According to the Russian delegate, most of Vietnam's national monuments and special national monuments are architectural works with construction materials such as wood and mortar. Over many years, with the impact of climate, time, war and even humans, most of them have degraded and need to be restored and embellished.
However, not all national monuments and special national monuments need restoration and renovation, especially archaeological monuments.
Moreover, over the past years, the Ministry of Culture, Sports and Tourism and localities have paid great attention to the restoration and embellishment of relics, so many national and special national relics have been restored and embellished.
Especially in the period of 2012 - 2015, we have the National Target Program on Culture with specific goals: Support, restore, and embellish the whole of about 300 relics and relic sites recognized as national relics and especially important national relics; support against degradation, and urgent restoration for 1,200 to 1,500 national relics.
The National Target Program for Cultural Development for the 2016-2020 period has implemented measures to prevent degradation, restore relics, and support urgent restoration of 400 relics that have been ranked as national relics and especially important national relics. After that, localities and the Ministry of Culture, Sports and Tourism still annually allocate resources to restore and embellish the relics.
Thus, currently not all national monuments and special national monuments need restoration and embellishment, so if we set a goal of having 100% of special national monuments and 80% of national monuments restored and embellished by 2035, it will easily lead to two concerns.
First of all, such thorough restoration and embellishment can lead to the restoration of relics that do not need to be restored, and the "benefits do not outweigh the harms" in that sometimes the restoration and embellishment can be turned into "renewal". relics as they once were.
Furthermore, Ms. Nga assessed that the allocation of resources like that is very spread out, not focused, so I propose to only give the figure of 100% and 80% of national relics and special national relics that have degraded and need to be restored and embellished will be restored and embellished.
Localities are responsible for reviewing national relics and special national relics, reporting on their current status and proposing restoration and embellishment plans.

The people who made the program understood and set such a goal. But if you read through 95% and multiply it by the current data of 133 special national monuments, the number of nearly 100 monuments that need upgrading is not right," Mr. Hung said.
Therefore, to avoid misunderstandings, the Minister of Culture said that he will immediately accept and correct, write down the number of degraded relics to do, not include the target of 95% as in the draft.
