The service sector experienced slow growth due to the impact of global military tensions, a sharp decline in seafood export orders, high input material prices causing difficulties for businesses, and reduced consumer purchasing power.
In addition, leadership and guidance in some sectors and localities have at times lacked decisiveness; coordination between units has not been tight; and the exploitation of growth potential, administrative reform, and improvement of the investment and business environment have not achieved the expected results.

At the meeting, delegates frankly exchanged and analyzed the difficulties, shortcomings, and limitations affecting the province's GRDP growth rate. Many opinions focused on clarifying issues such as unstable agricultural production, difficulties in seafood exports, slow disbursement of public investment capital, and the failure of some key projects to meet requirements.
Director of the Provincial Department of Agriculture and Environment, To Hoai Phuong, stated that he requested a clear assignment of responsibilities among the units.
Delegates also proposed numerous solutions to promote growth in the coming period, such as strengthening support for businesses to access markets, removing difficulties related to capital and administrative procedures; boosting investment and trade promotion; improving coordination among sectors and localities; and focusing on effectively exploiting the potential and advantages in the province's key economic sectors.
For the second quarter of 2026, Ca Mau province will focus on removing obstacles to production and business; accelerating the disbursement of public investment capital; promoting key projects; strengthening trade promotion and expanding seafood export markets; and supporting businesses in recovering production.
Director of the Department of Finance Huynh Cong Quan reported on the GRDP growth situation in the first quarter and analyzed the factors affecting the growth results.
The province has also identified key areas for development with high growth potential, such as aquaculture and seafood processing, renewable energy, trade and services, and tourism; promoting administrative reform, improving the investment environment, and enhancing the accountability of leaders in achieving GRDP growth targets.
The target for GRDP growth in 2026 is a particularly important political task, requiring high determination, decisive action, and synchronization from the entire political system. Therefore, it is required that departments, sectors, and localities carefully review each indicator and each field; clearly identify the causes, limitations, and growth potential; strengthen the accountability of leaders; and proactively coordinate to resolve difficulties for businesses and investors. At the same time, it is necessary to accelerate the progress of key projects; speed up the disbursement of public investment capital; focus on administrative reform and improve the quality of services for citizens and businesses; and regularly monitor and evaluate implementation results to promptly adjust solutions accordingly, striving to achieve the set GRDP growth target.
