Proposal for the competent authority to prepare the dossier for the Ho Chi Minh City Ring Road 4 Project.
According to the plan, the total length of the Ho Chi Minh City Ring Road 4 is approximately 206.72 km, including 18.23 km in Ba Ria - Vung Tau, 47.95 km in Binh Duong, 16.7 km in Ho Chi Minh City, and 78.3 km in Long An.

The Ho Chi Minh City People's Committee has recently sent a document to the Prime Minister, the Ministry of Planning and Investment, and the Ministry of Transport requesting that the competent authority be assigned to prepare the pre-feasibility study report for the Ho Chi Minh City Ring Road 4 construction project.
Accordingly, the Ho Chi Minh City People's Committee has requested the Prime Minister to consider approving the principle of preparing a pre-feasibility study report for the Ho Chi Minh City Ring Road 4 construction project and to research and propose specific mechanisms and policies applicable to the entire Ho Chi Minh City Ring Road 4 route.
The Ho Chi Minh City People's Committee also proposed that the locality be assigned as the competent authority to preside over and coordinate with the People's Committees of the provinces (Binh Duong, Dong Nai , Long An, Ba Ria - Vung Tau) and relevant units to organize the preparation of the pre-feasibility study report for the construction project of the Ho Chi Minh City Ring Road 4 according to regulations, to report and submit to the competent authority for appraisal, and to submit to the National Assembly for a decision on the investment policy in the end-of-year session of 2024.
The Ho Chi Minh City People's Committee also proposed assigning the Ministry of Transport to perform the specialized state management function for the Ho Chi Minh City Ring Road 4 construction project; promptly coordinating and guiding relevant localities during the implementation process, ensuring synchronization, efficiency, and compliance with the law.
The Ministry of Planning and Investment is tasked with urgently advising the Prime Minister on the establishment of a State Appraisal Council to appraise the Pre-feasibility Study Report of the Project and to organize the appraisal in accordance with regulations; and advising the Prime Minister on balancing and allocating central government budget funds to participate in the construction project of the Ho Chi Minh City Ring Road 4.
Previously, at the end of August 2024, the Ho Chi Minh City People's Committee submitted a report to the Prime Minister on the overall pre-feasibility study for the construction of the Ho Chi Minh City Ring Road 4. The entire route is 207km long, with Phase 1 constructing 4 lanes, including a continuously spaced emergency stopping lane and a median separating the two directions of traffic. This phase will also involve one-time land acquisition according to the 8-lane plan to facilitate future expansion.
The total investment for the Ho Chi Minh City Ring Road 4 construction project is estimated at approximately 128,063 billion VND. This includes the 17.3km section through Ho Chi Minh City (14,089 billion VND); the 18.1km section through Ba Ria – Vung Tau (7,972 billion VND); the 45.6km section through Dong Nai (19,151 billion VND); the 47.5km section through Binh Duong province (19,827 billion VND); and the over 78km section through Long An province (67,024 billion VND).
