The Ministry of Education and Training said that, implementing the Party and State's guidelines and policies on developing preschool education, in recent times, preschool education has strived and achieved many successes. The network of preschool education facilities has been widely developed to all communes, wards and villages across the country, increasingly meeting the needs of sending children to school; the conditions for child care and education, and the quality of child care and education have been improved.
However, preschool education still faces many difficulties and major challenges such as: a large number of preschool children from 3 to 4 years old (mainly children in disadvantaged areas, children from disadvantaged groups) have not had access to preschool education, creating inequality in access to education. Conditions to ensure the quality of preschool education are still poor. Current policies for preschool children, teachers, educational institutions, mechanisms, investment policies, and socialization of education are still limited, not meeting the requirements for preschool education development.
After the National Assembly passed Resolution No. 218/2025/QH15 Regarding universal preschool education for children from 3 to 5 years old, the Government has assigned the Ministry of Education and Training to develop a Decree detailing the implementation of the National Assembly's Resolution.
Create conditions to support individuals and organizations to invest in developing private preschool education.
The purpose of developing and promulgating the Decree detailing the implementation of Resolution No. 218/2025/QH15 of the National Assembly on universalizing preschool education for children from 3 to 5 years old is to build a legal corridor, specify policies, roadmap, conditions, responsibilities for implementation, mobilize investment resources to ensure implementation to achieve the goals of universalizing preschool education for children from 3 to 5 years old.
Ensuring facilities, teaching equipment and staff, mobilizing children from 3 to 5 years old to go to school, classes and access quality preschool education; preparing them well physically, intellectually, emotionally, aesthetically, linguistically and psychologically to be ready for school, contributing to the implementation of children's rights.
The draft Decree is built on the viewpoint that the State is responsible for investing and mobilizing social resources to develop preschool education, creating opportunities for preschool children to access quality preschool education; ensuring a unified and synchronous system of policies and laws, creating a legal corridor for implementation to ensure the roadmap and quality of universal preschool education for children from 3 to 5 years old.
Increase budget resources for investment in facilities and staff development. Prioritize investment in developing public preschools in areas with particularly difficult socio-economic conditions, particularly difficult communes in coastal areas, islands, ethnic minority and mountainous areas, border areas, and communes in difficult areas as prescribed. Promote socialization of education, create conditions to support and encourage domestic and foreign individuals and organizations to invest in developing private preschools, especially in industrial parks, industrial clusters, and export processing zones; connect social resources to support preschool education in ethnic minority areas, remote areas, and areas with difficult and especially difficult socio-economic conditions.
Universalizing preschool education for children from 3 to 5 years old is a top priority task in preschool education to improve the quality of preschool education and prepare children well for first grade in all regions of the country.
4 groups of policies to universalize preschool education for children from 3 to 5 years old
In the draft Decree, the Ministry of Education and Training proposed 4 policies on universalizing preschool education for children from 3 to 5 years old:
Policy 1: Investment policy to develop school and classroom networks, teaching equipment, and staff development to meet the requirements of universalizing preschool education for children from 3 to 5 years old.
In particular, increase resources from the central and local budgets to invest in facilities; prioritize investment in resources to develop the network of preschool education facilities, facilities, teaching equipment, supplies, and toys to ensure conditions for implementing the task of universalizing preschool education for children from 3 to 5 years old.
Arrange land fund for building preschool education facilities in local land use plan; ensure enough schools, facilities, teaching equipment according to regulations to meet the schooling needs of children from 3 to 5 years old.
Ensure sufficient number of preschool teachers according to prescribed norms and meet the requirements of innovation in preschool education programs. By 2030, preschool education facilities will have sufficient number of preschool teachers according to prescribed norms.
Ensure policies and regimes for management staff, teachers and employees performing the task of universalizing preschool education for children from 3 to 5 years old in preschool education facilities.
Policy 2: Priority policy for developing preschool education in communes with especially difficult socio-economic conditions, communes in disadvantaged areas, ethnic minority areas, mountainous areas, border areas, islands, coastal areas, densely populated areas, areas with industrial parks, clusters, and export processing zones.
Prioritize investment of central and local funds from programs and projects to ensure that by 2030, 100% of public preschools in communes with especially difficult socio-economic conditions, communes in disadvantaged areas, ethnic minority areas, border areas, islands, coastal areas, densely populated areas, areas with industrial parks, clusters, and export processing zones will have enough schools and classrooms, ensuring 01 classroom/kindergarten class, 100% solid classrooms, enough functional rooms, preschool libraries, enough outdoor toys, classroom toys, and teaching equipment according to regulations.
Public preschools in communes in regions III, II, I, communes with extremely difficult villages in ethnic minority and mountainous areas, communes with extremely difficult villages in coastal and island areas according to regulations of competent authorities, with children from 3 to 5 years old boarding, are entitled to the following policies:
a) Receive financial support to buy paper, comics, crayons, pencils, toys and other learning materials and supplies; blankets, mosquito nets and personal items for children from 3 to 5 years old who are in boarding schools at a cost of 1,350,000 VND/child from 3 to 5 years old who are in boarding schools/school year;
b) Supported with electricity and water bills for the study and daily activities of children from 3 to 5 years old at boarding schools with a standard of 5KW of electricity/month/child from 3 to 5 years old at boarding schools and 01 m3 Water/month/child from 3 to 5 years old for boarding at the price regulated by the locality and enjoyed for no more than 9 months/school year. In places where there are no conditions to provide electricity and water services or there is a power and water outage, the school can use the funds to buy lighting equipment and clean water for children;
c) Financial support for implementing midday management for groups of children from 3 to 5 years old: Each group of 25 children from 3 to 4 years old, of which at least 8 are children from 3 to 4 years old who are semi-boarders, is entitled to 01 quota; each group of 30 children from 4 to 5 years old, of which at least 10 are children from 4 to 5 years old who are semi-boarders, is entitled to 01 quota; each group of 35 children from 5 to 6 years old, of which at least 15 are children from 5 to 6 years old who are semi-boarders, is entitled to 01 quota of 700,000 VND/month/group of children and is entitled to no more than 9 months/school year. The remaining balance of 50% or more compared to the number of children from 3 to 5 years old and the number of children from 3 to 5 years old who are semi-boarders of each group is counted as 01 quota.
Public preschools in communes in regions III, II, I, communes with extremely difficult villages in ethnic minority and mountainous areas, communes with extremely difficult villages in coastal and island areas according to regulations of competent authorities, with children from 3 to 5 years old boarding, are supported by the state budget to organize meals for children as follows:
The funding to support the organization of meals for preschool children from 3 to 5 years old is calculated based on the number of children from 3 to 5 years old who receive meals at the boarding school, with a minimum of 3,900,000 VND/01 month/45 children, the remaining amount of 20 children or more is calculated with one additional support level. Each preschool education facility is entitled to no more than 05 times the above support level/01 month and no more than 9 months/01 school year.
Policy 3: Policy for children from 3 to 5 years old
Supplementing the subject of preschool children from 3 to 5 years old studying at private preschools licensed by competent authorities to establish and operate in accordance with regulations, whose father or mother or legal caregiver is a worker or employee working in industrial zones with an enterprise signing a labor contract in accordance with regulations, will be supported with study costs.
Accordingly, each child from 3 to 5 years old who is eligible for the program will receive a monthly tuition support of 150,000 VND for no more than 9 months per school year.
Increase the level of lunch allowance compared to current regulations for preschool children from 3 to 5 years old. Each child from 3 to 5 years old who is eligible for the allowance is 360,000 VND per month and is entitled to receive no more than 9 months per school year.
Policy 4: Recruitment attraction policy for preschool teachers and staff
Subsidies for attracting and recruiting preschool teachers at public preschools newly recruited from the 2025-2026 school year in accordance with the law to perform the task of nurturing, caring for and educating children from 3 to 5 years old to meet the task of universalizing preschool education for children from 3 to 5 years old, committing to work at the recruited preschool for at least 5 years: Enjoy the policy of attracting at least 01 year of basic salary.
Monthly financial allowance for employees working at public preschools (including those on contract within the payroll quota and those on probation) working in areas with particularly difficult socio-economic conditions who are performing the task of universalizing preschool education for children from 3 to 5 years old and who go to villages, hamlets, and hamlets 15 days or more per month: Receive a support fund of VND 960,000/month (the support fund is not used to calculate and enjoy social insurance benefits).
