Following Uncle Ho's footsteps

From 1946 to 1960, Uncle Ho visited Ninh Binh 5 times. On January 13, 1946, President Ho Chi Minh visited Bishop Le Huu Tu and the cadres and people of Phat Diem town, Kim Son district. On February 10, 1947, he attended and chaired the Landlord Conference of Ninh Binh province organized by the Ministry of Agriculture in Sao Thuong village, Lang Phong commune, Nho Quan district. On March 15, 1959, he inspected and encouraged drought prevention work in Khanh Cu commune, Yen Khanh district. On October 18, 1959, he attended and directed the Winter-Spring Crop Production Conference of 1959-1960. On July 20, 1960, he visited Dong Giao State Farm. Each place name, each countryside in the historical land of the ancient capital, where he set foot, all bear unforgettable memories, kind greetings, profound lessons, full of noble humanity, which are respected, cherished and preserved by the Party Committee, government and people of Ninh Binh through generations.

Of the 5 times Uncle Ho visited, the occasion when he attended and directed the "1959-1960 Winter-Spring Crop Production Conference" organized by the Provincial Party Committee and Provincial Administrative Committee on October 18, 1959 was a historical event of special significance. Over the past 65 years, the Party Committee, government and people of Ninh Binh have always remembered the image of President Ho Chi Minh, very close, simple, and caring, talking to more than 1,300 delegates attending the Conference. Uncle pointed out and summarized 8 interconnected steps that needed to be implemented to ensure the winter-spring crop achieved outstanding success. Uncle believed that the 1959-1960 winter-spring crop in Ninh Binh would be successful. At the same time, President Ho Chi Minh also reminded and encouraged cadres, party members and people of Ninh Binh to "unite the entire people, unite within and outside the Party, unite religions... Unite closely to compete to increase production and practice thrift, compete to build socialism and fight to unify the country".

One of the people who had the honor of meeting Uncle Ho in person when he came to inspect and encourage the drought prevention work in Khanh Cu commune, Yen Khanh district in March 1959 was Mrs. Pham Thi Hanh in Yen Cu 4 village. She is now 96 years old, her memory is no longer clear, but when talking about Uncle Ho, the memories of meeting him, her emotions are still intact as they were when she was a 20-year-old girl. Mrs. Hanh choked up: "I was very happy, very moved, Uncle Ho was simple, friendly and loved the people very much. I am extremely proud to have seen him in person, very close to me. Telling stories about that day, I can't finish telling them until tomorrow..." Mr. Nguyen Quang Dai, Head of Yen Cu 4 village, Khanh Cu commune, supported Mrs. Hanh: According to the elders in the village, on March 15, 1959, when they heard that Uncle Ho was coming to visit, early in the morning, people poured into Cham field in large numbers. Uncle Ho rolled up his pants, waded through the fields, kindly visited, encouraged and motivated farmers to enthusiastically do irrigation, fight drought and save the winter-spring rice crop. He advised the people to "try to do irrigation to get water to save tens of thousands of hectares of rice and plow the remaining area". He also awarded the leaders of Khanh Cu commune 5 badges to reward individuals with outstanding drought-fighting achievements.

Each of his instructions has become a guideline for the actions of generations of cadres and people of Khanh Cu commune over the past 65 years. Khanh Cu today has changed its appearance, rising strongly with a new look thanks to its own internal strength and the dynamism and creativity of the Party Committee, government and people here. But in everyone's heart, the image of leader Ho Chi Minh is engraved, his teachings always echo "the sound of the past and the sound of the future". Taking me to visit the Ho Chi Minh Temple in the commune, comrade Nguyen Van Nghi, Secretary of the Party Committee of the commune proudly said: This is where every Khanh Cu resident remembers Uncle Ho, reports to Uncle Ho on holidays, Tet or Uncle Ho's birthday, National Day... Every time we come here to burn incense, we "self-reflect, self-correct", study and follow Uncle Ho's words, uphold the spirit of responsibility, effort, determination, and unite to build our homeland to develop more and more as Uncle Ho wished during his lifetime.

Remembering Uncle Ho, so that his words will resonate for thousands of years, Ninh Binh continues to innovate its leadership and direction methods and styles in a comprehensive, proactive, in-depth, scientific, creative, focused, courageous, persistent and resolute manner. Selecting fundamental and core tasks and solutions, removing bottlenecks to more effectively implement the 3 breakthroughs and 6 key work programs that have been identified. Focusing on leading and directing the work of building and rectifying the Party and the political system to be clean, strong, comprehensive and effective in terms of politics, ideology, ethics, organization and cadres. Continue to effectively implement Conclusion No. 21-KL/TW, dated October 25, 2021 of the Central Executive Committee on promoting Party building and rectification and the political system in conjunction with implementing Conclusion No. 01-KL/TW, dated May 18, 2021 of the Politburo on continuing to "promote studying and following Ho Chi Minh's ideology, morality and lifestyle", regulations on exemplary responsibility and the annual working theme of the Provincial Party Committee. Improve the effectiveness and efficiency of management and administration of authorities at all levels with the motto "Government accompanies, is receptive, listens, and removes difficulties and obstacles for businesses". Promote administrative reform, especially administrative procedure reform; improve the responsibility of leaders and the quality of public service performance of cadres, civil servants and public employees, gradually overcoming the phenomenon of shirking, avoiding, fear of responsibility, and fear of mistakes in performing public duties. Increase investment attraction, especially clean technology, high technology, and supporting industry projects with high added value. Effectively implement solutions to increase budget revenue, ensure self-balancing of the provincial budget with regulation of the central budget. Effectively deploy comprehensive solutions for tourism development, towards green and sustainable tourism. Promote the construction of advanced new rural areas and model new rural areas; complete the criteria to strive for Ninh Binh province to meet new rural standards by early 2025 as planned.
