In particular, having had the honor of welcoming President Ho Chi Minh five times, the people of this historical ancient capital deeply understand the heartfelt affection he had for the cadres, Party members, and people of Ninh Binh; they recognize their responsibility to work together, with shared hearts and minds, so that his words will resonate for a thousand years; to realize his wish that "the entire Party and all the people unite and strive to build a peaceful, unified, independent, democratic, and prosperous Vietnam, and make a worthy contribution to the world revolutionary cause," as emphasized in his Last Will and Testament.

Following in the footsteps of President Ho Chi Minh

From 1946 to 1960, President Ho Chi Minh visited Ninh Binh five times. On January 13, 1946, he visited Bishop Le Huu Tu and the officials and people of Phat Diem town, Kim Son district. On February 10, 1947, he attended and chaired the Ninh Binh Provincial Landowners' Conference organized by the Ministry of Agriculture in Sao Thuong village, Lang Phong commune, Nho Quan district. On March 15, 1959, he inspected and encouraged drought relief efforts in Khanh Cu commune, Yen Khanh district. On October 18, 1959, he attended and directed the conference on winter-spring crop production for 1959-1960. On July 20, 1960, he visited the Dong Giao State Farm. Every place, every rural area in the historical capital where He set foot holds unforgettable memories, heartfelt greetings, profound lessons, and lofty humanistic values, which the Party Committee, government, and people of Ninh Binh have cherished and preserved through generations.

Of the five times President Ho Chi Minh visited Ninh Binh, his participation in and guidance of the "Conference on Winter-Spring Production 1959-1960," organized by the Provincial Party Committee and the Provincial Administrative Committee on October 18, 1959, was a historically significant event. For the past 65 years, the Party Committee, government, and people of Ninh Binh have always cherished the image of President Ho Chi Minh – so approachable, simple, and kind – speaking to over 1,300 delegates attending the conference. He outlined and summarized eight interconnected steps necessary to ensure a successful winter-spring crop. He was confident that the 1959-1960 winter-spring crop in Ninh Binh would be a success. At the same time, President Ho Chi Minh also reminded and encouraged cadres, Party members, and the people of Ninh Binh: "We must unite the entire people, unite within the Party and outside the Party, unite between religious and non-religious people… We must unite closely to compete in increasing production and practicing thrift, compete in building socialism and fight for national reunification."

One of the people honored to meet President Ho Chi Minh in person during his visit to inspect and encourage drought relief efforts in Khanh Cu commune, Yen Khanh district in March 1959 was Mrs. Pham Thi Hanh from Yen Cu 4 village. Now 96 years old, her memory is no longer sharp, but when she talks about President Ho Chi Minh and the memory of meeting him, her emotions remain as vivid as they were when she was a 20-year-old girl. Mrs. Hanh choked up, saying, "It was so joyful, so moving. President Ho Chi Minh was simple, friendly, and loved the people so much. I am incredibly proud to have seen him in person, so close to me. I could talk about that day until tomorrow and still not finish…" Mr. Nguyen Quang Dai, head of Yen Cu 4 village, Khanh Cu commune, added to Mrs. Hanh's story: According to the elders in the village, on March 15, 1959, upon hearing the news of President Ho Chi Minh's visit, people flocked to the Cham rice fields in large numbers from early morning. Uncle Ho rolled up his trousers, waded into the rice fields, and affectionately visited, encouraged, and motivated the farmers to enthusiastically work on irrigation and drought control to save the winter-spring rice crop. He instructed the people to "strive to build irrigation systems to get water to save tens of thousands of acres of rice and plow the remaining area." He also presented the leaders of Khanh Cu commune with five badges to reward individuals with outstanding achievements in drought control.

Every word of advice from President Ho Chi Minh has become a guiding principle for the actions of generations of officials and people in Khanh Cu commune over the past 65 years. Khanh Cu today has transformed, rising strongly with a new appearance thanks to its own internal strength and the dynamism and creativity of the Party committee, government, and people here. But in the hearts of each person, the image of President Ho Chi Minh is etched, and his teachings still resonate, "the voice of the past and the voice of the future." Leading me to visit the Ho Chi Minh Memorial Temple in the commune, Comrade Nguyen Van Nghi, Secretary of the Party Committee of the commune, proudly said: "This is where every citizen of Khanh Cu remembers Uncle Ho, reports their achievements to him on holidays, Tet, his birthday, National Day… Every time we come here to light incense, we 'self-reflect and self-correct,' learn from and follow Uncle Ho's teachings, uphold the spirit of responsibility, effort, determination, and unity in building our homeland to become more developed as Uncle Ho wished during his lifetime."

To live up to the affection and teachings of Uncle Ho over the past 65 years, and to fulfill the sacred testament of President Ho Chi Minh, Ninh Binh has, in recent years, promoted the study and emulation of Ho Chi Minh's thought, morality, and style; upheld the spirit of unity and solidarity, and with the high efforts and determination of all levels, sectors, the business community, the military, and the people of the province, has created an increasingly radiant Ninh Binh with new strength, new aspirations, new faith, and new actions.

Remembering Uncle Ho makes our hearts purer; the trust between the people and the Party grows ever closer and stronger. Remembering Uncle Ho, so that his teachings resonate for a thousand years, Ninh Binh continues to innovate its leadership and guidance methods and styles in a comprehensive, proactive, thorough, scientific, creative, focused, resolute, persistent, and decisive manner. We select fundamental and core tasks and solutions, removing bottlenecks to more effectively implement the three breakthroughs and six key work programs that have been identified. We focus on leading and directing the work of building and rectifying the Party and the political system to be clean, strong, comprehensive, and effective in all aspects: political, ideological, moral, organizational, and personnel. Continue to effectively implement Conclusion No. 21-KL/TW, dated October 25, 2021, of the Central Committee on strengthening Party building and rectification and the political system, in conjunction with implementing Conclusion No. 01-KL/TW, dated May 18, 2021, of the Politburo on continuing to "promote the study and emulation of Ho Chi Minh's thought, morality, and style," regulations on exemplary conduct, and the annual work theme of the Provincial Party Committee. Improve the effectiveness and efficiency of management and administration at all levels with the motto "Government accompanies, is open-minded, listens, and resolves difficulties and obstacles for businesses." Promote administrative reform, especially the reform of administrative procedures; enhance the responsibility of leaders and the quality of public service performance of officials and civil servants, gradually overcoming the phenomenon of shirking responsibility, avoiding accountability, and fearing mistakes in the performance of public duties. Firmly committed to socio-economic development goals in the direction of "Green, Sustainable, and Harmonious," ensuring economic development goes hand in hand with equity and social progress; focusing intensely on implementing the "Four Strengthening Principles" identified by the Provincial Party Committee; continuing to effectively implement strategic breakthroughs in the 2020-2025 term. Developing and improving infrastructure in a synchronous, modern, and harmonious manner, with a focus on building a Millennium Heritage City. Concentrating investment on key projects and works that connect regions and inter-regions, expanding urban space, and creating opportunities and impetus for socio-economic development. Continuing to improve the investment environment and enhance the provincial competitiveness index; focusing on removing difficulties, obstacles, and bottlenecks to promote production and business development. Strengthening investment attraction, especially for clean technology, high-tech, and high value-added supporting industry projects. Implement effective solutions to increase budget revenue, ensuring the province's self-balancing budget with adjustments to the central government budget. Effectively implement comprehensive solutions for tourism development, aiming for green and sustainable tourism. Accelerate the construction of advanced and model new rural areas; complete the criteria to strive for Ninh Binh province to achieve the new rural area standard by early 2025 as planned.
