(Baoquangngai.vn) - Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation Dang Ngoc Huy requested members of the Steering Committee to focus on implementing tasks to speed up the construction progress of key projects; ensuring that the province's public investment disbursement achieves good results right from the beginning of the year.

On the morning of February 10, Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation Dang Ngoc Huy, Head of the Steering Committee of the Standing Committee of the Quang Ngai Provincial Party Committee to implement key projects in the province, period 2024 - 2025 (Steering Committee) chaired the 6th meeting of the Steering Committee to listen to the report on the implementation of the projects.
Attending the meeting were Permanent Vice Chairman of the Provincial People's Committee Tran Hoang Tuan, Deputy Head of the Steering Committee and members of the Steering Committee; leaders of a number of departments, branches and localities.

At the meeting, the Management Board of Investment and Construction Projects of Traffic Works of the province and localities reported on the implementation of key projects of the province and the country, including: Compensation and resettlement sub-project of the Quang Ngai - Hoai Nhon expressway component project, section through Quang Ngai province; Hoang Sa - Doc Soi road; the entire Dung Quat - Sa Huynh coastal road.

In recent times, the Provincial Party Committee and the Provincial People's Committee have regularly focused on leadership and direction; relevant localities, departments and branches have also been resolute and responsible in implementing key and important projects. However, up to this point, most projects have been implemented slower than planned. One of the reasons is that the province has not yet issued a land use plan; the work of determining land prices, making plans for compensation, site clearance and resettlement has encountered many difficulties and obstacles.
Concluding the meeting, Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation Dang Ngoc Huy emphasized that on February 5, 2025, the Government issued Resolution No. 25 on growth targets, requiring sectors, fields and localities to ensure the overall growth rate for the whole country. To realize this goal, one of the key tasks is to accelerate the disbursement of public investment capital; in which, the implementation of key national and provincial projects plays an important role.

In order to achieve the target of the province's public investment disbursement rate in 2025 according to the national average, at least 95% as required by the Prime Minister, it is requested that the Provincial Traffic Construction Investment Project Management Board and the Provincial People's Committee Office coordinate to assign the progress of completing the land use plan, determining the price of residential land and agricultural land of each locality and unit. From there, issue a specific plan, unify in deployment and implementation.
Propose that the Provincial People's Committee promptly amend Decision 32/2024/QD-UBND dated October 14, 2024, promulgating detailed regulations on a number of contents on compensation, support and resettlement when the State acquires land applicable in Quang Ngai province in accordance with reality for localities to deploy and implement.
For the adjustment of district-level land use plans, localities need to base on the provincial planning to complete procedures and land use plan dossiers to send to the Department of Natural Resources and Environment for appraisal; the People's Committee will submit to the People's Council for promulgation. Localities need to determine the price of residential land and agricultural land to be at least equal to the provincial level and complete the determination of land prices in February 2025.
“Immediately after the meeting, departments, branches and localities resolutely implemented assigned tasks to contribute to the good disbursement of public investment capital of the province in 2025 right from the beginning of the year,” emphasized Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation Dang Ngoc Huy.
