management and payment.
The Ministry will also complete a system of technical standards and synchronous regulations to connect urban transport systems, beltways and highways, towards forming a nationwide smart transport network.
