Proposal for new allowance regime for teachers from January 1, 2026

(QNgTV) - The Ministry of Education and Training is seeking opinions on a draft decree on salary policy, allowance regime, support and attraction policies for teachers, when the Law on Teachers takes effect from January 1, 2026.

According to the draft decree, teachers are entitled to preferential allowances at levels ranging from 25% to 80%. Of which, the 25% rate applies to teachers teaching in universities, academies, colleges, junior colleges and training schools of ministries, ministerial-level agencies, government agencies, Party organizations, socio-political organizations at the central level and political schools of provinces and cities.

The highest level, 80%, applies to civil servants and employees working as teachers in preschools in areas with particularly difficult socio -economic conditions as prescribed by the Government.
